House Bill 247, which modernizes capital outlay procedures and limits reauthorizations, was then taken up; the sponsor explained it would send unspent general fund capital outlay money to a Capital Development and Reserve Fund and tribal project balances to the tribal infrastructure fund. An amendment was offered to redirect the reserve fund money to the state road fund, and debate began, with members discussing road conditions and the purpose of the reserve fund.
