Senator Morris presented the bill as a response to the federal court’s Calais decision, arguing the current map was unconstitutional and that the new plan should avoid race as the predominant factor while using partisan advantage, incumbency protection, compactness, contiguity, and communities of interest. Senators questioned whether the proposal effectively created a 5-1 Republican map, whether it diluted Black and Democratic voting strength, and whether it split too many parishes. Morris said the map was drawn from the 2022 plan, tweaked in committee and again on the floor, and that litigation was likely regardless of the final version. Two competing amendments drew extended debate. Senator Morris’s amendment, which further refined his map, was adopted 26-10. Senator Price then offered an alternative map based on an amicus brief and algorithmic criteria, arguing it would create two opportunity districts, split fewer parishes, avoid using race, and better reflect the state’s partisan balance; supporters said it was fairer and more compact, but it failed 10-27. After the amendments, the Senate returned to SB 121 for further questions, with members continuing to debate whether the bill’s 5-1 structure was a lawful partisan gerrymander or an impermissible racial dilution of voting strength.

H.J.R. 1092, which had been split out from the business and commerce packet because of a reported $10 million cost impact on one business, was adopted after discussions with regulators about delaying remodeling requirements and addressing safety concerns; it passed unanimously. H.J.R. 1093, approving health-related agency rules, passed 11-0, with some Oklahoma Health Care Authority major rules noted as being handled separately in the Senate. The committee then discussed H.C.R. 1094, a major rule from the Long-Range Capital Planning Commission. Members raised concerns that the agency’s rule impact statement contained errors, incorrect notice and hearing information, and an incomplete economic analysis. After debate over whether the resolution could be amended or had to be accepted or rejected as a whole, the committee voted 11-0 that it did not pass. The committee then considered H.J.R. 1095 with an amendment to specifically disapprove a proposed permanent rule change by the Long-Range Capital Planning Commission that would have allowed the commission to ignore its own rules in the “best interest of the state.” The amendment was adopted 11-1, and the resolution as amended passed. At the end of the meeting, the chair thanked members and staff for their work and said the committee would try to move the resolutions to the floor on Thursday, with another meeting likely needed to address additional major rules coming from the Senate. A committee member also suggested a brief educational review of a prior procedural issue at a future meeting, and the chair agreed to discuss broader concerns about the administrative rules process in a later wrap-up.

SB 1623, by Floor Leader Daniels, would revise the state credit union charter and passed 11-0. SB 1242, by Senator Hamilton, increased the bond required for medical marijuana grows from $50,000 to $100,000 and passed 10-0. The committee also heard SB 1949 from Senator Logan, which would allow utility contractors to work closer to buildings on private property, up to five feet from structures, instead of stopping at the property line. The bill drew extended questioning from Senator Brooks about permitting, training, liability, and the relationship between utility contractors and plumbers; an industry representative testified that utility contractors already do much of the work under licensed plumbers and that the bill would reduce costs and speed projects, especially in rural areas. SB 1949 passed 8-2. Senator Reinhardt’s SB 1592 and SB 1913, both insurance-related committee substitutes, were described as ongoing negotiations aimed at homeowner insurance transparency and consumer protections; members were told the bills were still being refined, but both passed, 9-1 and 10-0, respectively. Additional measures included SB 592, which would let distributors issue credits to retailers after repeated product replacements, aimed at reducing losses from poor inventory control at large retailers; it passed 9-0. SB 992 would provide civil liability protection for businesses and property owners when violent criminal acts occur on their premises, except in cases of gross negligence; it prompted debate over gun-free zones, security, insurance, and whether the bill would reduce incentives for safety measures, but passed 5-3. Finally, SB 1241 created the Oklahoma Fraud and Ticketing Accountability Act to address fake tickets, bots, deceptive resale websites, and venue liability in the live-event market; supporters included arts venues, and the bill passed 8-0. The committee adjourned after completing its agenda.

The Senate also passed House Bill 2155 on nursing title use in the context of AI, Engrossed Substitute House Bill 2242 on preventive services and state health guidance, Substitute House Bill 2269 on middle housing in unincorporated areas, and Engrossed House Bill 1501 on HOA/unit-owner inquiries after adopting a committee striking amendment. The Senate adjourned until the next morning.
