- The Senate Republicans will not have a hard time telling you, as the smallest caucus in.
- But if you want any buy-in from the Republican side, they have to be in the meeting.
- Now, if there's absolutely not enough Senate Republicans, We could probably put in some more House Republicans
- So somehow, we need to apportion that if we can't find enough Senate Republicans.
- To get in there, let's try to put some more House Republicans on those committees to make that balance

- This is not a Republican or a Democrat issue; neither party has a monopoly.
- As you know, in the last few presidential elections, Republicans won one, the Democrats won one, and
- the Republicans won one again.
- And while I guess as we look at this, it really doesn't make a difference whether you are a Republican
- This is bipartisan; it affects everybody, Republican or Democrat. Yes, sir.

Summary:
The committee heard House Bill 3146, sponsored by Rep. John Simmons, which would expand legislatively written ballot summary statements from 50 to 100 words and create a revised process for court challenges to ballot language. Simmons said the bill is essentially the same as last year’s Senate Bill 22, minus the section the Supreme Court struck down, and argued it would preserve the General Assembly’s role while allowing the Secretary of State and courts to work through objections to ballot summaries. Supporters said the longer summary would better inform voters and that the back-and-forth process had worked in the recent Amendment 3 litigation.
Members raised concerns that the bill would encourage misleading or argumentative ballot language, create extra procedural steps, and potentially let the clock run out before challenges are fully resolved. Rep. Woods and others argued the courts are needed to prevent “ballot candy” and dishonest summaries, while supporters countered that the legislature and Secretary of State should have primary authority and that courts should not act as a “super legislature.” The sponsor and supporters also pointed to the recent Amendment 3 process as evidence that the revised procedure can work and produce agreed-upon language.
Testimony was split. Campaign Life Missouri, Missouri Right to Life, and a representative from the Secretary of State’s office testified in favor, emphasizing transparency, voter information, and the elected status of the officials drafting ballot language. Opponents included the Missouri Voter Protection Coalition, League of Women Voters, Jobs with Justice, Missouri Right to Education, and private citizens, who argued the bill is unconstitutional, undermines separation of powers, and would allow misleading language to survive by dragging out litigation. No vote was taken in the portion provided.

Summary:
The commission met in open session to take action on several motions related to an adjudicatory hearing. It denied a motion to dismiss, granted a motion to quash, and granted in part a renewed motion to compel and for sanctions only to the extent it continued the hearing that had been scheduled for that day. Two motions in limine, one by Mr. Jenkins and one by Representative Grossberg’s attorney, were denied, with the chair noting that relevance issues would be decided during the hearing and that the focus should remain on the conduct and allegations at issue.
The commission then set hearing dates for January 26 and February 2, with hearings to begin at 9:00 a.m. and conclude before the General Assembly reconvened. It also approved the financial report/budget for October. During discussion, members noted the need to keep the commission’s work moving despite legislative schedules and the importance of not pulling members away from General Assembly responsibilities.
In other business, staff announced a current issues training/CLE event for January 7, the hiring of new general counsel Larissa Pletcher effective December 16, and the start of re-registration. The chair reported ongoing efforts to fill remaining commission vacancies through the Speaker’s and President’s offices, and members discussed a possible tentative special meeting on January 12 at noon if needed. The meeting ended with a motion to adjourn, which was approved.

Summary:
The House considered and adopted the conference committee report on House File 2115, a human services bill. Representative Schumacher, the House author, said the conference agreement preserved most of the House position while resolving differences with the Senate. Representative Noor described the report as bipartisan and bicameral, thanked conferees and staff, and said the bill includes provisions affecting personal care attendants, nursing home services, behavioral health, and substance use disorder. Representative Frederick also praised the collaborative process and said the bill contains important substance use disorder provisions and other policy changes.
Members repeatedly thanked legislative staff, revisers, and agency staff for helping negotiate the final agreement. Schumacher said the conference process opened new opportunities to continue work in the health and human services area, and Noor noted that some provisions came from the Senate Health and Human Services work and from policy items previously in the budget bill.
After discussion, the motion to adopt the conference committee report prevailed, the bill was given its third reading as amended by conference, and a roll call vote was taken. The bill was repassed as amended by conference by a vote of 124 ayes and 10 nays, and its title was agreed to.

Summary:
The Assembly Appropriations Committee met on April 9, 2025, with a large regular-order agenda and a consent calendar. The committee first approved a set of unanimous consent bills, then heard and acted on several measures, generally with authors describing them as having minor or absorbable fiscal effects. Bills discussed included AB 439 on Coastal Act streamlining, AB 322 on school-based health and mental health reimbursement participation, AB 679 on state park land acquisition exemptions, AB 482 updating the California Table Grape Commission law, AB 681 increasing the Dream Loan Program cap, AB 40 clarifying emergency services include reproductive health care, AB 454 making the California Migratory Bird Protection Act permanent, AB 572 creating protections for families of people killed or seriously injured by peace officers, and AB 639 narrowing the definition of dams to avoid extra regulation for certain water operators.
Testimony was largely in support of the bills. Supporters included representatives from the University of California, the California Table Grape Commission, Audubon California, Sempervirens Fund, emergency physicians, health equity groups, water districts, and several impacted family members and advocacy organizations on AB 572. AB 572 drew especially emotional testimony from family members describing police-involved deaths and the need for transparency and protection from coercive questioning. No organized opposition was raised on most of the bills heard in committee, though AB 439 drew no-votes from some Republicans, and AB 572 and other measures were framed as low-cost or cost-neutral.
The committee reported the bills out on roll calls after motions and seconds, with several measures passing on B-roll calls and AB 482 passing on an A-roll call. After the hearing on presented bills, the committee also approved the suspense calendar and accepted brief public comment on bills not heard that day, including opposition to AB 339 and support for AB 335. The meeting then adjourned.
