<p><b>New Source Review Permitting Improvement Act</b> </p> <p>This bill modifies terminology for purposes of the New Source Review (NSR) permitting program of the Environmental Protection Agency (EPA).</p> <p>In order for a change to a stationary source to be a <i>modification</i> (a change to a stationary source that increases the air pollutant emissions or results in new pollutants) for purposes of the NSR permitting program, the maximum hourly emission rate achievable by such source must be higher than the maximum hourly rate achievable by such source during any hour in the 10-year period preceding the change.</p> <p>A change at a stationary source is not considered to be a <i>modification</i> under the bill if it is designed to (1) reduce the amount of any air pollutant emitted; or (2) restore, maintain, or improve the reliability of operations at, or safety of, the source. However, such changes are not excepted if the EPA determines the increase in the maximum achievable hourly emission rate from such change would cause an adverse effect on human health or the environment.</p> <p><i>Construction</i>, in connection with a major emitting facility (a type of stationary source), does not include a change at such a facility that does not result in a significant emissions increase or a significant net emissions increase.</p> <p>In relation to major emitting facilities in nonattainment areas, the terms <i>modifications </i>and <i>modified</i> do not include changes at such facilities that do not result in a significant emissions increase or a significant net emissions increase.</p>

Proposing an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices.

Expressing support for the Nation's law enforcement agencies and condemning any efforts to defund or dismantle law enforcement agencies.

<p><b>Social Security Fairness Act of 2023</b></p> <p>This bill repeals provisions that reduce Social Security benefits for individuals who&nbsp;receive other benefits, such as a pension from a state or local government. </p> <p>The bill eliminates the <em>government pension offset</em>, which in various instances reduces Social Security benefits for spouses, widows, and widowers who also receive government pensions of their own. </p> <p>The bill also eliminates the <em>windfall elimination provision</em>, which in some instances reduces Social Security benefits for individuals who&nbsp;also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. </p> <p>These changes are effective for benefits payable after December 2023.</p>

<p><b>Citizen Legislature Anti-Corruption Reform of Congress Act or the CLEAN Congress Act</b></p> <p>This bill (1) requires bills, orders, resolutions, or votes submitted by Congress to the President to include only one subject that is clearly and descriptively expressed in the measure's title; and (2) makes ineffective any provision of law that excludes its application to a Member of Congress or to an employee in a Member's office.</p>

<p><b>No Budget, No Pay Act </b></p> <p>This bill withholds the salaries of Members of a chamber of Congress that has not agreed to a budget resolution for FY2024 by April 15, 2023, as required by the Congressional Budget Act of 1974. </p> <p>Salaries are withheld from April 16, 2023, until the earlier of (1) the day on which the chamber of Congress agrees to a budget resolution, or (2) the last day of the 118th Congress.</p>

<p><b>Federal Reserve Transparency Act of 2023</b></p> <p>This bill establishes requirements regarding audits of certain financial agencies performed by the Government Accountability Office (GAO).</p> <p>Specifically, the bill directs the GAO to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to (1) international financial transactions; (2) deliberations, decisions,&nbsp;or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters. </p>

<p><b>Safeguard Healthcare Industry Employees from Litigation and Distress Act or the SHIELD Act</b></p> <p>This bill establishes a framework to limit interference with persons seeking to provide or access reproductive health services at the state level. </p> <p>For the purposes of this summary, interference with persons seeking to provide or access reproductive health services includes acts to prevent, restrict, impede, or retaliate against</p> <ul> <li>a health care provider who provides reproductive health care services,</li> <li>any person or entity who helps health care providers to provide such services, </li> <li>any person who seeks to access such services, or </li> <li>any person or entity who helps another person to access such services.</li> </ul> <p>First, the bill reduces the allocation of funds under certain law enforcement grant programs for a state that has in effect a law authorizing state or local officers or employees to interfere with persons seeking to provide or access reproductive health services.</p> <p>Second, the bill prohibits interference with persons seeking to provide or access reproductive health care services</p> <ul> <li>by state or local officers or employees acting under color of law in any manner that would have a discriminatory effect on a woman, and </li> <li>by persons who are not state or local officers or employees and are attempting to implement or enforce a state law in circumstances affecting interstate commerce. </li> </ul> <p>The bill authorizes civil remedies for a violation, including damages and injunctive relief. Additionally, it authorizes criminal penalties for a violation involving the use of a deadly or dangerous weapon or the infliction of bodily injury.</p>

<p><b>Security First Act</b></p> <p>This bill reauthorizes the Operation Stonegarden program from FY2024 through FY2027 and addresses other border security issues. (Operation Stonegarden provides grants to enhance the border security capabilities of state, local, and tribal governments.)</p> <p>From FY2024 through FY2027, the money from unreported monetary instruments seized from individuals crossing the U.S.-Mexico border and transferred into the Department of the Treasury general fund shall be made available without further appropriation to the Department of Homeland Security (DHS) to fund Operation Stonegarden. </p> <p>DHS must report to Congress on (1) DHS hiring practices from 2018 to 2021, and (2) whether certain Mexican drug cartels meet the criteria to be designated as foreign terrorist organizations. DHS must also periodically report to Congress about the technology needed to secure the U.S.-Mexico land border.</p>

<p><strong></strong><b>Justice for Victims of Kleptocracy Act of 2023</b></p> <p>This bill requires the Department of Justice to publish and regularly update its website with an accounting of property that is forfeited to the United States as a result of foreign government corruption. It also expresses the sense of Congress that recovered assets shall be returned for the benefit of the people harmed by the corruption.</p>

<p><strong>Pharmacist Conscience Protection Act</strong></p> <p>This bill prohibits the federal government and federally funded entities from discriminating or otherwise taking adverse action against a pharmacist, pharmacy owner, or pharmacy technician who declines to store, fill prescriptions for, or make referrals for drugs that cause abortions (or that the individual provider believes in good faith cause abortions). Individuals or the Department of Justice may bring civil actions for violations of this bill.</p>

<p><strong>First Responder Identification of Emergency Needs in Disaster Situations or the FRIENDS Act</strong></p> <p>This bill directs the Government Accountability Office (GAO) to submit a report that describes select state and local programs and policies related to the preparedness and protection of first responders, which may include information on</p> <ul> <li>the degree to which such programs and policies include consideration of the presence of a first responder's family in an area impacted by a terrorist attack,</li> <li>the availability of personal protective equipment for first responders, and </li> <li>the availability of home Medkits for first responders and their families for biological incident response.</li> </ul> <p>The GAO may provide information (1) in a format that delineates high risk urban areas from rural communities; and (2) on the degree to which the selected state and local programs and policies were developed or are being executed with funding from the Department of Homeland Security (DHS), including grants from the State Homeland Security Grant Program or the Urban Area Security Initiative.</p> <p>DHS shall consider the report's findings and assess its applicability for federal first responders.</p>

<p><b>Infant Protection and Baby Switching Prevention Act of </b><b>2023</b></p> <p>This bill establishes additional requirements that certain hospitals must meet in order to participate in Medicare. Specifically, as a condition of Medicare participation, hospitals and critical access hospitals that provide neonatal or infant care must have appropriate security procedures to reduce the likelihood of infant patient abduction and baby switching. Noncompliant hospitals are subject to specified civil penalties.</p> <p>The bill also establishes criminal penalties for knowingly altering or destroying a newborn's hospital patient records for the purpose of causing the newborn to be misidentified.</p>

<p><strong>Regulations from the Executive in Need of Scrutiny Act of 20</strong><b>23</b></p> <p>This bill revises provisions relating to congressional review of agency rulemaking. </p> <p>Specifically, the bill establishes a&nbsp;congressional approval&nbsp;process for a major rule.&nbsp;A major rule may only take effect if Congress approves of the rule. A <i>major rule</i> is a rule that has resulted in or is likely to result in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. </p> <p>The bill generally preserves the current congressional review process for a nonmajor rule.</p>
