Summary:
The House met with a quorum, opened with prayer and the Pledge of Allegiance, and then received Senate messages, committee enrollment reports, and a series of House resolutions. Members adopted or advanced numerous resolutions recognizing individuals and institutions, expressing condolences, and creating or continuing study task forces on topics including homeownership assistance, speech-language pathology assistant licensure, clean water, Medicaid reporting, voter accessibility, air monitoring, fire chief operations, maternal health, and other issues. Several Senate resolutions were also concurred in, and personal privileges were used to recognize the family of Susan Ann Taylor Bidding and to commend Anita Whitaker LaFontaine and her father, Green Whitaker, Sr.
The House then moved through Senate bills on final passage. Bills approved included measures on registrar of voters compensation, dental coverage related to cancer treatment, paid parental leave planning for educators, election supervisor compensation days, weight management services, nursing facility quality oversight, a Slidell hotel occupancy tax subject to voter approval, medical debt interest-rate limits, Medicaid coverage for weight-loss medications, a shrimping-related butterfly net exception, public works design-build contracting, and a municipal lead-service-line replacement measure. Some bills were temporarily returned to the calendar, including measures on water utility service lines and registrar compensation, while others passed with strong bipartisan margins.
The chamber also considered Senate amendments to many House bills and concurrent resolutions. Members concurred in amendments on topics such as hospital stabilization, student loan access for certain professional degrees, rural economic development, behavioral health and school policies, retirement and compensation provisions, food labeling, climate-change litigation, school emergency plans, anti-cancer medication coverage, domestic abuse procedures, and several infrastructure and workforce measures. A few bills were rejected for further conference, including some retirement, alternative power, and AI-related provisions. The session ended with the House taking a one-hour recess for lunch, with instructions to return by 12:45.

Summary:
The House convened with a quorum, opened with prayer and the Pledge of Allegiance, and received Senate messages, including several Senate bills and resolutions that were referred or laid over. The chamber also adopted a series of House resolutions honoring local organizations, commemorations, and community events, and referred one resolution on climate action to Natural Resources. Several Senate bills were read and referred to the appropriate committees, including measures on peer review confidentiality, higher education research security, pre-K program standards, police civil service, and a memorial highway designation.
The main floor business was the budget. The House considered House Bill 1, the general appropriations bill, in Committee of the Whole and reviewed major funding levels and committee changes across state government. The bill included significant funding for early childhood education, higher education, TOPS, health care, corrections, public safety, transportation, and other agencies, along with adjustments tied to LASERS debt payoff, Medicaid, MFP, and various one-time or recurring items. Members heard brief questions on higher education funding and DOTD road needs, but no amendments were offered on the floor during the schedule-by-schedule review. HB 1 was reported from Committee of the Whole with amendments and then finally passed by a vote of 104 yeas.
The House then took up House Bills 2 and 3, the capital outlay bill and the omnibus bond authorization act, both of which were explained as the financing measures for the capital program. HB 2 emphasized limited member project funding, reallocation of dormant projects, and bundling of projects to move them forward more efficiently; HB 3 authorized the bond sales needed to fund HB 2. Both bills passed unanimously or near-unanimously. The chamber also passed supplemental and fiscal bills including HB 312, HB 313, HB 383, HB 314, HCR 3, HB 983, and HB 1126, covering supplemental appropriations, treasury fund transfers, ancillary funds, hospital assessments, judiciary funding, and legislative expenses. The meeting ended with personal privileges, staff recognition, announcements, and adjournment to Monday at 1:00 p.m.

Summary:
The House convened with a quorum, prayer, pledge, and a series of personal privileges recognizing visitors and honorees, including Northside High students, the YMCA’s 175th anniversary, Literacy Day, Special Olympics Louisiana, a 75th wedding anniversary, police jurors, Young Marine Sergeant Valerie Uitt, Elmer’s, and other community guests. The chamber also received Senate messages, including refusal to concur in House amendments to SB 149, concurrence in several House measures, adoption of Senate resolutions, and passage of multiple Senate bills. House resolutions were introduced and many were adopted without objection, including measures honoring local events, organizations, and individuals, as well as resolutions on literacy, municipal day, firefighters appreciation, and sports-related commendations. Committee reports moved numerous House and Senate bills and resolutions forward, and members were urged to monitor the Senate calendar to ensure House bills had Senate sponsors before being returned late in session.
Several bills were debated and passed. HB 175 created a Veterans Service Grant Fund funded by $500,000 annually from Louisiana Lottery net proceeds, overseen by a board within the Department of Veterans Affairs to award grants to eligible veteran-serving nonprofits, colleges, JROTC programs, veteran courts, and local governments; it passed after questions about the use of lottery proceeds and the role of nonprofits. HB 198 authorized ambulatory surgical centers to perform certain procedures and be reimbursed at Medicare rates, and HB 437 restricted expert witnesses from receiving contingency-style compensation tied to case outcomes after debate over ethics and whether the bill was necessary. HB 488 created the Bell Chase Bridge Merit-Based Special Fund to support the bridge toll buyback effort. HB 763 required a centralized public database of government settlement agreements and consent decrees, with confidentiality protections preserved, and passed after questions about sensitive cases. HB 989 required commercial health coverage for behavioral health crisis services, HB 971 addressed Medicaid reimbursement parity for rural health clinics, HB 981 created a law enforcement recruitment/retention incentive stipend for campus police at public postsecondary institutions, HB 1066 clarified that campus police are not eligible for state supplemental pay, and HB 1089 established care accounts for future medical expense awards, with amendments limiting certain case types and providing for reversion of unused funds.
The House also reconsidered and defeated HB 225, a constitutional amendment to impose a lifetime gubernatorial term limit, and HB 730, concerning airport authority regulation of automatic dependent surveillance broadcast systems. Several resolutions were adopted, including HCR 76 continuing a health inequities task force, HJR 77 urging federal action on H-2B seasonal employer designation for the crawfish industry, HJR 67 creating a task force on military drivers without civilian licenses, and HCR 69 urging DOTD to study Interstate 12 safety improvements. The chamber adopted numerous additional commemorative resolutions and concurred in Senate resolutions recognizing sports figures, Mental Health Awareness Month, state observances, and school achievements. Overall, the day featured a mix of ceremonial recognitions, committee reporting, and floor action on veterans, health care, transparency, labor, transportation, law enforcement, and court-related legislation.

Summary:
The Senate convened, established a quorum, offered the invocation and pledges, and recognized the doctor, psychologist, and nurse of the day. The chamber then hosted several honorary introductions and citations, including congratulations to the Murray State College shotgun team for winning back-to-back national championships and to the Coedah High School varsity wrestling team for a record-setting 5A season and state title. Both groups were formally presented citations and received Senate applause.
The Senate also considered Senate Resolution 30, which reaffirmed Oklahoma’s sister-state relationship with Taiwan, supported stronger economic and diplomatic ties, and celebrated the anniversaries of the Taiwan Relations Act and the Oklahoma-Taiwan relationship. The resolution was adopted by voice vote after brief remarks from Senator Peterson and a representative from Taiwan’s office in Houston, who thanked the Senate and spoke about Taiwan’s trade relationship, economic growth, and international challenges.
The meeting included introductions from several student pages, who described their schools, sponsoring senators, and future plans. Announcements were made for committee meetings, including Revenue and Taxation, Health and Human Services, and Appropriations and Budget, along with a reminder about Diabetes Awareness Day. The Senate then adjourned until Tuesday, April 14th at 9:30 a.m.

Summary:
The committee met with a quorum and first took up House Bill 1165, which was converted into a substitute bill to reorganize the Avoyelles Parish court system by creating two city courts, one for Marksville and one for Bunkie, and expanding their jurisdiction parishwide, including small claims and certain misdemeanor, civil, and juvenile matters. The sponsor and supporting judges said the change would better use existing courts and improve access to justice, while the district attorney opposed it, arguing it would not help the criminal docket, could create staffing and constitutional issues, and needed more study. After questions about voting districts, appellate procedure, and minority vote dilution, the committee adopted the substitute and reported the bill favorably.
The committee then heard House Bill 1064 creating a domestic violence intervention court pilot program in the 19th Judicial District, with testimony from the Criminal Justice Coordinating Council and the YWCA describing a specialty court model focused on accountability, victim services, and wraparound support. The bill was reported favorably. House Bill 341, clarifying law enforcement officer rights during administrative investigations, was amended to specify administrative matters and reported with amendments. House Concurrent Resolution 64, as amended, expanded a study of behavioral health courts to include additional parishes and a later reporting deadline, and was reported favorably. House Bill 579, the sexual assault survivor bill of rights, was amended to strengthen notice, confidentiality, and funding provisions and then reported favorably.
Later, House Bill 1004, which would have raised the jurisdictional threshold for justice of the peace courts from $5,000 to $7,500, drew significant opposition from city court judges who warned of unintended consequences, including different evidentiary standards, possible attorney-representation issues for entities, and added burdens on district courts. Supporters framed it as an inflation adjustment and access-to-justice measure, but after debate the committee voted 5-11 to defer the bill. House Bill 183, limiting courthouse cell phone bans in fee-payment areas, was amended and then failed on a 7-7 tie with the chair voting no. The committee also reported favorably House Bill 451 on ATC hearing notices, House Bill 541 on micro distillers via substitute, Senate Bill 44 on tactical medical professionals’ firearms, House Resolution 37 honoring veterans who served in Honduras, and House Bill 89 requiring a district attorney office to pay certain retirees’ health premiums from its own funds. Several other bills were voluntarily deferred, and the meeting ended with a motion to adjourn.
