The committee first took up SB 2094, which would require state agencies monitoring environmental toxins and pollutants to establish environmental action levels and limit changes to those levels without meeting procedural requirements. The joint GVO Health and Human Services agenda then focused on two related bills requiring universal changing accommodations in public restrooms. SB 2932 would apply to new state building construction beginning July 1, 2026, and testimony from disability advocates, the Hawaii State Council on Developmental Disabilities, and others supported the measure while asking for language clarifying that the requirement applies only where technically feasible and, in some cases, only to state-managed buildings. SB 2268 was described as broader, extending beyond government buildings into the private sector and including a private right of action; witnesses supported the concept but raised implementation concerns, especially for smaller businesses, and requested the same technically infeasible language and other clarifications. Both bills were advanced with amendments, and the committee noted adoption of the recommendations.

Former Harris County DA Kim Ogg, Deputy Attorney General Josh Reno, and James Quintero supported the bill, citing recent Harris County bid-rigging cases and arguing the current Class C misdemeanor penalty is too weak to deter misconduct; some members questioned whether the proposed thresholds were too low and whether stronger oversight, rather than higher penalties alone, would be more effective. The bill was left pending. Finally, Senate Bill 2010 by Sen. Bettencourt would bar counties and other political subdivisions from operating guaranteed income programs and address constitutional gift-clause concerns. Testimony split sharply: Ogg and Quintero argued such programs are unconstitutional, can be used for political data collection, and should not be funded with public money, while Paige Terry Barry defended the bill as protecting taxpayers and discouraging dependency. Senators also debated whether the state can restrict use of federal grant funds and whether local governments should be allowed to run such programs; the bill was left pending.

HB 3172, the “Fair Banking Act,” would restrict adverse actions by very large financial institutions based on lawful economic activity and require explanations on request; members asked whether it would affect Oklahoma banks and whether it mirrored a presidential executive order. HB 2193 proposed a COLA for state retirement systems with caps on eligible benefits and salaries, and members raised concerns about differing actuarial estimates and the need for more work before oversight.
Most bills were reported out by committee votes ranging from 8-0 to 4-3. The chair and members repeatedly noted that several measures, especially the pension bills, would need further work with actuaries and oversight committees. The meeting ended with a brief acknowledgment of committee staff and support personnel before adjournment.
