Summary:
The State Powers Committee met with a quorum and heard Senate Bill 1287, presented by Representative Crosswhite Hader. The bill was described as closing a loophole in the Abstractors Board’s authority so it can deny a license to someone who is not legally authorized to work in the United States. Representative Gann asked how the measure would affect a foreign company organized in another state that buys land in Oklahoma, and the author responded that the bill applies to individual license holders and would require them to prove they are legally eligible to be licensed.
After questions, the committee moved to a due pass recommendation. There was no further discussion, and the bill was reported out of committee by a 4-0 vote. The chair thanked members and the author, noted it was likely the last meeting of the session, and the committee adjourned.

Summary:
The committee met with a quorum and took up House Bill 3329. Before testimony, the committee adopted a proposed committee substitute as the working draft. Representative Osborn explained that the bill was a cleanup measure related to a previously passed sunset bill: a long-term care facility advisory board had mistakenly been restored in the earlier bill and this follow-up would remove it again. He said the bill was needed as a procedural fix and noted that, if another related bill passes, this one would be signed last to avoid conflicts in session law.
Members asked why the correction could not simply be handled in the Senate, and Osborn responded that they did not want the larger bill to return for another vote and risk timing problems. There was also discussion about possible conflicts between session laws and the need for a companion bill addressing how such conflicts are handled. After discussion, the committee moved a do pass recommendation.
The bill was then approved unanimously by a 7-0 vote, with all members voting aye. The chair announced that HB 3329 would be reported out as do pass and then adjourned the meeting.

Summary:
The Senate convened with a quorum, opened with prayer, and handled several floor introductions, including recognition of an intern, visiting FFA members, and later a Sand Springs state championship football team and Murray County visitors. The chamber also laid over Senate Bill 2067 and adopted a unanimous-consent request to bring HCR 1006 directly to calendar.
HCR 1006, which calls on Congress to propose a constitutional amendment giving states more control over campaign and ballot-initiative money, passed by voice vote. Senate Bill 1226, expanding hit-and-run scene-retention requirements to include property damage, passed 47-0. Senate Bill 1239, dealing with transportation-related statutory cleanup and extending a sunset date for structurally deficient bridge funding from 2026 to 2031, was amended twice, advanced, and passed 44-2, then was approved as an emergency measure. Senate Bill 1309, adjusting the amount that may be reserved from the Roads Fund for debt service, advanced and passed 46-0 as an emergency measure.
Later, Senate Bill 2132, increasing a justice surcharge on credit-card point-of-sale transactions from 2% to 3%, passed 28-17; Senator Hall recorded a personal-interest abstention. The Senate then confirmed Daniel LaFortune to the Oklahoma Tax Commission by a 44-1 roll call vote. The body concluded by moving to adjourn until Thursday, February 19, 2026, at 9:30 a.m. when the clerk’s desk is clear.

Summary:
The Senate opened with a quorum call, invocation, approval of routine motions, and the reading of gubernatorial nominations and several honorary resolutions. The chamber adopted resolutions recognizing Jack and Jill of America Day and DJ Daniel Day at the Capitol, with multiple senators offering remarks praising youth leadership, perseverance, and public service. The Senate also introduced the Doctor of the Day and then proceeded to a long series of floor actions on bills.
A major focus was Committee Substitute for Senate Bill 568, which overhauls special education funding and services in public schools by moving from a placement-based model to an intensity-based system tied to student needs and IEPs. Senators Bettencourt, Creighton, and Menendez emphasized transparency, parent input, evaluation funding, dyslexia services, and better alignment of funding with actual services; Senator Hinojosa shared a personal story about dyslexia and the importance of early intervention. The bill was advanced on second and third reading and finally passed 30-0. The Senate also passed SB 1396 to prohibit national sex education standards in public schools, SB 2065 on the Texas Emergency Services Retirement System, SB 1664 requiring clearer public disclosure of transmission and distribution utility rate changes, SB 1029 on advertising certain used motor vehicles, SB 1120 expanding rights for family violence victims, SB 1036 regulating residential solar retail transactions, SB 464 creating school-proximity restrictions and penalties for tobacco and vaping sales, SB 1035 giving farmers and ranchers equitable relief from certain local agricultural regulations, SB 1610 addressing civil commitment facility safety and prosecution issues, SB 1197 extending drone restrictions to spaceports, and SB 1386 changing legislative witness immunity from transactional to testimonial immunity.
Another major bill was Committee Substitute for Senate Bill 1188, which updates electronic health record requirements. Senator Kolkhorst said the bill builds on Texas medical privacy law by requiring U.S.-based storage of EMR data, prohibiting recording of voter registration status and credit score information, requiring provider verification and disclosure for AI-assisted diagnosis or treatment recommendations, preserving parental access to minors’ records until age 18, and ensuring EMRs can capture metabolic health and biological sex information. A floor amendment clarified the bill’s scope and enforcement, and the bill passed 23-7. Several measures drew debate, especially SB 414 on bond ballot transparency, where Senators Eckhardt and Menendez questioned whether requiring estimated interest and total debt cost on ballots could be misleading or difficult to implement because interest rates and financing terms can change before issuance or over time. The transcript ends during that discussion, with no final action shown on SB 414.

Summary:
The Senate convened with a quorum, heard a guest minister’s prayer and the pledge, and dispensed with reading the journal. The chamber then received Legislative Bureau reports on numerous House bills, many of which were reported favorably or without amendments and ordered to third reading or to the Legislative Bureau. The Senate also adopted a House concurrent resolution commending Special Olympics Louisiana by a 35-0 vote, and it took up several Senate resolutions, including one urging the Navy to use a transparent and competitive acquisition strategy to protect jobs at Conrad Shipyard, one commending Metairie Park Country Day School, one designating Early Ed Day, and one offering condolences for Carolyn Ann Cherry Moore.
The main floor debate centered on Senate Bill 121, the congressional redistricting bill. Senator Morris presented the bill as a response to the federal court’s Calais decision, arguing the current map was unconstitutional and that the new plan should avoid race as the predominant factor while using partisan advantage, incumbency protection, compactness, contiguity, and communities of interest. Senators questioned whether the proposal effectively created a 5-1 Republican map, whether it diluted Black and Democratic voting strength, and whether it split too many parishes. Morris said the map was drawn from the 2022 plan, tweaked in committee and again on the floor, and that litigation was likely regardless of the final version.
Two competing amendments drew extended debate. Senator Morris’s amendment, which further refined his map, was adopted 26-10. Senator Price then offered an alternative map based on an amicus brief and algorithmic criteria, arguing it would create two opportunity districts, split fewer parishes, avoid using race, and better reflect the state’s partisan balance; supporters said it was fairer and more compact, but it failed 10-27. After the amendments, the Senate returned to SB 121 for further questions, with members continuing to debate whether the bill’s 5-1 structure was a lawful partisan gerrymander or an impermissible racial dilution of voting strength.
