Opponents, including the Florida Association of Counties, 1,000 Friends of Florida, and the Florida League of Cities, argued it would function as a statewide zoning code, reduce local planning authority, and create infrastructure and litigation concerns. The bill was amended and then laid over for further consideration after extensive debate and public comment.
