Establishing the Joint Ad Hoc Committee on Trade Responsibilities to develop a plan under which the functions and responsibilities of the Office of the United States Trade Representative shall be moved to the legislative branch in accordance with article I, section 8 of the Constitution of the United States, and for other purposes.

<p><b>Washington, D.C. Admission Act</b></p> <p>This bill provides for the admission of the state of Washington, Douglass Commonwealth into the United States.</p> <p>The commonwealth consists of all the territory of the District of Columbia (DC), excluding certain federal property. The excluded property shall be known as the Capital and serve as the seat of federal government; it includes the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, and the federal office buildings located adjacent to the Mall and Capitol Building. In addition, the bill maintains the federal government's authority over military lands and specified other property and prohibits the commonwealth from taxing federal property except as permitted by Congress.</p> <p>Within 30 days of this bill's enactment, the DC mayor must call for the election of two Senators and one Representative for the commonwealth. The commonwealth shall be admitted into the United States upon a presidential proclamation announcing the results of that election.</p> <p>The bill applies current DC laws to the commonwealth and continues pending judicial proceedings. It also continues certain federal authorities and responsibilities, including regarding employee benefits, agencies, and courts, until the commonwealth certifies that it is prepared to take over those authorities and responsibilities.</p> <p>Further, the bill provides for expedited consideration of a joint resolution to repeal the Twenty-third Amendment to the Constitution (which allows DC citizens to vote in presidential elections).</p> <p>The bill also establishes a commission to advise the President, Congress, and DC and commonwealth leaders on the transition.</p>

Proposing an amendment to the Constitution of the United States to prohibit Members of Congress from receiving compensation during a fiscal year unless both Houses of Congress have agreed to a concurrent resolution on the budget for that fiscal year prior to the beginning of that fiscal year.

<p><strong>Restoring Faith in Elections Act</strong></p> <p>This bill establishes certain standards for voting, including voting by mail, in federal elections. It also establishes certain requirements for voter registration and maintenance of official lists of eligible voters.</p> <p>First, the bill establishes certain requirements for voting by mail in federal elections, including by requiring mail-in ballots to be received by the time the polls close on election day.</p> <p>Additionally, the bill makes it unlawful to possess or return a mail-in ballot completed by another person (commonly referred to as ballot harvesting), with exceptions. A violator is subject to criminal penalties&#8212;a fine, a prison term of up to one year, or both.</p> <p>Further, the bill establishes certain requirements for reporting results of federal elections, including by requiring states to count all eligible ballots within 24 hours after the election.</p> <p>Next, the bill provides for the automatic registration of eligible voters. The Election Assistance Commission must make grants to states to implement these automatic voter registration programs.</p> <p>It also requires states and jurisdictions to use standards that apply equally to all methods of voting used in federal elections, including standards related to signature verification.</p> <p>Finally, the bill establishes the National Deconfliction Voting Database and Clearinghouse to serve as a database and clearinghouse for voter registration records and lists of eligible voters. Additionally, each state must certify that it has removed ineligible voters from the official list of eligible voters prior to the federal election.</p>

<p><b>States' Education Reclamation Act of </b><strong></strong><b>2023</b></p> <p>This bill abolishes the Department of Education (ED) and repeals any program for which it has administrative responsibility.</p> <p>The Department of the Treasury shall provide grants to states, for FY2023-FY2031, for elementary, secondary, and postsecondary education purposes permitted by state law. The level of funding is set at the amount provided to states for federal elementary and secondary education programs and the amount provided for federal postsecondary education programs, respectively, for FY2023, minus the funding provided for education programs that the bill transfers to other federal agencies. </p> <p>States must contract for an annual audit of their expenditures or transfers of grant funds.</p> <p>Program administrative responsibility and delegation of authority are transferred as follows:</p> <ul> <li>ED's job training programs to the Department of Labor,</li> <li>each special education grant program under the Individuals with Disabilities Education Act to the Department of Health and Human Services (HHS),</li> <li>ED's Indian education programs to the Department of the Interior,</li> <li>each Impact Aid program under the Elementary and Secondary Education Act of 1965 to the Department of Defense,</li> <li>the Federal Pell Grant program and each federal student loan program to Treasury, and </li> <li>programs under the jurisdiction of the Institute of Education Sciences or the D.C. Opportunity Scholarship Program to HHS.</li> </ul>

<p>This bill nullifies the order issued by the Centers for Disease Control and Prevention titled <i>Amended Order Implementing Presidential Proclamation on Advancing the Safe Resumption of Global Travel During the COVID-19 Pandemic</i> and published on April 7, 2022. (The order restricts the entry of noncitizens who are not immigrants into the United States by air travel unless they are fully vaccinated against COVID-19 or otherwise attest that they will take public health measures to prevent the spread of the disease.)</p> <p>The bill also nullifies any successor or subsequent orders that require foreign persons traveling by air to show proof of a COVID-19 vaccination as a condition of entry and prohibits the use of federal funds to administer or enforce such a requirement.</p>

<p><b>Mandating Exclusive Review of Individual Treatments (MERIT) Act</b></p> <p>This bill specifies that coverage determinations for drugs and biologics under Medicare must be made with respect to each drug or biologic, rather than with respect to a class of drugs or biologics.</p>

<p><b>Stop Imposing Woke Ideology Abroad Act</b></p> <p>This bill prohibits using federal funds for the Department of State's Special Representative for Racial Equity and Justice. (The special representative's duties include leading the State Department's efforts to combat systemic racism and discrimination around the world.)</p> <p>The bill also prohibits using federal funds to implement the State Department's Equity Action Plan. (The plan outlines actions and metrics related to addressing issues of equity, including racial equity, in the State Department's foreign affairs mission.)</p>

Authorizing the Speaker to appoint a committee to notify the President of the assembly of the Congress.

Expressing support for the Nation's law enforcement agencies and condemning any efforts to defund or dismantle law enforcement agencies.

<p><b>Qualified Immunity Act of 2023</b> <p> This bill provides statutory authority for qualified immunity for law enforcement officers in civil cases involving constitutional violations. <p> Current law provides a statutory civil cause of action against state and local government actors (e.g., law enforcement officers) for violations of constitutional rights, also known as Section 1983 lawsuits. The Supreme Court has also found an implied cause of action against federal law enforcement officers in certain situations (e.g., Fourth Amendment violations), also known as <i>Bivens</i> lawsuits. However, under the judicial doctrine of qualified immunity, government officials performing discretionary duties are generally shielded from civil liability, unless their actions violate clearly established rights of which a reasonable person would have known. <p>The bill provides statutory authority for these principles with respect to law enforcement officers. Specifically, under the bill, law enforcement officers are entitled to qualified immunity if (1) at the time of the alleged violation, the constitutional right at issue was not clearly established or the state of the law was not sufficiently clear for every reasonable officer to know that the conduct was unconstitutional; or (2) a court has held that the specific conduct at issue is constitutional. <p>The bill applies to federal, state, and local law enforcement officers. It also specifies that law enforcement agencies and local governments may not be held liable if their officers are entitled to qualified immunity.<p>

<p><strong>Same Day Registration Act of </strong><b>2023</b></p> <p>This bill requires states with a voter registration requirement to make same-day voter registration available at the polling place on any day voting is permitted.</p>

<p><b>Ninth Circuit Court of Appeals Judgeship and Reorganization Act of 2023 </b></p> <p>This bill divides the U.S. Court of Appeals for the Ninth Circuit into two judicial circuits: (1) the Ninth Circuit, and (2) a new Twelfth Circuit.</p> <p>The Ninth Circuit is composed of California, Guam, Hawaii, and Northern Mariana Islands. The new Twelfth Circuit is composed of Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington.
