<p><b>Freedom for Families Act</b></p> <p>This bill modifies requirements for health savings accounts (HSAs) to (1) exclude from gross income HSA distributions paid or distributed during a period of qualified caregiving, (2) allow participation in an HSA without enrollment in a high deductible health plan, and (3) increase the contribution limit for HSAs.</p>

<p><strong>Small Business Flexibility Act</strong></p><p>This bill provides statutory authority for the pooling of tips among two pools of employees. The first pool consists of employees who customarily and regularly receive tips (as is permitted under the current statute). The second pool consists of (1) employees who customarily and regularly receive tips and are paid at least minimum wage, and (2) employees who do not customarily and regularly receive tips. &nbsp;</p>

<p><STRONG>Protecting Our Democracy by Preventing Foreign Citizens from Voting Act</STRONG></p> <p>This bill prohibits federal funds from being made available to state or local governments that allow noncitizens to vote in federal, state, or local elections.</p>

<p><b>Protecting Businesses From Frivolous COVID Lawsuits Act of 2023</b></p> <p>This bill requires a specific jury instruction in a federal civil action for damages based on negligence arising from the transmission of COVID-19.</p> <p>Specifically, a court must instruct the jury that negligence may not be found solely on the basis of holding oneself open for business.</p>

<p><b>Born-Alive Abortion Survivors Protection Act</b> <p>This bill establishes requirements for the degree of care a health care practitioner must provide in the case of a child born alive following an abortion or attempted abortion.</p> <p> Specifically, a health care practitioner who is present must (1) exercise the same degree of care as would reasonably be provided to any other child born alive at the same gestational age, and (2) ensure the child is immediately admitted to a hospital. Additionally, a health care practitioner or other employee who has knowledge of a failure to comply with the degree-of-care requirements must immediately report such failure to law enforcement.</p> <p>A health care practitioner who fails to provide the required degree of care, or a health care practitioner or other employee who fails to report such failure, is subject to criminal penalties&#8212;a fine, up to five years in prison, or both. </p> <p> An individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder.</p> <p>The bill bars the criminal prosecution of a mother of a child born alive under this bill and allows her to bring a civil action against a health care practitioner or other employee for violations. </p>

Amending the Rules of the House of Representatives to prohibit the consideration of a concurrent resolution to provide for a recess of the House after July 31 of any year unless the House has approved each regular appropriation bill for the next fiscal year.

<p><b>Federal Information Resource to Strengthen Ties with State and Local Law Enforcement Act of 2023 or the FIRST State and Local Law Enforcement Act of 2023</b></p> <p>This bill requires the Department of Homeland Security's Office for State and Local Law Enforcement to report annually on its activities.</p>

<p><b>Limiting Emergency Powers Act of 2023</b></p> <p>This bill provides that a national emergency declared by the President terminates 30 days after a declaration unless a joint resolution affirming such declaration is enacted.</p> <p> All existing emergency declarations expire after two years unless the President requests a renewal that receives congressional approval. </p>

<p><b>Working to Advance Tangible and Effective Reforms for California Act or the WATER for California Act</b></p> <p>This bill addresses the operation of the Central Valley Project (CVP), a federal water project in California owned and operated by the Bureau of Reclamation, and the California State Water Project (SWP), which is operated jointly with the CVP.</p> <p>Specifically, the bill requires that Reclamation operate the CVP and SWP pursuant to a specified alternative to a proposed action in a final environmental impact statement and 2019 agency published Biological Opinions (BiOps). The bill also requires Reclamation and the Department of Commerce to submit a justification to Congress that meets certain requirements prior to requesting or completing a reinitiation of consultation that will result in new BiOps.</p> <p>This bill also requires Reclamation to allocate water to existing agricultural water service contractors within the CVP's Sacramento River Watershed based on the water year type (e.g., dry, wet). These allocations must not affect the United States' ability or obligations to deliver water under other designated contracts. </p> <p>Further, the bill repeals certain eligibility requirements for water infrastructure construction funding under the Infrastructure Investment and Jobs Act to make the Shasta Dam and Reservoir Enlargement Project in California eligible for funding. The bill also requires that Reclamation funds made available but not used for this project in previous appropriations years be made available to the project.</p> <p>Finally, the bill reauthorizes Reclamation's support for the construction or expansion of water storage projects.</p>

<p><b>Federal Prison Bureau Nonviolent Offender Relief Act of 2023</b> <p>This bill establishes a new early release option for certain federal prisoners. </p> <p>Specifically, the Bureau of Prisons must release early an offender who has completed at least half of his or her sentence if such offender has attained age 45, has never been convicted of a crime of violence, and has not received any institutional disciplinary violations.

<p><b>Commission to Study and Develop Reparation Proposals for African Americans Act</b></p> <p>This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. </p> <p>The commission must (1) compile documentary evidence of slavery in the United States; (2) study the role of the federal and state governments in supporting the institution of slavery; (3) analyze discriminatory laws and policies against freed African slaves and their descendants; and (4) recommend ways the United States may recognize and remedy the effects of slavery and discrimination on African Americans, including through a formal apology and compensation (i.e., reparations).</p> <p>The commission consists of individuals from civil society and reparations organizations and individuals appointed by the President and congressional leadership; Members of Congress and governmental employees may not serve on the commission. The commission may hold hearings, subpoena witnesses and records, and contract with other entities to conduct its work. </p> <p>The commission must submit its final report within 18 months of its first meeting.</p>

Expressing the sense of Congress condemning the recent attacks on pro-life facilities, groups, and churches.

<p>This bill revises criminal provisions related to the interstate transportation of firearms and ammunition. <p>An individual may transport a firearm between two places (e.g., states) where it is legal to possess, carry, or transport the firearm. During transport, the firearm must be unloaded and secured or securely stored. <p>Additionally, an individual may transport ammunition, or a detachable magazine or feeding device, between two places where it is legal to possess, carry, or transport the ammunition, magazine, or feeding device. During transport, the ammunition, magazine, or feeding device must not be loaded into a firearm and must be securely stored. <p>The term<em> transport </em>includes staying in temporary lodging overnight; stopping for food, fuel, vehicle maintenance, an emergency, or medical treatment; and any other activities that are incidental to the transportation. It does not include transportation related to certain crimes. <p>The bill prohibits the arrest or detention of an individual for a state or local firearm or ammunition violation unless there is probable cause to believe the individual failed to comply with the provisions of this bill.

<p><b>Chance to Compete Act of 2023</b></p> <p>This bill modifies examination requirements and other components of the federal hiring process for positions in the competitive service.</p> <p>Specifically, the bill provides that a qualifying examination includes a r&eacute;sum&eacute; review that is conducted by a subject matter expert. Additionally, beginning two years after the bill's enactment, the bill prohibits examinations from consisting solely of a self-assessment from an automated examination, a r&eacute;sum&eacute; review that is not conducted by a subject matter expert, or any other method of assessing an applicant's experience or education; an agency may waive these requirements when necessary but must report any such waivers and may not use waivers to fill more than 10% of agency positions.</p> <p>Agencies may use subject matter experts to develop position-specific technical assessments that allow applicants to demonstrate job-related skills, abilities, and knowledge; assessments may include structured interviews, work-related exercises, procedures to measure career-related qualifications and interests, or other similar assessments. The bill also allows agencies to establish talent teams to support and improve hiring practices.</p> <p>The Office of Personnel Management (OPM) must create online platforms through which agencies may share and customize technical assessments and share the r&eacute;sum&eacute;s of qualifying applicants. The OPM must also create online platforms with information about (1) the types of assessments used and hiring outcomes, (2) educational requirements for certain positions and related justifications, and (3) authorities and programs that support agency recruitment and retention.</p>

<p>This bill repeals the National Voter Registration Act of 1993. The act established certain voter registration requirements for federal elections, such as the requirement for states to allow individuals to register to vote when they apply for a driver's license. </p>
