Summary:
The House met in session with a roll call establishing a quorum, followed by prayer, the Pledge of Allegiance, and several recognitions, including the Doctor and Nurse of the Day and youth groups visiting the chamber. Special presentations honored the Oklahoma City Blazers under-10 ice hockey team for winning a Texas state championship and MacArthur High School JROTC cadets for repeated drill team success. The chamber also adopted House Resolution 1055 declaring April 29, 2026, as Oklahoma Agriculture Day, and House Resolution 1056 recognizing Denim Day during Sexual Assault Awareness Month; both were adopted without objection.
Members then considered a series of Senate bills. SB 2170 on child custody passed 77-0 and requires supervised visitation when a court finds child abuse or sexual exploitation. SB 1833 codifies a federal waiver barring SNAP purchases of candy and soft drinks and passed 62-17. SB 1198, requiring the Oklahoma Health Care Authority to file releases on county- and municipally-owned properties at the request of local officials, passed 79-0. SB 1730, which requires law enforcement sexual abuse reports to be forwarded to OSBI for investigative use, drew debate over victim protection versus due-process concerns and passed 52-29.
The House also passed SB 1379 creating a two-year grant pilot for services to labor and sex trafficking victims, including services regardless of immigration status, and approved the emergency. SB 1645 on Medicaid audit procedures, SB 2155 allowing the Route 66 Commission to use MOUs for administrative oversight, and several sunset-extension bills for boards and commissions also advanced, many with emergency clauses approved. SB 1461 extending the Oklahoma Educational Television Authority passed 67-20, but its emergency failed 55-20. Other measures passed included SB 1344 creating an insulin access and affordability program, SB 1309 increasing Roads Fund debt-service capacity, and multiple board-extension bills for construction, polygraph examiners, engineers and surveyors, and midwifery, most with emergency clauses adopted. The House then moved to announcements and recessed until 1:30 p.m.

Summary:
The House convened under quorum call and began with several recognitions and presentations, including visits from Comanche County 4-H, the Muskogee Police Department officers who completed EMT training, the March of Dimes, and Ag Day honorees, including the Ag Hall of Fame recipient Ron Justice. The chamber also adopted House Resolution 1054 designating April 2026 as Library Month, with a special presentation honoring library leaders and advocates for their work on the first Library Day at the Capitol.
The House then considered and passed a series of bills, mostly on broad bipartisan votes, covering state symbols, fireworks sales, oil and gas royalty protections, AP exam access, veteran records access for grandchildren, Medicaid support for a food-is-medicine grant, law library representation, controlled substances, public health, state security staffing, financial exploitation protections, credit union modernization, workforce data, staffing contracts, enterprise zone incentives, conveyance/title theft protections, hospice narcotics disposal, duplicate statute cleanup, and memorial highway/bridge designations. One major bill, SB 237 on eliminating the solar and battery storage manufacturing tax exemption, was laid over after discussion and questions about tax policy and local incentives.
Several measures drew brief explanation and questions, including SB 2159 on state symbols and wheat, SB 1948 on fireworks sales, HB 1371 on oil and gas royalty payments and bankruptcy protections, SB 1975 on AP testing locations, SB 2026 on access to veterans’ discharge papers, SB 1565 on food-is-medicine Medicaid support, SB 1642 on splitting short opioid prescriptions, and SB 933 creating a right-to-try pathway for individualized treatment. Most of these bills passed with little or no debate, and several emergency clauses also passed by the required two-thirds vote.
Not all measures advanced: SB 1771, expanding Workforce Commission data authority, failed on a 27-46 vote, and the House later gave notice of intent to reconsider. SB 1365 was reconsidered and then passed, but its emergency clause failed. The session also featured an extended personal privilege speech by Rep. Scott Fetgatter marking his departure, in which he thanked colleagues and staff and reflected on his tenure and legislative work.

Summary:
The House met with a quorum and began with prayer, the Pledge of Allegiance, and several personal privileges recognizing National Police Week, fallen law enforcement officers, a young Olympic weightlifter, a community sports agent, a deceased coach, Alpha Phi Alpha Fraternity Day, the Louisiana Cattlemen’s Association, aviation professionals, and a birthday tribute. The chamber also received Senate messages, committee reports, and a long series of resolutions and bills, many of which were adopted or concurred in without objection. Several measures were returned to the calendar, while others were advanced with technical or clarifying amendments.
A major portion of the meeting focused on resolutions honoring or commemorating people and groups, including National Police Week, Barron Baker, Paul T. Derezel II, Coach Emilio Tese, Alpha Phi Alpha, Louisiana Realtors Day, Special Olympics Louisiana, and various memorial highway designations. The House also adopted or concurred in resolutions on topics such as DOTD signage, shrimp procurement, geothermal energy, opioid settlement reporting, hospital design standards, Medicaid redetermination flexibility, chronic wasting disease management, remote online notarization, and a task force on intestate succession. Testimony on these items was generally supportive and brief, with sponsors explaining that most were technical, commemorative, or requests for study.
The chamber also took up several substantive bills and Senate amendments. Among the measures concurred in were bills on peace officer citizenship requirements, post-conviction bail limits, portable benefits for independent contractors, workforce development, construction debris burning, license plate coverings, insurance and captive insurers, oil field indemnification, and rural infrastructure financing. One notable bill, HB 39 on peace officer citizenship, drew questions about National Guard members and legal permanent residents before the House concurred in the Senate amendments by a 74-22 vote. HB 134 on harmful material and interactive computer services had its Senate amendments rejected, while HB 359 on nonaffiliated candidates was temporarily returned to the calendar.
The most extended debate came on the conference committee report for HB 842, which addressed Louisiana election law in response to the federal Callais decision. Members questioned how the report would affect the current congressional election cycle, absentee ballots, qualifying dates, signature requirements, and whether the closed party primary for U.S. House races had been canceled in favor of an open primary in the fall. The sponsor explained that the report cancels the current closed party primary for congressional races, voids ballots cast in that canceled election, returns qualifying fees, lowers petition-signature requirements, and sets new dates for the open primary and runoff. The House suspended the rules to consider the report the same day it was received, and the discussion highlighted concerns about election administration, district maps, and the scope of the changes before the chamber moved forward.

Summary:
The meeting was an orientation for the Resources, Recreation and Development Committee, led by Chair Bob Harb. He reviewed committee procedures, including pink cards for witnesses, blue sheets for counts, use of drawers in the committee room, scheduling practices, and how bills would be posted and distributed. Members briefly introduced themselves and explained why they wanted to serve on the committee, with several citing interests in conservation, water quality, outdoor recreation, land use, and related local issues.
The committee then opened a hearing on HB 1113, relative to OHRV operation on certain highways within the town of Windsor. Representative Ré Colcombe, the sponsor, explained that the bill would allow local OHV/UTV access across a short section of state road in Windsor so residents on divided portions of town could travel legally between areas. He said the town selectmen were already allowing OHRV use on town roads, the route was paved, traffic impacts were expected to be minimal, and local police had no objections. He also said the town would hold public hearings and notify abutters as required, and that if the select board ultimately opposed the proposal he would recommend killing the bill.
Members asked about the legal authority for the change, speed limits, traffic volume, winter maintenance, and whether the Department of Transportation or select board had to approve the route. Colcombe said the town must hold a public hearing and that the change would need to be incorporated into RSA 258:10, section 4. He said the road is maintained by the town in winter and by the state in summer. An opponent, Anne Davis, testified that she opposed the bill, saying ATV use should be treated as a tool for forest management rather than recreation, that law enforcement capacity in Windsor was a concern, and that she believed affected residents should be fully notified before any approval. No vote or final action was taken in the portion provided.

Summary:
The House met with a quorum, opened with prayer and the Pledge of Allegiance, and then received Senate messages, committee enrollment reports, and a series of House resolutions. Members adopted or advanced numerous resolutions recognizing individuals and institutions, expressing condolences, and creating or continuing study task forces on topics including homeownership assistance, speech-language pathology assistant licensure, clean water, Medicaid reporting, voter accessibility, air monitoring, fire chief operations, maternal health, and other issues. Several Senate resolutions were also concurred in, and personal privileges were used to recognize the family of Susan Ann Taylor Bidding and to commend Anita Whitaker LaFontaine and her father, Green Whitaker, Sr.
The House then moved through Senate bills on final passage. Bills approved included measures on registrar of voters compensation, dental coverage related to cancer treatment, paid parental leave planning for educators, election supervisor compensation days, weight management services, nursing facility quality oversight, a Slidell hotel occupancy tax subject to voter approval, medical debt interest-rate limits, Medicaid coverage for weight-loss medications, a shrimping-related butterfly net exception, public works design-build contracting, and a municipal lead-service-line replacement measure. Some bills were temporarily returned to the calendar, including measures on water utility service lines and registrar compensation, while others passed with strong bipartisan margins.
The chamber also considered Senate amendments to many House bills and concurrent resolutions. Members concurred in amendments on topics such as hospital stabilization, student loan access for certain professional degrees, rural economic development, behavioral health and school policies, retirement and compensation provisions, food labeling, climate-change litigation, school emergency plans, anti-cancer medication coverage, domestic abuse procedures, and several infrastructure and workforce measures. A few bills were rejected for further conference, including some retirement, alternative power, and AI-related provisions. The session ended with the House taking a one-hour recess for lunch, with instructions to return by 12:45.

Summary:
The Senate convened with a quorum, heard a guest minister’s prayer and pledge, and then proceeded through the journal, legislative bureau report, and a large number of bills and resolutions. Several Senate resolutions and concurrent resolutions were introduced or laid over, including measures recognizing individuals and events, commemorating the YMCA’s 175th anniversary, and creating or referring study and memorial resolutions. The House also sent over multiple bills, which were introduced and referred to the appropriate committees, covering topics such as court filings, travel reimbursement, public assistance integrity, pregnancy and baby care data protections, alcohol permits, capital-case intellectual disability procedures, and pharmacy benefit manager transparency.
The chamber then considered House-returned Senate bills. SB 68, a constitutional amendment concerning Louisiana Supreme Court jurisdiction over attorney disciplinary matters, failed to receive the required votes on concurrence after a 24-10 vote, though the author gave notice. SB 76, dealing with child custody modification standards, was concurred in unanimously. SB 149, on general obligation bond bid requirements, had House amendments rejected and was sent to conference. SB 191, concerning ad valorem tax notice procedures, and SB 196, extending the appeal period for tax assessments, were both concurred in. SB 318, on publication of the tax exemption budget and local reporting, was also concurred in unanimously.
The Senate also suspended the rules to recall HB 1017 from the Retirement Committee and recommit it to Judiciary A. During personal privilege remarks, members highlighted Disability Awareness Day, recognized a local award recipient, and provided an update and prayer request for Senator Selders following surgery. The meeting concluded with committee announcements and adjournment to reconvene the following day.
