Representative Weary said partisan labels would help voters understand candidate positions and address low turnout in local elections. He emphasized the bill is enabling, not mandatory. Members questioned why the change was needed if few municipalities have used existing authority, and whether it would increase divisiveness. Weary said many voters are unaware of the option and that partisan labels would give them more information. The hearing closed with five online supporters and 184 opponents. The committee then began executive session on House Bill 1187, concerning the filing deadline for special-election candidates for state representative, but discussion was still ongoing in the transcript.

The LAO said the state should decide whether residency support should remain a budget priority, whether these competitive grant programs are the best mechanism, and whether their structures are too rigid or duplicative. It noted that most awardees receive funding more than once and that the programs overlap substantially, suggesting possible coordination or consolidation. A family physician from the California Academy of Family Physicians argued that stable funding for primary care residencies is essential, that many California-trained physicians stay where they train, and that future funding should be more deliberately directed to primary care and high-need communities. The hearing ended with discussion of emergency room crowding, geographic inequities in residency distribution, and HCAI’s plan to develop supply-and-demand models to guide future funding decisions.

March of Dimes, perinatal mental health advocates, doulas, clinicians, parents, and organizations such as the Boston Public Health Commission and Empty Arms Bereavement Support testified that postpartum depression, anxiety, substance use, and grief are widespread, often untreated, and worsened by long waitlists and a shortage of trained, culturally competent providers. Speakers repeatedly stressed that screening alone is not enough without a workforce to provide timely treatment, and several shared personal stories of postpartum illness, loss, and difficulty accessing care. The bill was also framed as a needed complement to the Commonwealth’s recent maternal health law, which increased screening and therefore increased demand for treatment.
The committee also heard support for the Bridge Act, H. 2207/S. 1388, which would create mental health capacity grants for organizations serving communities at high risk of hate crimes or hate incidents. Testimony from the Jewish Community Relations Council and the bill’s sponsor described the mental health harms of hate, including anxiety, trauma, isolation, and loss of trust, and argued that community organizations need resources to build resilience and provide support. In addition, the committee heard from the Massachusetts Mental Health Counselors Association on H. 2218/S. 1380, which would update job classifications to explicitly include licensed mental health counselors and licensed supervised mental health counselors in state behavioral health roles. Witnesses said the change would modernize hiring, expand access, and better reflect current licensure and scope of practice.
