<p> <strong>No Hires for the Delinquent IRS Act </strong></p> <p>This bill prohibits the hiring of additional Internal Revenue Service (IRS) employees until the Department of the Treasury publicly issues a written certification that the IRS does not employ any individual who has a seriously delinquent tax debt (i.e., an outstanding tax debt for which a notice of lien has been filed in public records).</p>

<p><b>Medical Innovation Acceleration Act of 2023</b></p> <p>This bill exempts noninvasive diagnostic devices from the regulatory authority of the Food and Drug Administration. </p> <p>The bill defines <i>noninvasive diagnostic device</i> as one that does not penetrate the skin or any other membrane of the body, is not inserted or implanted into the body, causes no more than ephemeral compression or temperature changes to in situ bodily tissues, and does not subject bodily tissues to ionizing radiation.</p>

<p><b>Require Evaluation before Implementing Executive Wishlists Act of 2023 or the REVIEW Act of 202</b><strong>3</strong></p> <p>This bill prohibits a final agency rule from taking effect until (1) the agency submits the rule to the Office of Information and Regulatory Affairs (OIRA), and (2) OIRA makes a determination as to whether the rule is a high-impact rule that may impose an annual cost on the economy of at least $1 billion.</p> <p>In addition, an agency must postpone the effective date of a high-impact rule until the final disposition of all actions seeking judicial review of the rule.</p>

<p><strong></strong><b>Patrick Underwood Federal Law Enforcement Protection Act of 2023 </b></p> <p>This bill revises the federal criminal statute that prohibits assaulting, resisting, or impeding certain federal officers or employees.</p> <p>Among other changes, the bill increases the applicable penalties for such offenses.</p>

<p><b>Veterans, Women, Families with Children, Race, and Persons with Disabilities Housing Fairness Act of 2023 or the Housing Fairness Act of 2023</b></p> <p>This bill expands efforts to detect and address housing discrimination.</p> <p>Specifically, the Department of Housing and Urban Development (HUD) must conduct a nationwide testing program to (1) detect and document differences in the treatment of prospective renters, homebuyers, or mortgage borrowers; (2) measure patterns of adverse treatment because of the race, color, religion, sex, familial status, disability status, or national origin of a renter, homebuyer, or borrower; and (3) measure the prevalence of such discriminatory practices across housing and mortgage lending markets.</p> <p>The bill also reauthorizes through FY2027 the Fair Housing Initiatives Program, which supports organizations that provide direct assistance to individuals who have been victims of housing discrimination.</p> Additionally, HUD must implement a grant program to assist public and private nonprofit organizations in (1) conducting comprehensive studies on the causes or effects of housing discrimination and segregation, and (2) implementing pilot projects that test solutions to help prevent or alleviate housing discrimination and segregation.

<p><b>SNAP Theft Protection Act of 2023</b></p> <p>This bill directs the Department of Agriculture (USDA) to establish criteria for state agencies to identify Supplemental Nutrition Assistance Program (SNAP) benefits stolen by identity theft or typical skimming practices and provide for the reissuance of stolen SNAP benefits to households that meet such criteria.</p> <p>USDA must periodically review and modify its regulations to take into account evolving technology and the threat landscape to better protect against theft.</p>

<p><b>Strategic Production Response Act</b></p> <p>This bill limits the drawdown of petroleum in the Strategic Petroleum Reserve until the Department of Energy develops a plan to increase the percentage of federal lands leased for oil and gas production.</p>

Proposing an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

<p><b>No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2023</b></p> <p>This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions.</p> <p>Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. </p> <p>Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions&#8212;such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). </p> <p>The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions.</p> <p>The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.</p>

<p>This bill prohibits the Federal Aviation Administration from setting a requirement that air carriers and foreign air carriers must require a passenger to test negative for COVID-19 to travel domestically on such carriers.</p>

<p><strong>Byron Nash Renal Medullary Carcinoma Awareness Act of </strong><b>2023</b></p> <p>This bill allows states to receive federal payment under Medicaid for 50% of their costs for providing education on the risk of renal medullary carcinoma to individuals with sickle cell disease. (Renal medullary carcinoma is a rare kidney disease usually found in individuals with the sickle cell trait.) </p>

<p><b>No Pay Raise for Congress Act</b></p> <p>This bill cancels the automatic adjustment to the pay of Members of Congress that is based on the employment cost index if the Congressional Budget Office determines that there was a federal budget deficit in the last fiscal year.</p>

<p><b>No Oil for CCP Act</b></p> <p>This bill bans exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, North Korea, Iran, and other specified recipients. Specifically, the bill directs the Department of Energy to require as a condition of any sale of crude oil from the SPR that (1) the oil not be exported to such countries; and (2) the recipient of the oil is not under the ownership, control, or influence of the Chinese Communist Party.</p>
