Summary:
The Senate convened with 27 members present, heard a guest minister’s prayer for the National Day of Prayer, and adopted the pledge. The chamber then dispensed with the journal and received a legislative bureau report on numerous House bills. It also received House messages on several Senate bills and joint resolutions, including concurrence on multiple Senate measures with amendments, and introduced Senate Concurrent Resolution 63, which would request an audit of the fiscal note process.
The Senate adopted Senate Resolution 86, which would prohibit eyeglasses with video or audio recording capability on the Senate floor without approval from the President. Several Senate bills were advanced, including measures on human trafficking training in schools (SB 83), bulletproof vests for peace officers (SB 143), dental care for cancer patients (SB 155), parental leave for educators (SB 157), election board compensation days (SB 202), child welfare and the state child ombudsman (SB 237), brain injury treatment coverage (SB 295), foreign-adversary contract review and homeland security (SB 388), school safety reporting (SB 450), and prompt-pay standards for health care claims (SB 465). Most of these bills passed the Senate unanimously or near-unanimously and were moved to reconsider, while SB 513 on public works average-bid contracting was amended and returned to the calendar.
The Senate also took up many House bills, passing measures on voluntary portable benefits for independent contractors (HB 301), memorial highway and terminal designations (HB 358, HB 384, HB 428, HB 657, HB 675, HB 716, HB 972), insurance and health-related changes (HB 413, HB 450, HB 631, HB 680), workforce development (HB 680), and a seafood research authorization near Grand Isle (HB 669). Several bills were amended before passage, including HB 359 on election qualifying rules and HB 675 with an added memorial corridor for crossing guard Katie Wells. Other House bills were received but not acted on or were returned to the calendar. The session ended with committee announcements, a brief recognition of mothers in the chamber, and adjournment until Monday, May 11 at 2 p.m.

Summary:
The Joint Legislative Auditing Committee received a presentation from Auditor General staff on recurring findings from audits of district school boards, colleges, and universities. For school districts, the main issues discussed included missing or outdated safe-school officer training documentation, weak purchasing-card controls, vendor banking-change fraud risks, incomplete background screenings and disqualification-list procedures, missing website budget disclosures, excessive or untimely IT access, late deactivation of former employees’ access, missed emergency drill deadlines, inaccurate capital outlay and resiliency education records, weak tangible property inventories, adult education reporting errors, untimely bank reconciliations, and improper use of workforce development funds. The auditors said many of these issues are repeated from prior years and are summarized in their annual report on significant findings and financial trends.
For universities and colleges, the auditors highlighted similar control weaknesses, including vendor information change controls, IT access issues, cash and investment reconciliation problems, purchasing and procurement deficiencies, personnel and compensation issues, and student fee compliance concerns. Specific examples included a UF consulting contract totaling about $6 million, FAU underreporting carry-forward balances by about $77 million, UCF’s payment loss of about $107,000 from an email scam tied to vendor changes, and a North Florida College unauthorized transfer involving a few hundred thousand dollars. The committee asked questions about the UF consulting work, the FAU carry-forward issue, and whether the listed findings meant every named entity had every issue; auditors clarified that the lists reflected entities with findings in those categories, not necessarily each specific problem.
The committee then turned to enforcement for entities with long-standing uncorrected audit findings. Staff reported 144 entities with 197 findings repeated in three or more successive audit reports and recommended sending letters requesting updated corrective-action status, including for late-filed 2022-2023 reports where appropriate. The committee approved the staff recommendation and directed letters to be sent. The meeting ended with members emphasizing the importance of audit oversight and taxpayer accountability.

Summary:
The Higher Education Budget Subcommittee met to hear a presentation from the Florida Auditor General’s office on recent operational audits of four universities and to discuss how audit findings are handled. The Auditor General explained that financial audits occur annually and operational audits at least every three years, with universities required to respond in writing to findings; the office generally follows up in the next audit cycle, though it can audit sooner if needed. Members asked about accountability, whether findings are referred to other bodies, and how internal university audit functions interact with the state audit process. The chair emphasized the committee’s oversight role in ensuring public funds are used appropriately.
The audit findings highlighted issues at New College of Florida, Florida A&M University, the University of Florida, and Florida Atlantic University. At New College, auditors cited invoice/payment errors, delinquent student account collection delays, prohibited extra compensation, exceeding state remuneration limits for certain employees, weak purchasing card controls, construction management cost documentation issues, and subcontractor licensing documentation gaps. At FAMU, auditors found investment accounting classification issues, delayed bank reconciliations, late vendor payments, and incomplete annual employee evaluations. At UF, auditors reported concerns over a $6.4 million consulting contract, event and catering spending, president’s office hiring and salary practices, bonus and relocation payments, continued high compensation after the president transitioned to another role, travel expenses including charter flights, and remote work agreements. At FAU, auditors found distance learning fee revenue exceeded allowable costs by about $2.8 million, carry forward funds were underreported by about $77 million, and credit card controls needed improvement.
Members pressed the Auditor General on whether overpayments were refunded, whether any findings involved statutory violations, and what enforcement exists beyond the audit report. The auditor said some issues were corrected by the universities, such as New College recovering excess compensation from foundation funds, but others would be revisited in future audits; if potential fraud were identified, it would be referred to the state attorney’s office. The chair closed by noting that accountability for public spending rests with the Legislature and the committee, and the meeting adjourned without any vote or formal action beyond receiving the presentation.

Summary:
The Medicaid Oversight and Advisory Board met on January 12, 2026, to approve the December 10, 2025 minutes and continue finalizing its findings and recommendations. Members reviewed findings on administrative inefficiencies, Medicaid and workforce participation under HR 1, Medicaid budget growth, rural health transformation fund development, and provider tax/state-directed payment changes. The board approved a motion to change “pilot” to “partnership” in the workforce-related recommendation, and also adopted a technical amendment clarifying overlapping HCBS services by removing reference to adult daycare waiver services and revising the language to focus on reducing duplication, simplifying provider contracting, and standardizing processes across programs. A separate technical correction was noted to change “DMS” to “DPH” in the rural health transformation finding, to be handled in the final edits.
Several findings drew discussion but no final substantive vote during the meeting. On the rural health transformation fund, Dr. Berg said Kentucky had done well in federal funding and noted limits on what could be shared publicly, while Commissioner Lee said a public website had been created and recommended the department reference be changed to the Department for Public Health. Finding five prompted extended discussion about provider taxes, state-directed payment reductions under HR 1, and whether the board should address the relationship between actuarial studies, MCO payments, and actual provider reimbursement more directly. Senator Meredith and others argued for a broader, more transparent baseline review of rates across provider groups, while Commissioner Lee said CMS will require certain fee schedule comparisons to Medicare beginning July 1, 2026, and that quarterly expenditure reports already go to LRC.
The board did not finish resolving finding five during the meeting and agreed to return to it after staff prepared more explicit language. Members also discussed the possibility of an all-payers claims database as a better way to understand what is being paid across payers and services. No final vote on the full findings package was taken in the portion of the meeting provided, but the board did adopt the noted amendments and continued working through the remaining language.

Summary:
The meeting opened with prayer and approval of the January 8 minutes, then moved to review of education audit reports. The first report concerned Northwest Arkansas Community College, which had three findings, including repeat internal control deficiencies that caused financial statement misstatements and a tuition revenue loss tied to a new student information system. College officials said the issues were largely misclassification and process problems, not missing money, and described corrective steps such as monthly closing checklists, approval controls for journal entries, cross-training, and efforts to address staffing turnover and fill finance vacancies. Members asked about the tuition issue, whether students were notified or billed, and whether the software problem affected other institutions; audit staff said they were not aware of the same scenario elsewhere. The committee then filed the report as reviewed.
The next report was Cedarville School District, which had one finding involving $794 in improper credit card charges by a resigned elementary teacher. The district was reimbursed, a police report was filed, and the matter was referred to the Professional Licensure Standards Board; members asked whether any further action or license-related consequences were known, but staff said they were not aware of additional action. The report was filed as reviewed.
The final finding was for West Memphis School District, where auditors reported repeat capital asset issues, including failure to capitalize about $851,000 in construction costs for a baseball-softball complex and problems with inventory and asset inspection. The superintendent said the district had recently begun using Legislative Audit after prior private audits, and described new controls such as multi-level purchase approvals, separation of duties, tagging of equipment, and a cleanup of old inventory records. Members also discussed the relationship between private audits and Legislative Audit reviews, with staff explaining that private audit reports for public school districts still come before the committee and that the executive committee determines when Legislative Audit performs an audit. The committee filed the West Memphis report as reviewed and noted that 28 school districts had no findings before adjourning.

Summary:
The committee approved the February 12 minutes and received updates on delinquent municipal water and sewer reports for 2022 and 2023, noting continued progress toward compliance and reinstatement of turnback funds for several cities. It also deferred several matters to the June 4 meeting, including Fargo’s municipal accounting noncompliance report, Jericho’s street-fund misuse issue, Biggers and Holly Grove deferred reports, and a group of private water and sewer reports lacking proper responses.
Members then heard and filed a detailed report on the City of Strong, which involved repeat findings on undeposited receipts, improper use of solid waste funds, unsupported spending, late payroll tax payments, accounting control problems, and fund balance issues. Mayor Darrell Howell described corrective steps, including new internal controls, outside CPA assistance, repayment of misapplied funds, budget amendments, and efforts to address the findings; the committee commended the city’s efforts and filed the report. The committee also filed reports on Thornton Waterworks, Calhoun County, Salem, Briarcliffe, Compton Water Association, Montgomery County Regional Public Water Authority, Camden, Johnson County, and Sparkman, while deferring several private water reports and other unresolved items.
A major portion of the meeting focused on the Pulaski County Regional Solid Waste Management District and other regional solid waste districts. The audit found issues in Pulaski County involving unapproved payroll items, missing credit card documentation, unapproved contracts, vehicle and cell phone documentation problems, lack of competitive bidding, and weak internal controls; members questioned the district’s practices and deferred the report to June while requesting district representatives appear. The committee also reviewed a statewide report on six regional solid waste management districts, with findings in Pulaski, Faulkner, and Benton counties and no findings in three others; that report was likewise deferred for Pulaski County questions. The meeting ended after a lengthy discussion with Cross County Rural Water System about overdue audit posting, water quality problems, grant-funded improvements, board notice practices, and the broader challenges facing rural water systems, after which the committee filed the report and adjourned.

Summary:
The committee opened with prayer, approved the January 8 minutes, and then reviewed education audit reports. The first report concerned Northwest Arkansas Community College, which had two findings: repeat internal control deficiencies that caused material misstatements in the financial statements, and a tuition revenue loss tied to a Workday system issue that failed to charge some students after drop-add changes. College officials said the problems were misclassification and process issues rather than missing funds, described corrective steps including checklists, monthly closing procedures, and approval controls, and attributed some issues to staffing turnover and the Workday implementation. Members asked about accountability, staffing, and whether students should have been billed; the report was filed as reviewed.
The next report was Cedarville School District, where auditors found improper personal credit card charges of $794 by a former elementary teacher. The employee reimbursed the district, and the matter was referred to law enforcement, the prosecuting attorney, the attorney general, and the Professional Licensure Standards Board. Members asked whether any licensing action would follow, but staff said they were only aware that no further action had been taken by the board.
The final finding was for West Memphis School District, which had a repeat capital assets issue involving failure to capitalize $851,000 in construction expenditures for a baseball-softball complex, along with other asset-recording and inspection discrepancies. The superintendent said the district had recently begun using Arkansas Legislative Audit for the first time after previously using a private CPA firm, and described new controls such as multi-level purchase approval, tagging, separation of duties, and inventory cleanup. Members questioned why the district had not been audited publicly before and how private audits are handled; staff explained that private audits are still reviewed and findings come before the committee. The report was filed as reviewed. The meeting ended with notice that 28 school districts had no findings and then adjourned.

Summary:
The committee first approved prior meeting minutes by motion and voice vote. It then took up audit reports, with several reports without findings filed without objection. The main discussion centered on the FY24 Department of Human Services audit, which contained three findings: alleged fraud involving disaster SNAP and Medicaid benefits, a delayed notification of a nearly $610,000 altered state warrant, and asset-control issues including missing or misidentified equipment and improper sales tax paid on vehicle purchases. DHS representatives said some fraud cases had been resolved with restitution, others were pending or dismissed, and they described corrective steps such as updating internal notification procedures and asset controls. Committee members questioned the missing assets, the notification delay, and the sales tax issue, and the report was deferred to the next meeting so DHS could return with written policy changes.
The committee also reviewed the FY24 Department of Parks, Heritage and Tourism audit, which had two findings: loss of nearly $3,500 in museum receipts and cash-control exceptions involving $100 missing from a park camping drawer and an $80 overage at War Memorial Stadium. Agency officials said the museum loss was believed to be theft, that controls had since been strengthened with a point-of-sale and reservation system, and that the stadium issue reflected the unique mix of cash and bank balances used for events. Members asked about the investigation, reimbursement through the bond board, and whether the employee’s final paycheck could be withheld. The chair later relayed that the prosecutor’s office said the Parks and Tourism investigation remained open and that additional information had been requested from the agency, so the report was also deferred to the next meeting.

Summary:
The Legislative Audit Education Institution Subcommittee met to adopt the previous minutes and review 57 education audit reports, 52 of which had no findings and were filed as reviewed. The committee heard several findings involving school district spending and internal control issues, including Camden-Fairview’s use of operating funds for an employee awards banquet and unauthorized credit card charges, Forest City’s use of operating funds for an end-of-year celebration and entertainment event, Nettleton’s fraudulent vendor payment scheme involving $1.9 million in attempted transfers, Cedar Ridge’s misallocation of Title I funds and payroll/bank reconciliation errors, and Green County Technical’s diverted vendor check that was recovered. Three of the reports had been referred to the prosecuting attorney and attorney general.
Members asked questions about whether district officials were present, how the questionable expenditures were broken down, and whether school boards had prior knowledge or approval. The committee deferred the Camden-Fairview, Forest City, and Nettleton reports to the June meeting and requested district representatives attend to answer questions. Cedar Ridge and Green County Technical were not deferred; Cedar Ridge was filed, and Green County Technical was reviewed without further action.
Staff also discussed recurring fraud and banking-control issues seen in school audits, including altered checks, email-based banking changes, and the use of positive pay and in-person verification for deposit changes. Members encouraged better communication with school districts and noted that clean audits should be recognized. The committee then filed the remaining no-finding reports and adjourned with no new business.
