Summary: The committee met, approved the October 21 minutes, and then took up BR 25 for the 2026 regular session, a proposal to prohibit the use of tax dollars and public resources to advocate for or against ballot questions, including constitutional amendments. Senator Rawlings and the other presenters argued the current law already bars such advocacy but lacks meaningful enforcement, citing the 2024 school choice amendment campaign and other examples where public officials and school systems allegedly used taxpayer-funded resources to influence voters. They said the bill would add civil and criminal penalties, while preserving First Amendment rights for public employees acting in their personal capacities. Much of the discussion focused on whether the bill should be limited to school districts or broadened to cover other public entities, and on how to define terms such as “advocating in impartial terms.” Members raised concerns about possible effects on county and city lobbying through groups like KLC and KCO, on legitimate factual explanations by public officials, and on whether the bill could unintentionally restrict needed representation for local governments. The sponsors said the measure was intended to be narrow, would be vetted further, and would not bar individuals from speaking on their own behalf. Several members suggested revisions. Representative Lockett asked that schools and school employees be specifically named, and suggested separating the lobbying restrictions from the ballot-measure provisions into different bills. Representative Layman questioned the meaning of the bill’s language and whether it would cover factual testimony by officials. Representative Heen asked about a Jefferson County example involving legal fees used to challenge petition signatures; counsel said that situation would likely be allowable under the bill as drafted, though some members thought it should be covered. No final vote was taken on BR 25 during this discussion.

Summary: The committee first took up CS/SB 1606 on patient access to records. The sponsor explained that the bill, as amended, would align Florida law more closely with HIPAA by defining “designated record set,” requiring providers to furnish requested records within set timeframes, allowing a limited extension with notice, and requiring records to be produced in the requested form if readily producible. Several members asked about patient portals, legal representatives, and whether the bill affected meaningful-use rules or post-mortem access. Multiple witnesses opposed the bill, arguing it could create cybersecurity risks, conflict with existing privacy rules, and burden providers; supporters said it would improve patient access and consistency. The committee adopted the amendment and then reported the bill favorably. The committee then considered CS/SB 712 on construction regulations. The bill would direct DEP to establish rules for synthetic turf and limit local governments from banning it if state rules are followed, while also addressing change orders, public works bidding, elevator rails, alarm contractor work, building code updates, spaceport exemptions, permit document limits, and single-trade inspections. Amendments removed the pool and spa contractor provisions and the tall mass timber language. Testimony on the bill centered heavily on the pool industry, with contractors and the Florida Swimming Pool Association opposing expansion of scope to general and building contractors, while some speakers supported other parts of the bill. After adopting the amendments, the committee reported the bill favorably. Finally, the committee heard CS/SB 1288 on parental rights. The bill would allow minors to be tested for STDs without parental consent but require parental consent for treatment, expand parents’ rights to access records and control certain health decisions, and restrict health care services, medical procedures, and biofeedback devices for minors absent consent or an exception. An amendment moved survey and questionnaire provisions into the education code, added an explicit court-order exception, clarified DNA and biofeedback provisions, and added emergency behavioral health exceptions. The committee heard extensive public testimony both for and against the bill, with supporters emphasizing parental authority and opponents warning it could delay STI treatment, mental health care, and other services for vulnerable minors. The transcript ends during public testimony on the bill, before any final committee action is shown.

  • This bill preserves local control while establishing a reliable framework for consistency.
  • This keeps Texas competitive with other states that preserve a full summer travel season.
  • Senate Bill 2928 will preserve summer jobs, learning, our economy, and established uniformity.
  • We urge members of the committee to reject this bill and preserve current law that reflects Texas' commitment
  • If you want to protect and preserve the Texas Dream Act, we should institute these audits and controls
Summary: The committee heard several education bills, with most of the discussion focused on Senate Bill 1835, Senate Bill 784, Senate Bill 1049, Senate Bill 2942, and Senate Bill 2928. SB 1835 would raise from 5% to 20% the cap on nonresident students who can receive resident tuition and fees through competitive scholarships at certain regional universities in slower-growing workforce development areas, provided the schools have capacity as determined by the Texas Higher Education Coordinating Board. Supporters, including West Texas A&M University, said the bill would help fill underused capacity, attract students who may stay and work in Texas, and support regional workforce needs. SB 784 would strengthen a prior law allowing peace officers’ children to transfer between public school districts for safety reasons by requiring both districts’ approval, making clear that districts of innovation are not exempt, and prohibiting tuition charges. SB 1049 would require districts and open-enrollment charters to excuse students, at a parent’s request, for religious release-time instruction for up to one hour per day and five hours per week; witnesses said the program is constitutional, voluntary, and already operating in other states and some Texas districts. Each of these bills was left pending after testimony, with no public witnesses opposing them. SB 2942 would expand and adjust the state’s adult charter high school pilot program. Senator Creighton said the bill is intended to help the estimated 7 million Texas adults without a high school diploma by removing barriers to expansion, aligning legal protections with ISDs, changing TEA’s disapproval window for expansion amendments to a 30-day period after receipt, and updating funding to reflect part-year attendance. A committee substitute kept the upper enrollment age at 50 and removed a proposed testing change. Testimony from New Heights students and leadership described the program as life-changing, emphasizing that it combines diplomas with career credentials, childcare, transportation, and other supports to help adults stabilize their families and enter better-paying work. TEA witnesses explained the expansion process and said adult charter schools are overseen by the commissioner rather than the SBOE. The committee substitute was adopted, public testimony closed, and the bill was left pending. SB 2928 would set a uniform school start date for public school districts at the third Wednesday in August, while preserving existing district-of-innovation flexibility for current DOI districts and allowing year-round systems to continue. Senator Creighton argued the bill would reduce the patchwork created by DOI exemptions, support students and families, and preserve summer employment and tourism revenue. A committee substitute was adopted. Testimony came largely from tourism, hospitality, and recreation interests, including hotel, water park, zoo, chamber of commerce, and camp representatives, who said later start dates would extend the summer travel season, improve staffing and revenue, and give students more opportunities for summer jobs and camps. Several witnesses cited large economic impacts from tourism and said early school starts reduce August business. Some senators raised concerns about charter schools being excluded and about year-round calendars, but the bill was left pending after testimony.
