Summary:
The Senate began with a quorum call, a ceremonial recognition of two Elgin High School students, Clayton Raoul and Leon Anderson, and bus driver Kevin McDonald for their heroic actions during a March 2 bus crash. A citation was read honoring their selfless efforts to evacuate injured students and assist first responders. The chamber also introduced several student pages and recognized visiting groups in the gallery, including Impact Oklahoma and the Ardmore Leadership Group.
The Senate then considered several bills. Senate Bill 1491, requiring appointed presidential electors to take the same oath as other electors, advanced and passed. Senate Bill 1579, which requires assessors to mail taxpayers a statement of rights when property valuations increase, also advanced and passed unanimously. Senate Bill 1806, extending foster care eligibility to age 21 for those who opt in and meet program requirements, drew supportive debate about helping youth transition to adulthood; it advanced and passed as an emergency measure.
A lengthy debate followed on Senate Bill 1552, which would allow certain large counties to pursue home rule charters through a voter-approved process. Supporters argued it would give populous counties more flexibility and local control, while opponents raised concerns about unequal treatment, population-based governance, rural representation, and possible constitutional issues. The bill advanced and then passed 26-18. Senate Bill 483, authorizing county-run relocation assistance programs funded by private donations for voluntarily relocating individuals, especially homeless persons, also prompted extensive questions about liability, trafficking concerns, accountability, and whether it could shift people between jurisdictions; it advanced and passed 39-6. Finally, Senate Bill 63, raising school board member stipends from $25 to $190 per meeting under permissive language, advanced over concerns about cost and then moved to final passage, with debate beginning at the end of the transcript.

Summary:
The committee heard and advanced a large number of bills, mostly by unanimous or near-unanimous due-pass votes. Early measures included HB 34, expanding “zones of safety” to include places like skating rinks, youth centers, pools, arcades, amusement parks, and water parks to bar sex offenders from loitering; HB 3407 on abandoned personal property and manufactured homes; HB 43 on rates for court-appointed property appraisers; and HB 2981 requiring school board meeting minutes to be posted online. Members also considered criminal justice and public safety bills such as enhanced penalties for people on the DOJ terrorist list (HB 3764), updating controlled dangerous substances schedules (HB 3767), and a bill to allow first responders to notify law enforcement after responding to suspected overdoses, with immunity for good-faith reporting and a fentanyl-related presumption in fatal overdoses (HB 2941). Several bills were laid over, including HB 2015, HB 2959, HB 3087, HB 3581, and HB 4227.
The committee also advanced bills affecting courts, property, and administrative procedures. These included HB 3321 ending cost-arrest warrants for unpaid court fines, HB 3322 codifying rules for interpreting multiple versions of statutes, HB 3323 moving notarization requirements for electronic documents submitted to Service Oklahoma, HB 3497 clarifying appeals of pretrial orders in criminal cases, HB 3500 removing a nine-month deadline for successor affidavits after transfer-on-death property transfers, and HB 3505 creating a uniform wage garnishment law. Other measures addressed workers’ compensation and public employment, including HB 4260 creating a rebuttable presumption for first responders in workers’ comp, HB 4202 aligning radiology reimbursement with other specialties, and HB 3055 and HB 315 setting qualifications for the CLEET and DOC directors.
Later in the meeting, members approved bills on consumer protection, technology, and public safety. HB 2933 tightened insurance claim timelines and penalties and made mediation mandatory for carriers; HB 3544 targeted AI chatbots that simulate emotional relationships with children; HB 3299 created a criminal offense for creating or disseminating digitized or synthetic media using another person’s name, image, voice, or likeness; HB 4107 criminalized misuse of outdoor tornado sirens; HB 4108 expanded critical infrastructure protections to airports; and HB 4139 revised home service contract rules to require truthful offerings and qualified service providers. The committee also passed HB 1322 creating a public domestic violence offenders registry, HB 4104 adding certain voyeurism-related crimes to the sex offender registry, HB 4106 lowering the grand larceny threshold to $900 and making a third petty larceny offense a felony, and HB 3974 addressing liability in shared inmate housing facilities. The meeting ended with HB 4144, which revises Open Records Act language for arrest and incident reports, and the committee adjourned with plans to meet again Tuesday.

Summary:
The House convened, the clerk called the roll, and a quorum was present. The chamber adopted the day’s order of business, heard an invocation from Chaplain Ronnie Wilson, and recited the Pledge of Allegiance. The House also noted a list of bill and resolution reassignments from the majority floor leader’s office and briefly stood at ease before returning to order.
Representative Timmons introduced Angie Kammermeyer as the nurse of the day, recognizing her long career in nursing and health care leadership, including her retirement as chief nursing officer from Integris Health after 40 years of service. The Speaker also welcomed guests in the galleries, including Sarah Stevens and her newborn baby, Kelby, and a group of leadership students from Great Plains who traveled from Lawton.
No legislation was debated or voted on during the portion of the session provided. At the end of the meeting, Representative Pugh moved to adjourn, and the House agreed without objection. The chamber adjourned until Thursday, February 12, 2026, at 9:30 a.m.

Summary:
The committee met in Room 430 on April 17 at 8:30 a.m. and heard several resolutions focused on Hawaii’s sister-state and international relationships. Measures discussed included SCR 184, SCR 169 SD1, SCR 47, SCR 57 SD1, SCR 170 SD1, and SCR 163 SD1. Testimony generally supported expanding or formalizing ties with Japanese prefectures and other partners, including Yamaguchi, Okayama, and Aotearoa/New Zealand, as well as maintaining the Hawaii-Taiwan relationship. DBED’s Dennis Ling explained that sister-state agreements provide a framework for broader government, nonprofit, and private-sector relationships, and cited existing exchanges in transportation, health, education, culinary rice development, biosecurity, and food innovation. Catherine Stanway of the Division of Forestry and Wildlife supported the Aotearoa measure for predator control, biosecurity, and conservation cooperation. Jerry Chang of the Taipei Economic and Cultural Office testified in support of the Taiwan resolution, noting 33 years of sister-state ties and ongoing cooperation in education, culture, economy, and disaster management.
One witness raised a concern about language in SCR 57 SD1 related to double taxation, saying that portion did not relate to the sister-state relationship, but the committee chose not to amend the measure to avoid possible delay or conference issues. A committee member also asked about how sister-state relationships work and whether other states have similar country-level arrangements; Ling said Hawaii has an MOU with Israel and mentioned Singapore as another possible partner, while noting that such arrangements often depend on the governor and are not standardized across states.
After testimony, the committee voted to recommend passage of all measures as is. SCR 184, SCR 169 SD1, SCR 47, SCR 57 SD1, SCR 170 SD1, and SCR 163 SD1 were all adopted by the committee without amendments. Some members were excused during the hearing, and the meeting adjourned after the final vote.

Summary:
The committee considered a series of House bills dealing with criminal justice, courts, public safety, housing, and related administrative issues. Early measures included HB 3419, which would extend penalties for sharing bid information before public release and bar violators from contracting with the state or its subdivisions, and HB 4153, which reinstates a repealed driver-qualification statute and updates it to include service in Oklahoma. Members also advanced HB 3430 on court costs, fines, and fee collection, though it drew concerns about terminology, collection practices, and whether it conflicted with earlier reform efforts; the Oklahoma Sheriffs Association testified that the bill would not authorize incarceration absent willful nonpayment and that collection fees have long been set at 20%.
The committee also approved HB 3791, a health-care-for-minors bill worked out with the DO and MD boards, and HB 4119, a cleanup measure on VIN inspections for salvage vehicles. HB 4408, a LOFT request bill tied to calculating savings from State Questions 780 and 781 and directing funds to the Community Safety Investment Fund, was presented as a zero-fiscal-impact technical fix after court and DOC data issues were resolved. HB 3905 would allow judges to order GPS monitoring for certain stalking and domestic-violence-related defendants, with the victim able to receive proximity alerts; members questioned the scope of victim notification and the fact that the bill applies in civil VPO proceedings as well as criminal cases, but it was advanced.
Later, HB 3968 was presented as codifying a Supreme Court decision, though members raised a late-added fiscal note and possible ODOT/OTA issues; the bill was still passed out of committee, with discussion of striking title on the floor if needed. HB 3835 would create a path for trafficking survivors to seek relief from convictions tied to their victimization, and HB 3386 would require mediation in eviction cases involving minor children; that bill prompted extensive debate over whether it created an affirmative defense, potential Fair Housing Act concerns, and whether it shifted costs to landlords, with the author agreeing to strike title and revise the language. The committee also advanced HB 2650 on summary administrations in probate and HB 3742, a negotiated criminal discovery bill, after adopting a small amendment limiting certain recordings to those directly related to the case and changing “approximate” to “appropriate.”

Summary:
The committee reviewed drafting instructions and spending sheets for House Bill 2, focusing on both recurring and nonrecurring appropriations, reserve levels, and several late changes. Staff explained that the package would leave reserves around 28% under the current scenario, with the possibility of rising to about 30% if a separate natural disaster reform bill is enacted. Members discussed how disaster funding would be handled through a replacement Section 8 and the appropriation contingency fund, and whether the operating reserve could be tapped with explicit authorization. There was also clarification on fund types, including other state funds and interagency transfers, and on how line items were reflected in the spreadsheets.
A major point of debate was how to offset additions by reducing funding elsewhere. Members discussed shifting money from the state fair/multipurpose arena request, the Office of Natural Resources Trustee, and other capital items to accommodate changes. Several senators raised concerns about cutting the Office of Natural Resources Trustee too deeply and about the purpose of those funds, including possible land purchases and floodplain mitigation in Ruidoso. The committee also discussed whether the state fair money should be reduced, with some members supporting a $25 million restoration and others preferring to leave the executive’s request intact. Staff noted that some reductions were not true cuts but swaps or offsets, such as moving local road money and using excess capital outlay reserves.
Other corrections and policy items were addressed, including an increase for UNM and NMSU stadium funding, a correction to a project distribution on line 105, and funding for the Health Council. Members also noted that the public employee 1% raise was no longer funded because recurring capacity was used elsewhere, and that no COLA was included. After discussion, Senator Woods moved to adopt the drafting instructions, Senator Gonzalez seconded, and the motion passed without objection. The committee then directed staff to prepare a catch-up cleanup version of House Bill 2 for later review and said House Bill 8 would be taken up the next morning.

Summary:
The committee heard testimony on several measures related to hunting, trespass enforcement, conservation banking, coral reef resilience, and search and rescue. SB 2130 would require DLNR to increase the percentage of public land acreage designated for public hunting areas; DLNR offered comments, the Hawaii Cattlemen’s Council expressed concern, and a Game Management Advisory Commission member urged adequate funding for both study and maintenance of any expanded hunting areas. SB 2128 would require forfeiture to the state of firearms or motor vehicles used in hunting trespass on private land; the Hawaii Cattlemen’s Council supported the bill, and another signer testified without additional detail.
The committee also heard SB 3053, which appropriates funds to DLNR’s Division of Aquatic Resources for mangrove removal and shoreline/stream maintenance in the Westlock and Middleock shorelines and watersheds. DLNR supported the measure and noted staff involved in mangrove removal work; no other testimony was offered. On SB 20005, which authorizes conservation banks for compensatory mitigation in habitat conservation plans and incidental take licenses, DLNR supported the bill but said a House measure, HB 1802, would place key safeguards in statute rather than administrative rules. Earthjustice opposed SB 20005 for lacking statutory safeguards and said it would support incorporating the House language, while CARES supported the bill as a modernization that could reduce permit processing time and provide more predictable costs.
A lengthy discussion followed on SB 3201, which would direct DLNR to prioritize coral reef resilience and set performance targets for coral cover and herbivore biomass. DLNR said it supported the intent but wanted more flexibility because outside factors such as climate and emissions policy affect reef conditions; the Nature Conservancy shared that concern and asked for more flexible language. For the bill, For the Fishes strongly supported stronger protections and suggested adding abundance as a metric, while NOAA and DLNR discussed the difficulty of setting universal benchmarks because reef conditions vary by location. Randy Kosaki and CARES supported the bill, emphasizing coral decline and the need for measurable goals, while committee members asked about restoration projects, benchmarks, and whether the bill’s deadlines were meant to require a plan rather than immediate achievement.
Finally, the committee took up SB 2937, which would create a search and rescue card program and special fund to reimburse state, county, and volunteer search-and-rescue operations. DLNR’s wildlife division said it stood on its written testimony, and the Hawaii SAR Alliance supported the concept but said Hawaii first needs a stronger search-and-rescue framework, including a state coordinator, before implementing such a program. No votes or final actions were taken on any of the measures in the portion of the meeting provided.
