Summary:
The meeting focused on Kentucky school choice and innovation, with discussion of the state constitution’s “common schools” requirement and how that has been interpreted alongside newer education models. Chairman Tipton described model laboratory schools, Gatton and Craft Academies, magnet and virtual programs, and said these options show that Kentucky has long expanded opportunity through innovation. He then turned the discussion to Senate Bill 207, which he said was designed to support schools of innovation.
Senator Steve West reviewed the history of Kentucky charter schools and explained that SB 207 was modeled on a South Carolina approach. He said the bill allows a local school board to contract with a third-party entity to manage an existing school, seek waivers from certain state rules, and receive SEEK funding while also allowing outside private investment. He emphasized that the district initiates the process, that the school remains public, and that the bill includes accountability through a time-limited contract that can be ended if the school is not performing.
Members asked about the difference between SB 207 and the earlier charter school law, whether schools could cherry-pick students, and whether teachers would remain district employees. West and Tipton said the new model is tied to an existing school rather than a new charter, cannot cherry-pick students, and keeps teachers as district employees. Representative Brown raised concerns that charters and exceptions could leave some children out, especially lower-income students, while West responded that the proposal is intended to expand choice for families who may not otherwise have it and cited examples from other states where similar models improved low-performing schools. No vote or formal action was taken during the discussion.

Summary:
The House Administration Committee met with a quorum present and considered four Senate bills. SB 314 updated Delaware’s rape shield law governing criminal proceedings and evidence; the sponsor said it was developed collaboratively by the Department of Justice and the Office of Defense Services, and there was no public comment. SB 347 made technical corrections to the Medical Debt Protection Act; the Delaware Health Care Association thanked sponsors for early collaboration, and there was no virtual comment. SB 349 named the Millsboro Bypass the Senator Richard S. Cordrey Bypass in honor of Senator Cordrey’s service; Senator Petty Jodget spoke in support, and the bill was released. SB 345 would prevent minors involved in trafficking-related prostitution offenses from being tried for prostitution; there was no public comment, and it was also released.
For each bill, the committee took a motion to release and approved it by roll call vote. SB 314, SB 347, SB 349, and SB 345 all received unanimous support from the members present, with Speaker Minor-Brown absent for the first two votes and present for the latter two. The meeting then adjourned.

Summary:
The Senate took up several procedural and local matters, beginning with standing votes to adopt emergency preambles for two sick leave bank bills: Senate 2908 for Shannon Manning of the Trial Court and Senate 3031 for Stephanie Rivera of the Worcester County Sheriff’s Office. Both emergency preambles were adopted. The chamber also welcomed Brownie Girl Scouts from Milford who had earned a Journey Summit Award for a water protection project, and adopted resolutions commending Essex National Heritage Commission Inc. and congratulating the Office of the Inspector General on its anniversary.
The Senate then acted on legislation reported from committee and from the third-reading calendar. The Committee on Ways and Means reported favorably, with amendment, on a bill to improve outdoor lighting, conserve energy, and increase dark sky visibility, substituting Senate 3145 for Senate 2243; the rules were suspended and the amended bill was ordered to a third reading. The Senate also accepted a third-reading committee report and passed to be engrossed a bill amending the membership of the Quabbin Watershed Advisory Committee, along with local bills waiving maximum age requirements for Boston police officer applicants Kenny Gatot and Jean E. Rosney, and a bill authorizing Bridgewater to amend its charter to use gender-neutral language.
On final passage, the Senate enacted bills concerning election procedures in Haverhill, a millennium fund for the Wayland Free Public Library, and an extension of Southbridge’s authority to grant additional liquor licenses. The bills were ordered signed by the President and laid before the Governor. The Senate also received a gubernatorial filing for legislation validating the 2006 annual elections in Oakham, which was referred to the Committee on Election Laws. The session ended with an order to reconvene the following Monday at 11 a.m., and the Senate adjourned.

- A message from Her Excellency the Governor recommending legislation relative to preserving and advancing
Summary:
The House opened with the Pledge of Allegiance and a gubernatorial message recommending legislation to preserve and advance Massachusetts competitiveness in discovery, research, and innovation, which was referred to the Committee on Economic Development and Emerging Technologies. The House also adopted a Rules Committee order extending the reporting deadline for the Committee on Telecommunications, Utilities, and Energy to December 3, 2025.
Members then took up several local and special bills, including measures concerning the recall of elected officers in Sharon, wastewater treatment in Sandwich, a sick leave bank for Anna C. Contreras, an increased income limit for the Clause 41A senior tax deferral program in Ipswich, and Acton bills on checkout bag charges, police and fire residency limits, and the Acton Memorial Library. These bills were ordered to a third reading. The House also passed to engrossment bills recognizing Machado Joseph Disease Awareness Day, authorizing Waltham to establish a Millennium Fund for its public library, and authorizing Wellesley to dissolve its housing development corporation.
The House then considered House No. 972, authorizing the Massachusetts Water Resources Authority to supply water to the Linfield Water Center Water District. The bill received an emergency preamble, which was adopted by division, and the bill was then passed to be enacted. The House also adopted an order to adjourn to meet again Thursday at 11 a.m., and then adjourned.

Summary:
The Resources and Conservation Committee met at 8:00 a.m. with a quorum present. Representative Petsky presented House Bill 939, which would restrict certain hunting technologies during big game season, including night vision, thermal devices, transmitting trail cameras, and drones, while adding carve-outs for predator control (wolves, mountain lions, and other predatory wildlife), agriculture, retrieving wounded animals, and monitoring traps. Petsky said the bill was intended to balance conservation and hunting opportunity with practical uses of the technology, though he acknowledged some enforcement questions may need to be revisited later.
Representative Mickelson moved HB 939 to the floor with a do pass recommendation, and Dexton Lake of the Idaho Farm Bureau testified in support, saying the organization appreciated the collaboration and supported the bill. Representative Manwaring asked to move the bill to second reading for time reasons, and the committee agreed by unanimous consent. The committee then voted aye to send HB 939 to the floor with a do pass recommendation.
The committee also took up Fish and Game rule docket 13-0108-2401. Representative Boyle moved to adopt the docket except for sections 410(04)(G) and (H), citing concerns about conflicts with the Idaho Constitution’s right to hunt, fish, and trap, state law on taking wolves, the Fish and Game Commission’s authority, and administrative procedure requirements. The committee approved the motion and accepted the docket with those two sections rejected. The meeting then adjourned.

Summary:
The committee first approved the minutes from Wednesday, February 11, by voice vote. It then heard House Bill 543 from Representative Ben Furman, which would update Percy Choice language to comply with the federal SECURE Act 2.0 by allowing after-tax Roth contributions in the 401(k)-type plan. The bill was described as a conformity update, and the committee moved it to the floor with a due pass recommendation by voice vote.
Next, the Idaho Division of Veterans Services presented a pending rule docket removing obsolete rules related to domiciliary care, which the agency no longer provides. The administrator explained that assisted-living-type care is available elsewhere, but not through the division. The committee approved the rule docket by voice vote.
Finally, the Department of Commerce presented its grant program rules under the governor’s zero-based regulation initiative, describing the rewrite as non-substantive housekeeping to remove redundant or outdated language, align with statute, and clarify definitions and funding limits. Members asked about a change allowing the department to require matching funds, and staff explained that the language gives flexibility to reduce or waive match requirements in hardship or disaster situations, or potentially require more in some cases. The committee approved the docket by voice vote.

Summary:
The committee began by approving the minutes from January 28, 2026. The main item on the agenda was House Joint Memorial 10, introduced by Representative Crane and supported by Samantha Parrott of the Snake River Sugar Beet Growers Association and grower Gayland Lee. Testimony described the memorial as a request to Congress, HHS, and USDA to prioritize real sugar from Idaho sugar beets in school lunch programs instead of chemical sweeteners such as aspartame and sucralose. Supporters emphasized Idaho’s sugar beet industry, rural jobs, and the idea that the memorial is a nonbinding statement that does not regulate parents, school districts, vending machines, or individual dietary needs.
Representative Leavitt asked for clarification that the memorial applies only to school lunches and not vending machines or other school food sales, and witnesses confirmed that distinction. Gayland Lee added comments about sugar’s uses in food and argued that replacing sugar with artificial sweeteners can sometimes increase calories in reformulated products. After testimony and no further questions, Representative Diger moved to send H.J.M. 10 to the floor with a do pass recommendation, and the committee approved the motion by voice vote with no opposition.
Before adjournment, the chair announced a scheduling change for Monday: the committee will meet across the hall at 1:30 p.m. to accommodate the local government committee, and it will review six Idaho State Department of Agriculture dockets, with agendas to be sent out that day.
