<p><b>State Immigration Enforcement Act</b></p> <p>This bill authorizes state and local governments to enact and enforce laws that penalize conduct prohibited under federal immigration law. Such state and local laws may only impose civil and criminal penalties that do not exceed the penalties imposed by federal law.</p> <p>The bill also revokes a federal law that preempts (blocks) state and local laws that impose civil or criminal penalties for employing non-U.S. nationals who are not authorized to work in the United States.</p>

<p><b>Border Safety and Security Act of 2023</b></p> <p>This bill requires the Department of Homeland Security (DHS) to suspend the entry of any non-U.S. nationals (<i>aliens</i> under federal law) without valid entry documents during any period when DHS cannot detain such an individual or return the individual to a foreign country contiguous to the United States. A state may sue DHS to enforce this requirement. </p> <p>(Under current law, non-U.S. nationals who arrive at the border without entry documents are generally subject to expedited removal. However, if such an individual is found to have a credible fear of persecution, they are typically subject to detention while their asylum claim is being considered.)</p> <p>The bill also authorizes DHS to suspend the entry of non-U.S. nationals without entry documents at the border if DHS determines that such a suspension is necessary to achieve operational control over such a border. </p>

<p><b>Abortion Is Not Health Care Act of 2023</b></p> <p>This bill prohibits a tax deduction for medical expenses paid for an abortion.</p>

<p><b>Reforming Alternatives to Incarceration and Sentencing to Establish a Better Path for Youth Act of 2023 or the RAISE Act of 2023</b></p> <p>This bill modifies requirements and procedures related to the sentencing, confinement, and release of youth who are involved in the federal criminal justice system. The term <em>youth</em> means an individual who is prosecuted or sentenced for a criminal offense committed at age 21 or younger.</p> <p>The bill modifies federal sentencing options for youth, including by allowing courts </p> <ul> <li>to depart from the statutory mandatory minimum for certain nonviolent offenses, </li> <li>to reduce the prison term of a youth who has completed 20 years of the sentence, and </li> <li>to treat as discretionary a sentence of imprisonment for life. </li> </ul> <p>Additionally, it requires the Bureau of Prisons to separately designate youth correctional facilities, minimize contact between youth and other offenders, and establish programs regarding youth education, skills training, reentry, and mental and emotional health.</p> <p>Finally, the bill promotes reentry and reintegration into the community, including by</p> <ul> <li>providing an early release option for youth offenders who complete one half or more of their prison term and meet certain criteria; </li> <li>authorizing home confinement for a longer period of time; </li> <li>limiting the maximum prison term for technical violations of probation; </li> <li>establishing pilot programs for mentorship, government service, and animal service; and </li> <li>establishing pilot programs for diversion of high-risk, victimized, and primary caretaker youth. </li> </ul>

<p><b>Teddy Roosevelt Fair Competition and Public Trust Act of 2023</b></p> <p>This bill applies antitrust laws to the business of professional baseball. For purposes of this bill, the term <em>antitrust laws</em> means laws to protect against unlawful restraints and monopolies (Clayton Act) and to protect against unfair methods of competition (Federal Trade Commission Act).</p>

A resolution to make effective appointment of Deputy Senate Legal Counsel.

A resolution notifying the House of Representatives of the election of a President pro tempore.

A resolution informing the House of Representatives that a quorum of the Senate is assembled.

A resolution notifying the President of the United States of the election of a President pro tempore.

A resolution establishing a Committee to Inform the President of the United States that a quorum of each House is assembled.

<p><b>Break the Chain Act</b></p> <p>This bill makes various changes related to family-sponsored immigration, such as narrowing the definition of what constitutes an <i>immediate relative</i> and lowering the annual numerical cap on certain classes of family-sponsored visas.</p> <p>A non-U.S. national (<i>alien</i> under federal law) who is a parent of a U.S. citizen shall not qualify for a visa for<i> immediate relatives</i>, which is not subject to any direct numerical limits. Currently, the spouses, unmarried children under 21, and parents of citizens are considered immediate relatives.</p> <p>The bill also reduces the baseline annual cap for family-sponsored visas from 480,000 to 87,934, and revises the methods for calculating the cap. Currently, the 480,000 cap may be adjusted depending on various factors but shall not be less than 226,000. A spouse or child of a sponsoring lawful permanent resident (also known as a <i>green card holder</i>) shall be subject to the family-sponsored visa cap.</p> <p>The bill revises the rules for determining whether a non-U.S. national is a child for the purposes of family-sponsored immigration, and establishes that an individual who is married or turns 25 years old prior to a visa becoming available for issuance shall not qualify as a child.</p> <p>The bill creates a nonimmigrant classification for non-U.S. national parents of adult U.S. citizens, which authorizes such parents for admission into the United States for an initial five-year period. Such parents shall not be authorized for employment or to receive any public benefits.</p>

To prohibit the use of Federal funds to propose, establish, implement, or enforce any requirement that an individual wear a mask or other face covering, or be vaccinated, to prevent the spread of COVID-19, and for other purposes.

<p>This bill requires the President to notify Congress and the public before issuing executive orders relating to the constitutional right of law-abiding individuals in the United States to own, carry, and use firearms.</p>

<p><b>American Sovereignty and Species Protection Act</b></p> <p>This bill limits the protection of endangered or threatened species to species that are native to the United States. In addition, the bill prohibits certain funding for endangered or threatened species from being used to acquire lands, waters, or other interests in foreign countries.</p>
