<p>This bill requires the President to provide Congress with certain information at least 30 days before issuing an executive order related to immigration policy.</p> <p>Before issuing an immigration-related executive order, the President shall provide Congress with (1) the executive order text, (2) a list of the federal laws affected, (3) information about how the President is working within the parameters of federal law and the Constitution, (4) information about how the executive order will be accomplished, and (5) a list of all the individuals and entities that the President engaged with before issuing the order.<br> </p>

<p><strong>Veterans Affairs Transfer of Information and Sharing of Disability Examination Procedures With DOD Doctors Act</strong></p> <p>This bill addresses the sharing of medical information and disability examination procedures between the Departments of Defense (DOD) and Veterans Affairs (VA). It requires that if a member of the Armed Forces who is required to receive a physical examination upon separation from active duty has or is believed to have a medical condition that may make the member eligible for veterans' disability compensation and benefits, the examination must be performed by a VA-certified health care provider.</p> <p>If the condition is discovered during the physical examination and the examining health care provider is not VA-certified, the examination must be completed by a VA-certified provider. </p> <p>An eligibility determination made as part of such an examination shall be binding on the VA and be used as the basis for assigning the member's disability rating.</p> <p>The VA and DOD shall jointly establish a system to share data and maintain the medical and personnel records of Armed Forces members and veterans.</p>

<p><strong>Nickel Plan Act</strong></p> <p>This bill modifies the federal budget process to establish and enforce new spending caps. </p> <p>The bill establishes an outlay cap (less net interest payments) for FY2024 of $5.953 trillion, less 5%. For each year from FY2025-FY2027, the outlay cap is 5% less than the previous year's outlay cap.</p> <p>For FY2028 and subsequent years, total outlays (including net interest payments) may not exceed 17.5% of the gross domestic product (GDP) for that year as estimated by the Office of Management and Budget (OMB). Beginning in FY2029, total projected outlays for any year may not be less than the total projected outlays for the preceding year. </p> <p>The OMB must enforce the spending caps using a sequester to eliminate any excess spending through automatic cuts. The bill eliminates the existing exemptions from sequestration. </p> <p>If the OMB projects a sequester, the congressional budget committees may report a resolution directing congressional committees to change existing law to achieve the spending reductions necessary to meet the outlay limits. </p> <p>The bill also establishes procedures for Congress to enforce the outlay caps established by this bill.</p>

<p><b>Inflation Prevention Act of 2023</b></p> <p>This bill establishes a point of order that, when the annualized rate of inflation exceeds 4.5%, prohibits the House and Senate from considering legislation that provides new budget authority and is estimated to increase the Consumer Price Index for All Urban Consumers. The prohibition may be waived in the Senate by an affirmative vote of three-fifths of the Senate.</p>

<p><b>Federal Disaster Assistance Coordination Act</b> </p> <p>This bill extends the deadline by which the Federal Emergency Management Agency (FEMA) must (1) conduct a study and develop a plan under which the collection of information from disaster assistance applicants and grantees will be made less burdensome, duplicative, and time consuming for applicants and grantees; and (2) develop a plan for the regular collection and reporting of information on federal disaster assistance awarded.</p> <p>Not later than two years after enactment of this bill, FEMA shall convene a working group on a regular basis to identify (1) potential areas of duplication or fragmentation in preliminary damage assessments after disaster declarations; and (2) potential emerging technologies, such as Unmanned Aircraft Systems (i.e., drones), to expedite the administration of preliminary damage assessments.</p> <p>FEMA must submit a comprehensive report on the plans for streamlining and consolidating information collection and preliminary damage assessments and the findings and recommendations of the working group to Congress with a briefing. The report must be made available to the public and posted on FEMA's website.</p>

<p><b>TRICARE Equality Act</b></p> <p>This bill addresses the administration of Department of Defense (DOD) health care programs and benefits in Puerto Rico.</p> <p>Specifically, the bill requires DOD to treat the administration of TRICARE Prime availability in Puerto Rico in a similar manner as a state. </p> <p>The bill also requires DOD to ensure that, in providing travel and transportation allowances related to specialty medical treatment, individuals located in Puerto Rico are eligible to receive such allowances.</p> <p>The Federal Electronic Health Record Modernization Office must coordinate with the Department of Health of Puerto Rico to share health information through the Joint Health Information Exchange.</p>

<p><strong></strong><b>David Ray Hate Crimes Prevention Act of 2022</b> <strong>or David’s Law</strong></p> <p>This bill adds hate crime offenses and penalties to the criminal civil rights statute that prohibits interference with federally protected activities. Current law already prohibits and penalizes similar offenses under the criminal civil rights statute that prohibits hate crime offenses. </p> <p>Additionally, the bill authorizes state and local grants to combat hate crimes committed by juveniles. It also authorizes the Department of the Treasury and the Department of Justice to hire additional personnel to prevent and respond to alleged criminal civil rights offenses involving interference with federally protected activities.</p> <p>Finally, the bill directs the U.S. Sentencing Commission to study whether it is appropriate to provide a sentencing enhancement for adult defendants who recruit minors to commit hate crime offenses.</p>
