Summary:
The Government Oversight committee opened with prayer and then took up a series of bills, many related to census preparation, election administration, municipal oversight, and state/local regulatory policy. Leader Lawson presented three census and mapping measures: HB 3619 updated the state geographic information one-stop initiative and authorized leaf-off aerial surveys to support a single boundary map layer; HB 3620 created the 2030 Complete Census Count Committee; and HB 3624 repealed a statute tied to meandering waterways and county boundary interpretation. All three passed, with HB 3619 and HB 3624 receiving unanimous support and HB 3620 passing 13-2.
Chairman Bowles presented HB 3463 to modernize municipal audit procedures for small communities under 2,500 population, emphasizing transparency and accountability; it passed 16-0. Floor Leader West presented HB 3041 on credit-card surcharge rules for retailers. Members debated whether the bill’s cap language was really a cap or a notice threshold, and an amendment to raise the percentage from 2% to 4% was ultimately withdrawn so the language could be fixed later; the bill still passed 19-0. Pro Tem Moore’s HB 4335, aimed at preventing a patchwork of local pet-shop and pet-breeder bans while preserving statewide standards, drew questions about preemption and enforcement but passed 13-6.
Representative Hildebrandt’s HB 3075 created a penny-rounding rule for cash transactions by public entities, allowing rounding to the nearest nickel; it passed 18-0. Representative Ranson’s HB 3378 made a temporary change to the Oklahoma Science and Technology Research and Development Board’s terms to address delays in grant timing, and it also passed 18-0. Representative Crosswhite Hader’s HB 3722 would require incomplete voter registration applications to be returned rather than defaulted to “independent/no party,” prompting extended debate with the State Election Board about voter intent and processing; it passed 15-3. Finally, Vice Chair Hays presented HB 1268, which adds a DROP option to the pension system for EMTs, county jailers, and assistant sheriffs with a five-year cap; it passed 13-4. The committee adjourned after announcing a Thursday meeting.

Summary:
The committee reviewed drafting instructions and spending sheets for House Bill 2, focusing on both recurring and nonrecurring appropriations, reserve levels, and several late changes. Staff explained that the package would leave reserves around 28% under the current scenario, with the possibility of rising to about 30% if a separate natural disaster reform bill is enacted. Members discussed how disaster funding would be handled through a replacement Section 8 and the appropriation contingency fund, and whether the operating reserve could be tapped with explicit authorization. There was also clarification on fund types, including other state funds and interagency transfers, and on how line items were reflected in the spreadsheets.
A major point of debate was how to offset additions by reducing funding elsewhere. Members discussed shifting money from the state fair/multipurpose arena request, the Office of Natural Resources Trustee, and other capital items to accommodate changes. Several senators raised concerns about cutting the Office of Natural Resources Trustee too deeply and about the purpose of those funds, including possible land purchases and floodplain mitigation in Ruidoso. The committee also discussed whether the state fair money should be reduced, with some members supporting a $25 million restoration and others preferring to leave the executive’s request intact. Staff noted that some reductions were not true cuts but swaps or offsets, such as moving local road money and using excess capital outlay reserves.
Other corrections and policy items were addressed, including an increase for UNM and NMSU stadium funding, a correction to a project distribution on line 105, and funding for the Health Council. Members also noted that the public employee 1% raise was no longer funded because recurring capacity was used elsewhere, and that no COLA was included. After discussion, Senator Woods moved to adopt the drafting instructions, Senator Gonzalez seconded, and the motion passed without objection. The committee then directed staff to prepare a catch-up cleanup version of House Bill 2 for later review and said House Bill 8 would be taken up the next morning.

Summary:
The House convened with a quorum and opened with prayer by Archbishop Checchio, the pledge, and the national anthem. Members also used personal privilege to recognize visiting officials, university leaders, grocers, Governor’s Fellows, and several special guests and honorees, including Grambling State University for its 125th anniversary, Tiger Athletics, and the Tiger Marching Band, as well as CASA volunteers and advocates. The chamber adopted a number of ceremonial resolutions and made several conference committee appointments and committee discharge motions.
The floor then took up a series of Senate and House resolutions, many of which were adopted without objection or after brief debate. These included resolutions creating or studying task forces on topics such as homeowner catastrophe claims and insurance-related litigation, the Louisiana-Ireland Trade Commission, informed consent laws, fiscal note procedures, K-12 student success pathways, and military funding alignment. Members also adopted resolutions on domestic violence protective-order access, flood risk mapping, seismic activity in North Louisiana, illegal dumping enforcement, toll signage and customer service, and other local or commemorative matters. Several Senate resolutions were temporarily returned to the calendar, while others were adopted by recorded vote, including SCR 29, SCR 33, SCR 37, SCR 63, SCR 30, SCR 65, and SCR 40.
The House then considered Senate Bill 259, which authorizes an online application process for civil protection orders and restraining orders for domestic violence victims; it passed 93-0. Senate Bill 312, dealing with public-sector labor organizations and dues/withdrawal procedures, prompted extended debate focused on whether the bill unfairly singled out teachers’ unions and whether teachers already have the ability to opt out; the bill ultimately passed 60-38. Senate Bill 348, allowing the City of St. George to contract for administrative assistance in motor-vehicle crash response, passed 84-9 after questions about citations, reports, and the role of third parties. Senate Bill 485, concerning St. George’s municipal fiscal authority and insurance premium taxes, passed 91-0 after an amendment removed new public facility charge authority.
The House also debated Senate Bill 197, which would reduce the number of judges on the Fourth Circuit Court of Appeal from 12 to 10 based on a workload and population study by the National Center for State Courts. Supporters cited the circuit’s smaller population and lower per-judge workload, while questions focused on the study’s publication and whether it actually recommended a reduction. The transcript ends during that debate, before final disposition is shown.
