Summary: The Senate Committee on Business and Commerce met with a quorum and first took up pending business, reporting several House bills favorably to the full Senate, including HB 11, HB 132, HB 1041, HB 1606, HB 2286, and HB 5061, with some also recommended for the local and uncontested or contested calendars. The committee then heard and left pending HB 3306, which would extend construction-contract indemnity exceptions to electric infrastructure work, including construction, maintenance, and vegetation management for utilities. Supporters said it would align utility infrastructure work with public works and reduce litigation and ratepayer costs, while opponents argued it would shift liability onto subcontractors and create broad-form indemnity concerns. Members also heard HB 4739, a Comptroller-requested cleanup bill repealing an outdated Finance Code provision tied to delinquency charges on retail charge accounts, and left it pending without testimony. The committee then considered several Department of Banking cleanup bills, including HB 3803, HB 3804, and HB 3806, all left pending after brief explanations and no public opposition. HB 4219, dealing with public information requests, drew support from a journalist and a policy analyst who said it would improve transparency by requiring timely responses, notice when records do not exist, and training or fee consequences for noncompliance; it was left pending. The committee also heard HB 4238, a committee substitute addressing coerced debt and identity theft, which would bar collection of certain debts from victims who obtain a qualifying court order. A law professor and a family violence advocate supported the bill as narrow, protective relief for domestic violence and elder abuse survivors, and it was left pending. Other bills heard and left pending included HB 1522 on local government budget meeting posting and taxpayer impact disclosures, HB 4344 authorizing background checks for PUC employees and contractors, HB 3805 updating money services business regulation, HB 431 extending solar-panel HOA protections to solar tiles, HB 3228 and HB 3229 on wind and solar recycling financial assurance, and HB 1922 clarifying the accrual date for construction defect claims under right-to-repair law. The committee recessed subject to the call of the chair.

Summary: The Committee on Water and Land met on March 31, 2026, and heard testimony on several resolutions. HCR 13/HR 50, which asks DLNR to work with DOE and the Public Charter School Commission on a student coral stewardship program, drew comments from DLNR, which said it stood on written testimony and had proposed amendments, and from supporters in the room. HCR 61, urging investment in reforestation policies, workforce, nursery capacity, and related support for public and private lands, received strong support from DLNR and multiple testifiers, including members of a reforestation policy hui, a resident, and others who emphasized watershed protection, flood and fire resilience, and the need to upgrade nursery infrastructure and staffing. Committee members asked questions about nursery modernization, staffing, island-specific needs, and whether reforestation could reduce wildfire impacts; the DLNR witness said all islands need investment, with especially large opportunities on Hawaiʻi Island, and that healthier forests improve resilience though they cannot eliminate climate-related risks. The committee then heard HCR 136/HR 128 on wildland-urban interface safety standards for Maui plantation towns, but no one testified. It also heard HCR 185/HR 175, which urges denial of permits for ICE detention-related warehouses; Chris Coffey of Immua Alliance testified in support, saying migrant survivors of exploitation are harmed when ICE detains people and that Hawaii would not be the first place to take such action, citing examples from other states and cities. In questioning, members explored whether a local facility would keep people closer to families and services or instead increase local detention; Coffey said detention generally cuts off access to services and can intensify fear, and that a local facility could incentivize more detention and make survivors less likely to come forward. Finally, the committee heard HCR 155/HR 147 supporting the Hawaii Water Safety Coalition’s Hawaii Water Safety Act. Testifiers included Allison Shapera, who described the statewide water safety plan, Hawaii’s high drowning rate, the economic and human costs of drownings, and her personal loss of her daughter in a preventable drowning; Kirsten Hermstead and Kalani Vierra of the Hawaiian Lifeguard Association said the plan’s recommendations need legislative recognition to help with implementation and grant funding; and Jessamine Town Horner testified by Zoom as a co-founder and bereaved family advocate. The transcript provided does not show any votes or final committee actions on the measures discussed.

Summary: The Kentucky Senate convened with an invocation marking International Holocaust Remembrance Day, followed by the pledge, roll call, and a quorum declaration. The chamber approved the prior journal, received new bill and resolution introductions, and heard a House message that House Bill 312 had passed the House and was sent over for concurrence. The Senate also recessed briefly for committee meetings, then received committee reports referring several bills and resolutions to standing committees and placing Senate Joint Resolution 23 on the regular orders for January 28, 2026. The main floor action was on Senate Bill 17, relating to the Kentucky Court-appointed Special Advocate Network. The Senate adopted a committee substitute that updated CASA statutes, including reducing the minimum board size from 15 to 12, narrowing a volunteer/employment restriction to Department of Community Based Services employees, removing outdated references to the National CASA Association while retaining compliance with national standards through the Kentucky CASA Network, and updating the state association’s name. The bill passed 33-0, and a title amendment was adopted without objection. The Senate also considered Senate Bill 181, an emergency bill relating to schools and traceable communications. The chamber adopted a committee substitute and two floor amendments: one requiring parent notification after investigations involving alleged unauthorized electronic communication by a student, and another adding limited exemptions for communications involving school resource officers and directors of pupil personnel when certain school officials are included. Supporters said the changes were intended to refine implementation while preserving the bill’s original student-protection purpose. The bill then passed unanimously, 33-0. In addition, the Senate adopted Senate Resolution 36 recognizing January 25-31, 2026 as Physician Anesthesiologist Week, with remarks highlighting the specialty’s contributions to anesthesia, airway management, patient safety, ICU care, pain management, and major surgeries. The Senate also heard announcements thanking road crews, first responders, and utility workers for winter storm response, and members made several co-sponsorship requests and announcements, including notice of Kentucky Audiologist Association advocacy day and a committee cancellation.
