Recognizing the catastrophic impact of the 2022 monsoon season in Pakistan and the devastation inflicted upon the Pakistani people.

<p><b>Banning Oil Exports to Foreign Adversaries Act</b></p> <p>This bill requires the Department of Energy (DOE) to prohibit the export or sale of petroleum products (e.g., crude oil) from the Strategic Petroleum Reserve to (1) China, North Korea, Russia, and Iran; (2) any other country the government of which is subject to sanctions imposed by the United States; and (3) any entity owned, controlled, or influenced by such countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if the export or sale of petroleum products is in the national security interests of the United States.</p>

<p>This bill requires the Government Accountability Office to report on the feasibility of a national disaster insurance program that covers all hazards.</p>

Condemning and opposing the unprovoked invasion and egregious act of aggression against the sovereign state of Ukraine by the Russian Federation.

<p><b>Bipartisan Social Security Commission Act of 2023</b></p> <p>This bill establishes a temporary commission within the legislative branch to provide Congress with recommendations and proposed legislation to ensure the solvency of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (commonly referred to as the Social Security trust funds) for at least 75 years. The bill also sets out expedited procedures for the consideration of legislation proposed by the commission.</p> <p>The commission terminates within 60 days of providing its recommendations and proposed legislation.</p>

<p><b>Cybersecurity Vulnerability Remediation Act</b></p> <p>This bill authorizes the Department of Homeland Security to take certain actions with the goal of countering cybersecurity vulnerabilities.</p> <p>The Cybersecurity and Infrastructure Security Agency must report on its activities to coordinate disclosures of cybersecurity vulnerabilities. The report must address, among other topics, relevant policies and procedures; the degree to which disclosed information is acted upon by industry and other stakeholders; and the preservation of privacy and civil liberties when collecting, using, and sharing vulnerability disclosures.</p> <p>The National Cybersecurity and Communications Integration Center may disseminate protocols to counter cybersecurity vulnerabilities to information systems and industrial control systems, including in circumstances in which such vulnerabilities exist because software or hardware is no longer supported by a vendor.</p> <p>The Science and Technology Directorate may establish a competition to develop remedies for cybersecurity vulnerabilities.</p>

<p><b>Public Housing Emergency Response Act</b></p> <p>This bill authorizes additional assistance from the Public Housing Capital Fund to public housing agencies (PHAs) based upon capital needs as determined by the PHA's most recent physical needs assessment. The physical needs assessment identifies work that a PHA would need to undertake to bring its units up to certain energy conservation standards and other standards.</p>

<p><b>Promoting Local Management of the Lesser Prairie Chicken Act</b></p> <p>This bill prohibits any population of the lesser prairie-chicken (<i>Tympanuchus pallidicinctus</i>) in Kansas, Oklahoma, Texas, Colorado, or New Mexico from being listed as endangered or threatened under the Endangered Species Act of 1973 (ESA). The lesser prairie-chicken is a type of grouse.</p> <p>Currently, two distinct population segments (DPS) of the lesser prairie-chicken are listed under the ESA. The Southern DPS of the lesser prairie-chicken is listed as endangered and the Northern DPS is listed as threatened. The bill removes both populations from the list. </p> <p>In addition, the bill bans Interior from listing any population of the lesser prairie-chicken as endangered or threatened in the future.</p>

<p><strong>Equal Rights and Access for the Women of South Sudan Act </strong></p> <p>This bill requires that activities carried out by the United States in South Sudan relating to governance, post-conflict reconstruction and development, police and military training,&nbsp;or refugee relief and assistance support the human rights of women and their full political, social, and economic participation.</p>

Amending the Rules of the House of Representatives to prohibit the introduction or consideration of certain legislation that authorizes or makes appropriations of funds for a Federal program not previously authorized or funded, and for other purposes.

<p><strong>Commercial Remote Sensing Amendment Act of 2023</strong></p> <p>This bill modifies provisions relating to the licensing of private remote sensing space systems. (<i>Remote sensing</i> refers to the collection of unenhanced data by an instrument in Earth's orbit that can be processed into imagery of surface features of the Earth; <i>private remote sensing space systems</i> refer to remote sensing instruments not owned by the U.S. government.)</p> <p>The bill decreases from 120 to 60 days the amount of time in which the National Oceanic and Atmospheric Administration must review and make a determination on an application for a license to operate a private remote sensing space system.</p> <p>Further, the bill expands annual reporting on the licensing of private remote sensing systems to include a list of all applications, listed by tier, as well as the rationale for each tier categorization (currently, each license is categorized into one of three tiers based on whether the system produces or is capable of producing unenhanced data that is already available from other entities). Additionally, the report must include all terms, conditions, or restrictions placed on licensees.</p> <p>The bill also extends the requirement for annual reports from September 30, 2020, to September 30, 2030.</p>

<p>This bill requires the Department of Veterans Affairs (VA) to designate one week per year as Battle Buddy Check Week for the purposes of organizing outreach events and educating veterans on how to conduct peer wellness checks. The VA shall ensure that the Veterans Crisis Line has a plan for handling the potential increase in calls that may occur during such week.</p>

<p><b>ADA Compliance for Customer Entry to Stores and Services Act or the ACCESS Act</b></p> <p>This bill establishes certain procedural requirements in relation to complaints under the Americans with Disabilities Act of 1990 (ADA) regarding access to public accommodations (i.e., businesses and nonprofits that are open to the public, such as stores, restaurants, and hotels). It also requires educational outreach and studies by federal agencies to promote ADA compliance. </p> <p>Specifically, the bill establishes a notice and cure period before a claimant may file a civil action against a public accommodation for failing to remove a barrier to access. Claimants must first provide the owner or operator of the public accommodation with a written notice specific enough to identify the barrier and the circumstances under which access was denied. An owner or operator then has 60 days to respond with a description of forthcoming changes and another 60 days after providing the description to make the changes, or show substantial progress in making the changes, before the claimant may proceed with a civil action.</p> <p>The bill also requires (1) the Department of Justice (DOJ) to develop a program to educate state and local governments and property owners on strategies to promote ADA compliance, (2) the Judicial Conference of the United States to develop a model program to promote alternative dispute resolution to resolve claims, and (3) the DOJ to study whether certain web content accessibility standards and telephone services provide reasonable accommodations under the ADA.</p>
