Bills passed included measures on inmate workforce development cleanup, jury bond filing by mail, free transcripts for victims testifying before pardon/parole hearings, public awareness on illegal firearm discharge, special masters in complex litigation, paternity acknowledgments in hospitals, juvenile court filing fees in East Baton Rouge Parish, drug-free school zone penalties, criminal history record confidentiality, body brokering/fraudulent patient referrals, bail notice and residence requirements, sex offender registration updates, parish court jurisdictional amounts, court technology fees, deferred retirement options, shared custody standards, women’s policy and research commission membership, sickle cell and uterine fibroids commission membership, child exploitation reporting on online platforms, recreation of the state civil service department, children’s cabinet membership, DCFS employee background checks, AI disclosure in health care visits, the psychology inter-jurisdictional compact, mental health advisory board updates, foster children’s rights, automatic renewal contract disclosures, Orleans sheriff term alignment, access to death records for financial institutions, insurance referral disclosures, radiologist assistant regulation, plumbing licensure reforms, legislative auditor thresholds, developmental disabilities office renaming, insurer investment rules, Medicare Advantage coverage for integrative care services, and more. Some bills were returned to the calendar for further work, including HB 571, HB 475, HB 750, and HB 1162, and HB 490 was set aside after extensive debate on private-use electrical networks and data-center power arrangements. The most prominent floor action was final passage of HB 636, the Caleb Wilson Hazing Prevention Act, which Senator Boudreaux described as a comprehensive response to hazing tragedies on Louisiana campuses. He said the bill was developed by a task force that included the Wilson family and would strengthen education, reporting, accountability, and penalties, including permanent banishment for organizations involved in hazing deaths. Senate Bill 312, dealing with public-sector labor organizations and dues/withdrawal procedures, prompted extended debate focused on whether the bill unfairly singled out teachers’ unions and whether teachers already have the ability to opt out; the bill ultimately passed 60-38. Senate Bill 348, allowing the City of St. George to contract for administrative assistance in motor-vehicle crash response, passed 84-9 after questions about citations, reports, and the role of third parties. Summary: The Business and Insurance Committee considered a long agenda of Senate bills covering real estate, construction licensing, insurance, alcohol regulation, medical marijuana, and other business matters. The committee also heard bills on workers’ compensation, dental insurance billing practices, salvage title thresholds, energy standards for state-funded buildings, self-storage lien modernization, and medical marijuana training and licensing issues. Testimony and debate focused heavily on consumer costs, market competition, and regulatory clarity. Supporters of the dental bill (SB 1942) argued it would keep insurers from setting prices for non-covered services and allow patients and providers to negotiate directly, while opponents warned it could raise costs for consumers; the bill passed 8-2. Similar free-market arguments were made for the real estate, anesthesia, and alcohol-related bills, while consumer protection concerns were raised on the self-storage and dental measures. SB 1590, which would expand a fortified-roof grant program to commercial buildings, drew discussion about funding and the state’s role in helping reduce insurance costs. SB 1767 sought stronger enforcement against out-of-state spirit shipping, with concerns noted about lost tax revenue and age verification. Most bills received committee approval, often unanimously or by wide margins, including SB 1732, SB 1217, SB 1443, SB 1455, SB 1457, SB 1459, SB 1466, SB 1944, SB 1946, SB 1352, SB 2132, SB 1920, SB 1285, SB 1304, SB 1305, SB 1326, SB 1590, and SB 1767.
