<p><b>Protect Funding for Women's Health Care Act</b></p> <p>This bill prohibits federal funding of Planned Parenthood Federation of America or its affiliates, subsidiaries, successors, or clinics.</p>

<p><b>Promoting Cross-b</b><b>order Energy Infrastructure Act</b></p> <p>This bill establishes a new process for approving the construction and operation of energy infrastructure across an international border of the United States and replaces the existing process established under specified executive orders.</p> <p>Specifically, this bill requires a person to obtain a certificate of crossing before constructing, connecting, operating, or maintaining a border-crossing facility for the import or export of oil, natural gas, or electricity across a U.S. border between Canada or Mexico. A certificate must be obtained from the Federal Energy Regulatory Commission (FERC) for a facility consisting of oil or natural gas pipelines or the Department of Energy (DOE) for an electric transmission facility.</p> <p>As a condition of issuing a certificate, DOE must require that an electric transmission facility be constructed, connected, operated, or maintained consistent with specified policies and standards.</p> <p>FERC and DOE must meet a deadline for issuing a certificate as set forth by this bill. The bill also requires FERC to meet a deadline for approving applications to import or export natural gas to or from Canada or Mexico.</p>

<p><b>West Coast Ocean Protection Act of 2023</b></p> <p>This bill prohibits the Department of the Interior from issuing a lease for the exploration, development, or production of oil or natural gas in any area of the Outer Continental Shelf off the coast of California, Oregon, or Washington.</p>

<p><strong>Community Wildfire Protection Act of 2023</strong></p> <p>This bill modifies the definition of <em>at-risk community</em> with respect to the hazardous fuel reduction program to eliminate the requirement that such a community be included on a specified list of interface communities or be within or adjacent to federal land.</p>

<p><b>Transparency Over Toys Spying Act or the TOTS Act</b></p> <p>This bill requires the Federal Trade Commission to issue rules requiring internet-connected toys to include a label indicating that the toy has the ability to connect to the internet and collect and transmit personal information of the user. The label must also indicate whether personal information collected by the toy is retained in the toy or by the manufacturer or another entity. Further, any user agreement or privacy policy associated with the toy must prominently state specified information about how personal information may be collected and used by the manufacturer or other entity.</p> <p>Internet-connected toys include entertainment devices that are targeted to, or likely to be operated by, children and are able to connect to the internet and collect and transmit personal information.</p> <p>The bill also authorizes the commission to enforce these rules.</p>

<p><b>Anti-Congestion Tax Act </b></p> <p>This bill prohibits the Department of Transportation (DOT) from awarding capital investment grants to the Metropolitan Transportation Authority for projects in New York until DOT certifies that drivers using certain vehicular crossings (e.g., Holland Tunnel, Lincoln Tunnel, or George Washington Bridge) to enter into Manhattan receive exemptions from congestion fees.</p> <p>Drivers entering Manhattan using any of the crossings receive a federal tax credit at the end of the year equal to the amount paid in congestion fees.</p>

<p><strong>No Mandates Act</strong></p> <p>This bill prohibits federal agencies and certain entities that receive federal funding from requiring COVID-19 vaccinations.</p> <p>Specifically, federal agencies may not issue rules, regulations, or guidance that require an individual to receive a COVID-19 vaccination. The bill also prohibits requiring a COVID-19 vaccination to access federal property and services or congressional grounds and services.</p> <p>Additionally, an entity that received federal COVID-19 relief funds or receives other federal funds after this bill's enactment may not require a COVID-19 vaccination as a condition of providing any service to an individual.</p>

<p><strong>Regulatory Accountability Act </strong></p> <p>This bill expands and provides statutory authority for notice-and-comment rulemaking procedures to require federal agencies to consider (1) whether a rulemaking is required by statute or is within the discretion of the agency, (2) whether existing laws or rules could be amended or rescinded to address the problem, and (3) reasonable alternatives to a new rule.</p> <p>For proposed major or high-impact rules that have a specified significant economic impact or adverse effect on the public health or safety, an agency must</p> <ul> <li>publish notice of such rulemaking to invite interested parties to propose alternatives and ideas to accomplish the agency's objectives; </li> <li>allow&nbsp;persons interested&nbsp;in high-impact or certain major rules to petition for a public hearing with oral presentation, cross-examination, and the burden of proof on the proponent of the rule; </li> <li>adopt the rule that maximizes net benefits within the scope of the statutory provision authorizing the rule, unless the agency explains the costs and benefits that justify adopting an alternative rule and such rule is approved by the Office of Information and Regulatory Affairs (OIRA); and </li> <li>publish a framework and metrics for measuring the ongoing effectiveness of the rule. </li></ul> <p>Agencies must notify OIRA with certain information about a proposed rulemaking, including specified discussion and preliminary explanations concerning a major or high-impact rule. Further, OIRA must establish certain rulemaking guidelines.</p> <p>Additionally, the bill (1) revises the scope of judicial review of agency actions, and (2) establishes requirements for agencies issuing guidance.</p> <p>

<p><b>Buy Low and Sell High Act</b></p> <p>This bill revises requirements concerning the Strategic Petroleum Reserve (SPR) and sets forth provisions to reduce the demand for petroleum fuel and increase fuel supply.</p> <p>For example, the bill directs the Department of Energy (DOE) to establish within the SPR an Economic Petroleum Reserve of up to 350 million barrels of crude oil.</p> <p>DOE must also establish a national network of Strategic Refined Petroleum Product Reserves to store up to 250 million barrels of gasoline and diesel fuel, which may be sold when there is a severe fuel supply interruption within the district in which the reserve is located. </p> <p>In addition, the bill increases the cap on the amount of barrels of petroleum distillate that may be stored in the Northeast Home Heating Oil Reserve from two million to four million.</p> <p>It also establishes limits on the sale and exportation of petroleum products from such reserves. </p> <p>Further, the bill establishes provisions concerning electrifying the transportation sector, zero-emission vehicles, and a program to increase the amount of crude oil refined in oil refineries in certain countries in the Western Hemisphere.</p>

<p><strong>Revitalizing Downtowns Act</strong></p> <p>This bill expands the investment tax credit to add a qualified office conversion credit. The amount of such credit is 20% of the qualified conversion expenditures with respect to a qualified converted building. The bill defines <em>qualified converted building</em> as any building if (1) prior to conversion, the building was nonresidential real property which was leased, or available for lease, to office tenants; (2) the building has been substantially converted from an office use to a residential, retail, or other commercial use; (3) the building was initially placed in service at least 25 years prior to the beginning of the conversion, and (4) straight line depreciation is allowable with respect to the building.</p>

<p><b>Balanced Budget Accountability Act</b></p> <p>This bill requires the Office of Management and Budget (OMB), upon adoption by a chamber of Congress of a concurrent budget resolution for a fiscal year, to certify to the Speaker of the House of Representatives or the President pro tempore of the Senate whether that chamber has adopted a balanced budget.</p> <p><i>Balanced budget </i>means a concurrent budget resolution providing that for FY2033 and each succeeding fiscal year to which the resolution applies total outlays do not exceed total receipts and are not more than 18% of the projected domestic product for such fiscal year.</p> <p>The bill requires the salary of Members of Congress to be held in escrow if OMB determines a chamber has not adopted a balanced budget for FY2024 before April 16, 2023, and for FY2025 before April 16, 2024. The bill also provides for the release of these funds to the Members. </p> <p>Beginning in FY2026, if OMB does not certify that a chamber has adopted a balanced budget before April 16 of the prior fiscal year, each Member of that chamber shall be paid at the rate of $1 annually for pay periods after that date in the same calendar year.</p> <p> The bill also requires that legislation in either chamber to increase revenue be agreed upon by an affirmative vote of three-fifths of the Members of that chamber.</p>

<p><strong>IHS Contract Support Cost Amendment Act</strong></p> <p>This bill allows tribes to receive contract support costs for activities that would otherwise be carried out by the Department of the Interior or the Department of Health and Human Services for direct operation of a program, but for which the costs are not fully covered by the amount of funds required by the Indian Self-Determination and Education Assistance Act of 1975.</p>

<p><strong>No Tax Breaks for Radical Corporate Activism Act</strong></p> <p>This bill disallows a business expense tax deduction for any reimbursement paid by an employer to an employee for travel expenses to obtain an abortion, or for the costs of any gender transition procedure for the employee's minor child.</p>

<p><b>Ensuring Accurate and Complete Abortion Data Reporting Act of </b><b>2023</b></p> <p>This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).</p>
