<p><strong>No Frivolous Application for Short-Barreled Shotguns Act or the NFA SBS Act</strong></p> <p>This bill removes certain short-barreled shotguns from the definition of <em>firearms</em> for purposes of the National Firearms Act. It also eliminates the prohibition on the sale or transportation of such shotguns in interstate commerce and treats persons who acquire or possess a short-barreled shotgun as meeting the registration or licensing requirements for such shotguns where such requirements are determined by reference to the National Firearms Act. </p> <p>The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled shotguns. </p> <p>The Department of Justice must destroy records relating to the registration of shotguns described by this bill within one year after the enactment of this bill.</p>

<p><b>Close the Medigap Act of </b><b>2023</b></p> <p>This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)</p>

<p><strong>Transparency in COVID-19 Expenditures Act</strong></p> <p>This bill requires the Government Accountability Office (GAO) to audit certain funding that was provided to address COVID-19.</p> <p>Specifically, the GAO must audit and report on the use of funding provided by</p> <ul> <li>the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020;</li> <li>the Families First Coronavirus Response Act;</li> <li> the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); </li> <li>the Paycheck Protection Program and Health Care Enhancement Act; </li> <li>Divisions M and N of the Consolidated Appropriations Act, 2021; and </li> <li>the American Rescue Plan Act of 2021.</li> </ul>

<p><b>Title X Abortion Provider Prohibition Act</b></p> <p>This bill prohibits the Department of Health and Human Services (HHS) from awarding family planning grants to entities that perform abortions or provide funding to other entities that perform abortions. To receive a grant, an entity must certify it will refrain from those activities during the grant period.</p> <p>The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness. It also exempts hospitals unless they provide funds to non-hospital entities that provide abortions.</p> <p>HHS must report annually on this prohibition.</p>

<p><b>Korean American Vietnam Allies Long Overdue for Relief Act or the Korean American VALOR Act</b></p> <p>This bill expands eligibility for specified Department of Veterans Affairs (VA) benefits (e.g., medical and dental care) to certain veterans of the armed forces of South Korea who served in Vietnam between January 9, 1962, and May 7, 1975, or during a time period determined by the VA.</p> <p>The bill authorizes the VA to furnish such benefits under an existing law, which requires (1) a request by South Korea, and (2) a reciprocity agreement that provides for reimbursement of expenses incurred by the VA for the provision of care. </p>

<p><b>Puerto Rico Insurance Excise Tax Exemption Act of 2023</b></p> <p>This bill exempts from the foreign insurer excise tax certain insurance policies, indemnity bonds, annuity contracts, or reinsurance policies issued by partnerships or corporations created or organized under the laws of a U.S. territory or possession. The exemption applies unless any of the covered hazards, risks, losses, or liabilities are also covered by a reinsurance policy issued by a foreign insurer or reinsurer other than the partnership or corporation.</p>
