The House convened, completed the roll call, prayer, and Pledge of Allegiance, and then moved through routine business including second-reading referrals and committee reassignments. Senate Bill 1627 and Senate Bill 625 were withdrawn from their prior committees and assigned to Rules. The chamber also recognized Dr. James David Campbell as Doctor of the Day and Courtney Copen as Nurse of the Day.
Members held several floor presentations honoring the Choctaw High School drama team for winning the 2025 OSSAA 6A-1 one-act play state championship and related speech and debate honors, and the Arapaho-Butler Lady Indians for winning the 2025 Class A fast-pitch softball state championship. A proclamation was read designating March 31, 2026, as Affordable Housing Day, highlighting Oklahoma’s housing shortage and the economic impact of the state’s affordable housing tax credit program.
The House adopted House Resolution 1041, which supports designation of a nuclear lifecycle innovation campus in Oklahoma, after Representative Archer explained the measure and requested unanimous consent. Summary:
The House convened with prayer, the pledge, and several recognitions, including Veteran of the Week Major General (ret.) Tony L. Wright, Doctor of the Day Dr. Jeanette Kelly, Capitol Day students, Girl Scouts, and family members of legislators. Members also adopted House Resolution 1038 honoring the Oklahoma Youth Expo and its agricultural education and scholarship impact, including recognition of top ag mechanics exhibitors.
The chamber then considered and passed several bills, including HB 3263 designating the morel mushroom as the state mushroom; HB 315 setting qualifications and a term limit for the Department of Corrections director; HB 2123 revising authorization for an Arkansas River bridge project near Bigsby; HB 3587 allowing court-ordered outpatient mental health treatment; HB 3028 allowing career techs in public schools to pass along credit card surcharges; HB 2035 clarifying transportation protection agreements related to funeral services; HB 3369 allowing food trucks to use two fire extinguishers and training in lieu of an automatic suppression system; and a series of census-related bills creating a census count committee, reestablishing a state data center function, and updating Commerce technology for census address work. The House also passed HB 3624 to standardize county boundary mapping, HB 3175 creating an Oklahoma Advanced Nuclear Energy Office, HB 3173 allowing repurposing of orphaned and abandoned wells for geothermal or energy storage uses, and HB 4476 creating a revolving-fund rebate program to help smaller communities compete for music events and tourism.
Two measures failed on final passage: HB 3178, which would have created a standard depreciation table for county assessors to value farm equipment, and HB 1979, which would have created an Early Childhood Task Force. In both cases, members later served notice of intent to reconsider the failed votes. The House also reconsidered and passed previously failed motions on HB 3127 and HB 2997. Most bills that reached final passage were approved by recorded vote, with HB 3178 failing 43-45 and HB 1979 failing 46-43. The House adjourned until the next scheduled meeting.

Summary:
The Business and Insurance Committee first handled a series of executive nominations, including appointments or reappointments to the Oklahoma Securities Commission, Real Estate Commission, State Athletic Commission, Accountancy Board, Commission on Consumer Credit, Uniform Building Code Commission, Abstractors Board, Used Motor Vehicle Dismantler and Manufactured Housing Commission, and State Banking Board. Most nominees briefly addressed the committee, and the nominations were advanced by unanimous or near-unanimous votes. One HB 4488 was laid over at the start of the meeting.
The committee then considered several bills. HB 4322, which would remove a dual-licensure requirement for funeral directors and embalmers, drew questions about consumer protection and body care procedures and passed 6-3. HB 4202, changing workers’ compensation fee schedule treatment for radiology, passed unanimously. HB 4203, directing the Uniform Building Code Commission to explore guidelines for single-exit configurations in certain buildings up to four stories, passed 7-2 after concerns were raised about fire safety. HB 4457, dealing with specialty pharmacies, pharmacy benefit managers, and access to specialty medications, passed unanimously.
Members also debated HB 3983, which would move Oklahoma’s moist smokeless tobacco tax to a weight-based system; supporters argued it would improve fairness and revenue stability, while opponents said it would raise taxes on some products and lacked consumer protections. It passed 6-3. HB 3660, authorizing natural organic reduction as an additional end-of-life option, prompted a lengthy debate over dignity, religious concerns, and consumer choice; it passed 5-4. HB 3802, prohibiting auto insurers from raising premiums solely because a spouse died, passed unanimously. HB 2933, a consumer protection insurance bill, passed 9-0 after extensive discussion of claims handling and insurer accountability. Additional insurance and regulatory measures—HB 2955, HB 2956, HB 3781, HB 3521, HB 3796, HB 3794, and HB 3800—were also advanced, most with little or no opposition. The chair closed by noting all executive nominations and legislation had been cleared from the committee for the year.

Summary:
The committee heard a series of Senate bills, most of them receiving unanimous or near-unanimous do-pass recommendations. SB 1595, as amended, exempts commercial driver training schools administered by the Oklahoma Department of Corrections from provisions regulating state agency interactions with CDL schools; the amendment was adopted and the bill passed 9-0. SB 1303 transferred property and records from the Advisory Council on Workers’ Compensation to the Workers’ Compensation Commission, SB 2180 required certain foreign principals’ agents to register with the Secretary of State, SB 2072 expanded title-theft protections and allowed broader law-enforcement investigation and fee waivers, SB 1772 clarified when vehicle lights must be used, and SB 1209 excluded Sundays and federal holidays from eviction timelines; each passed without opposition or with overwhelming support.
Members also advanced SB 137, a mirror bill to a House measure dealing with a corrections-related issue, after discussion about retroactivity and possible amendments on the Senate side; it passed 9-1. SB 1944 adjusted an agriculture payroll threshold exemption and passed 10-0. SB 372 clarified that a person may carry a weapon from the front door to a room in a state-owned hotel or lodge and passed 9-1. SB 1636 allowed a victim’s family to request a cold case review from any law enforcement agency and passed 11-0. SB 1256 was amended to remove language requiring certain written judicial findings, then passed 11-0.
Additional bills approved included SB 1827, which updated definitions in the Government Tort Claims Act; SB 2104, a cleanup and integration measure following adoption of the Oklahoma Uniform Trust Code; SB 1226, clarifying when a driver must stop after an accident involving property damage; and SB 1876, allowing a foreign insurer to be served through its registered agent rather than only the insurance commissioner. The committee adjourned after reporting all measures out favorably.

Summary:
The committee opened testimony on House Bill 1838, relating to visas. Testifiers from the State Health Planning and Development Agency, the legal clinic, the Hawaii State Coalition Against Domestic Violence, the ACLU, CARES, and immigrant-rights groups strongly supported the bill, saying it would bring Hawaii into compliance with federal law, standardize and speed up certification for U and T visa applicants, and better protect survivors of crime and trafficking. Supporters emphasized that delays in certification can leave eligible survivors waiting years for federal visa access and can undermine public safety by discouraging victims from reporting crimes. The chair announced there were 103 testimonies in support and one in opposition, and the committee then moved on without taking a vote on the bill in the hearing.
The committee next heard House Bill 1870, concerning protected locations and immigration enforcement. Testimony from the Hawaii Coalition for Immigrant Rights, ACLU of Hawaii, educators, students, and community advocates supported limiting immigration enforcement at schools and other essential-service sites, arguing that families should be able to access education, health care, shelters, libraries, and social services without fear. The Department of Education said it had already issued guidance in March 2025 for how staff should respond when law enforcement comes onto campus, and the Public Charter School Commission noted implementation would need to occur at the school level. Testifiers said the bill would create standardized protocols and protect students and families from fear and disruption; the chair reported 142 testimonies in support, one in opposition, and five comments.
The committee then took up House Bill 2445, relating to student safety and law enforcement on campus. The Department of Education again said it had already rolled out statewide guidance and described its process for staff to notify administration, verify law enforcement identification and purpose, and route matters through the complex area superintendent and attorney general, while noting emergencies would be handled differently. A committee member questioned whether the procedures were sufficiently standardized and whether staff were trained for unusual situations. Student and community testifiers supported the bill, saying schools should remain safe havens and that clear procedures are needed if federal immigration enforcement appears on campus. The Department of Law Enforcement testified in opposition to parts of the measure, raising concerns about masking requirements, vehicle markings, officer safety, doxxing, retaliation, costs, and possible supremacy-clause conflicts, and suggested more exemptions and a compromise approach. The chair reported 106 testimonies in support, two comments, and no opposition for the bill before moving on to the next measure.
