<p>This bill increases from two to three the total number of U.S. district court judgeships for the District of Idaho. The President must appoint, with the advice and consent of the Senate, one additional judge for that judicial district.</p>

<p><b>VA Clinician Appreciation, Recruitment, Education, Expansion, and Retention Support (CAREERS) Act of 2023</b></p> <p>This bill addresses Department of Veterans Affairs (VA) personnel matters and the training, recruitment, and retention of VA health care employees.</p> <p>Among other requirements, the VA must</p> <ul> <li>expand various staff training efforts and programs;</li> <li>comply with certain notification and staffing requirements when a VA medical center director is on detail;</li> <li>prescribe a system of pay for individuals appointed as directors of medical centers and directors of Veterans Integrated Service Networks; and</li> <li>establish a consolidated annual leave account for certain VA employees with restored leave during 2020, 2021, and 2022.</li> </ul> <p>The bill also </p> <ul> <li>authorizes the VA to waive pay limitations for employees of the Veterans Health Administration (VHA) who are performing mission critical work;</li> <li>increases the maximum amount of incentive pay for pharmacist executives;</li> <li>modifies the special pay authority for nurse executives and the administration of pay for VA physicians, podiatrists, optometrists, and dentists;</li> <li>authorizes a waiver of certain licensure requirements for psychologists and mental health counselors in certain circumstances;</li> <li>requires the Inspector General of the VA to study and report on the use of direct hire authority, the contributions made by the use of such authority, and any vulnerabilities or inconsistencies with respect to the use of such authority;</li> <li>includes VA police officers as law enforcement officers for purposes of the federal retirement system; and</li> <li>requires the Government Accountability Office to report on human resources modernization conducted by the VHA.<br> </li> </ul>

<p><b>Protecting Individuals with Down Syndrome Act</b></p> <p> This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome.</p> <p>It subjects a violator to criminal penalties&#8212;a fine, a prison term of up to five years, or both.</p> <p>It also authorizes civil remedies, including damages and injunctive relief.</p> <p>A woman who undergoes such an abortion may not be prosecuted or held civilly liable.</p>

A joint resolution proposing an amendment to the Constitution of the United States to clarify the authority of Congress and the States to regulate corporations, limited liability companies, and other corporate entities established by the laws of any State, the United States, or any foreign state.

<p><strong>Stop the Nosy Obsession with Online Payments Act of 2023 or the SNOOP Act of 2023</strong></p> <p>This bill modifies requirements for third party settlement organizations to eliminate their reporting requirement with respect to the transactions of their participating payees unless they have earned more than $20,000 on more than 200 separate transactions in an applicable tax period. A <em>third party settlement organization</em> is the central organization that has the contractual obligation to make payments to participating payees (generally, a merchant or business) in a third party payment network.</p> <p>This reverses a provision in the American Rescue Plan Act of 2021 that lowered the reporting threshold to $600 with no minimum on the number of transactions.</p>

A joint resolution proposing amendments to the Constitution of the United States relative to the line item veto, a limitation on the number of terms that a Member of Congress may serve, and requiring a vote of two-thirds of the membership of both Houses of Congress on any legislation raising or imposing new taxes or fees.

<p><b>Age 21 Act</b></p> <p>This bill raises the minimum age to purchase a large capacity ammunition feeding device or semiautomatic assault weapon from 18 to 21 years of age.</p>

A resolution designating the week of January 22 through January 28, 2023, as "National School Choice Week".

<p><strong>Protecting Life on College Campus Act of </strong><b>2023</b></p> <p> This bill prohibits the award of federal funds to an institution of higher education (IHE) that hosts or is affiliated with a school-based service site that provides abortion drugs or abortions to its students or to employees of the IHE or the site. An IHE that hosts or is affiliated with a site must, in order to remain eligible for federal funds, annually certify that the site does not provide abortion drugs or abortions to students or employees.</p>

<p><b>Support And Value Expectant Moms and Babies Act of 2023 or the SAVE Moms and Babies Act of 2023</b></p> <p>This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved.</p> <p>Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. </p> <p>The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner from also acting as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. </p> <p>The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)</p>

<p><b>Fighting Homelessness Through Services and Housing Act</b></p> <p>This bill requires the Health Resources and Services Administration to award grants to local and tribal government&nbsp;entities for the planning and implementation of programs to address homelessness.</p> <p>The program includes five-year implementation grants to assist such entities in carrying out activities and paying capital building costs associated with the provision of housing and services to homeless individuals and families.</p> Eligible entities must demonstrate the capacity to address areas such as mental health, substance use disorder and recovery services, chronic health conditions, and educational and job training.

<p><strong>Improving Health Insurance Affordability Act of 2023</strong></p> <p>This bill expands the eligibility of taxpayers for the refundable tax credit for coverage under a qualified health plan and increases cost-sharing subsidies under the Patient Protection and Affordable Care Act.</p>

<p>This bill prohibits the use of federal funds to allow an individual who is not a U.S. citizen to vote in any election in the District of Columbia (DC). Further, DC must certify that it does not allow noncitizens to vote in elections as a condition of receiving any federal funds.</p> <p>Federal law bars noncitizens from voting in federal elections; however, the DC Council passed a bill on October 18, 2022, that allows noncitizens who meet residency and other requirements to vote in local elections.</p>
