An opponent, Anne Davis, testified that she opposed the bill, saying ATV use should be treated as a tool for forest management rather than recreation, that law enforcement capacity in Windsor was a concern, and that she believed affected residents should be fully notified before any approval. No vote or final action was taken in the portion provided.
