<p><strong>Safeguards Ensuring Criminal and Unvetted Refugees don't Enter America Act or the SECURE America Act</strong></p> <p>This bill imposes restrictions on the admission of aliens, including refugees, and addresses related issues.</p> <p>Specifically, no refugees may be admitted until Congress enacts a joint resolution setting the maximum number of refugees allowed to be admitted in a particular fiscal year. Currently, that number is set each fiscal year by the President. </p> <p>The Department of Homeland Security (DHS) must notify Congress at least 30 days before determining that an alien or class of aliens is eligible for refugee status. Congress may nullify the determination by enacting a joint resolution of disapproval.</p> <p>Further, an alien shall be inadmissible for holding certain beliefs, such as (1) believing that a system of religious law should be implemented in the United States, (2) believing that the alien does not need to learn English if the alien is not already fluent, or (3) any belief that the Department of State determines is incompatible with the principles of the United States. </p> <p>DHS may not parole into the United States an alien who does not have status under immigration law. Currently, DHS may provide parole in certain instances, including for urgent humanitarian reasons. </p> <p>Federal agencies must notify a state at least 30 days before resettling a refugee in that state. The refugee may not be resettled in that state if the state expresses disapproval. </p> <p>An alien who has committed a crime of violence (generally one involving the use or threat of physical violence against person or property) may not be eligible for refugee status and must be removed.</p>

<p><b>One Bill, One Subject Transparency Act</b></p> <p>This bill requires each bill or joint resolution to include no more than one subject and the subject to be clearly and descriptively expressed in the measure's title.</p> <p>An appropriations bill may not contain any general legislation or change to existing law that is not germane to the subject of such bill.</p> <p>The bill voids measures or provisions noncompliant with these requirements, including appropriation provisions outside the relevant subcommittee's jurisdiction. Additionally, a person (individual or entity) who is aggrieved by the enforcement, or the attempted enforcement, of a law that passed without complying with this bill's requirements may sue the United States for appropriate relief.</p>

Establishing the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party.

<p> <strong>Prioritizing Troops Over Tax Collectors Act of 2023</strong></p> <p>This bill establishes the rate of basic pay for a member of the uniformed services at the minimum amount of $31,200. It transfers unobligated amounts made available to the Internal Revenue Service (IRS) by the Inflation Reduction Act of 2022 for enforcement activities to pay for the increase in basic pay.</p> <p>The bill also prohibits the IRS from hiring additional employees until the increase in the rate of basic pay is implemented.</p>

<p>This bill prohibits the Department of Defense (DOD) from using funds to transfer or release within the United States (including its territories or possessions) any detainee (1) who is not a U.S. citizen or member of the U.S. Armed Forces; and (2) who is or was held by DOD at U.S. Naval Station, Guantanamo Bay, Cuba, on or after January 20, 2009.</p>

<p><b>Advanced Aviation Act</b></p> <p>This bill directs the Department of Transportation (DOT) to redesignate the Office of NextGen as the Office of Advanced Aviation within the Federal Aviation Administration (FAA). The new office duties include the coordination of rulemaking and approval processes on matters relating to advanced aviation systems (e.g., drones, supersonic aircraft technologies, counter-unmanned aircraft systems).</p> <p>The bill also establishes an Office of Advanced Integration within the Office of Advanced Aviation.</p> <p>Additionally, DOT must establish an Advanced Aviation Coordination Unit within the FAA whose responsibilities shall include the promotion of the safe and responsible integration of advanced aviation systems into the national airspace system.</p> <p>Further, DOT must redesignate the William J. Hughes Technical Center as the William J. Hughes Technical Center for Advanced Aviation. The center must establish and manage a program to evaluate new aviation-related technologies proposed to be used in the national airspace system and facilitate the integration of such technologies into the national airspace system.</p>

<p><b>Responsible Path to Full Obamacare Repeal Act</b></p> <p>This bill repeals the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, effective at the beginning of FY2024. Provisions of law amended by those acts are restored.</p>

<p>This bill allows an individual taxpayer a deduction from gross income for insurance premiums paid for the health care coverage of the taxpayer and the taxpayer's spouse and dependents. The bill makes the deduction available whether or not the taxpayer itemizes other deductions.</p>

<p>This bill establishes which state law governs health insurers offering coverage in multiple states. Specifically, the bill provides that the laws of a state designated by a health insurer (primary state) apply to individual health insurance coverage offered by that insurer in any other state (secondary state) if the coverage, states, and insurer comply with the conditions of this bill. Insurers are exempted from any secondary state's laws that would prohibit or regulate the operation of the insurer in that state. The primary state is given sole jurisdiction to enforce its covered laws in any secondary state.</p> <p>The Government Accountability Office must study the effect of this bill on specified health insurance issues.</p>

<p><strong>FairTax Act of </strong> <b>2023</b></p> <p>This bill imposes a national sales tax on the use or consumption in the United States of taxable property or services in lieu of the current income taxes, payroll taxes, and estate and gift taxes. The rate of the sales tax will be 23% in 2025, with adjustments to the rate in subsequent years. There are exemptions from the tax for used and intangible property; for property or services purchased for business, export, or investment purposes; and for state government functions.</p> <p>Under the bill, family members who are lawful U.S. residents receive a monthly sales tax rebate (Family Consumption Allowance) based upon criteria related to family size and poverty guidelines.</p> <p>The states have the responsibility for administering, collecting, and remitting the sales tax to the Treasury.</p> <p>Tax revenues are to be allocated among (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. </p> <p>No funding is authorized for the operations of the Internal Revenue Service after FY2027. </p> <p>Finally, the bill terminates the national sales tax if the Sixteenth Amendment to the Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this bill.</p>

<p><b>Faithful Execution of the Law Act of 2023</b></p> <p>This bill expands the circumstances under which the Department of Justice (DOJ) is required to report to Congress on a policy to refrain from enforcing federal law. </p> <p>Currently, DOJ is required to report to Congress when the Attorney General or other DOJ officer establishes or implements a non-enforcement policy on the grounds that the relevant provision of law is unconstitutional. </p> <p>This bill requires DOJ to report to Congress when any federal officer establishes or implements a non-enforcement policy on any grounds. Further, the bill requires the report to state the grounds for the non-enforcement policy. </p>

<p><b><b> No Vote, No Raise Act</b></b></p> <p>This bill eliminates automatic pay adjustments for Members of Congress.</p>

<p><strong></strong><b>Ceasing Age-Based Trucking Restrictions Act </b></p> <p>This bill exempts drivers who transport goods from a port of entry and another place within the same state from age restrictions and other requirements that apply to federal commercial driver's licenses.</p>

<p><strong>Protecting Life and Taxpayers Act of 2023</strong></p> <p>This bill requires federally funded entities to certify that they will not, subject to certain exceptions, perform abortions or provide funding to other entities that perform abortions.</p> <p>The bill provides exceptions for abortions (1) in cases of rape or incest; or (2) when the life of the woman is in danger due to a physical disorder, injury, or illness.</p>

<p><b>People-Centered Assistance Reform Effort Act or the People CARE Act</b></p> <p>This bill establishes the People-Centered Assistance Reform Effort Commission within the legislative branch to review federal means-tested welfare programs.</p> <p>Means-tested welfare programs are those designed to specifically provide assistance exclusively to low-income Americans. The commission shall review all federal means-tested programs, excluding various specified programs such as the Social Security benefits program, Medicare, and Department of Veterans Affairs-administered programs.</p> <p>The commission's review shall cover topics including (1) ways to make the benefits programs more efficient and streamlined, (2) opportunities to reduce costs by contracting with private entities or delegating to states, (3) any programs that should be subject to discretionary appropriations, and (4) changes to allow caseworkers to have a holistic view of the beneficiary.</p> <p>The commission shall report its findings to Congress, and the report shall include proposed legislation to carry out the commission's recommendations.</p> <p>The Speaker of the House of Representatives and the Senate majority leader shall introduce the proposed legislation in their respective chambers. The proposed legislation shall be considered under certain expedited procedures, such as&nbsp;limitations on&nbsp;debate. </p>
