Committee: Senate Energy
Summary: The committee took up several measures dealing with environmental regulation, waste management, and energy. Early on, it passed sunset-extension bills for the Oklahoma Climatological Survey and several environmental advisory councils. It then heard extensive debate on HB 1907, the Battery Stewardship Act, which would create a battery recycling system for small and medium batteries through DEQ. Supporters argued it would reduce landfill and garbage-truck fires, protect the environment, and create recycling value, while opponents raised concerns about added regulation, costs shifted to producers and retailers, and the creation of a new state FTE. Despite those objections, the bill passed 8-3. The committee also considered HB 3403, a pilot study on biosolids and sewage sludge applied to farmland. Members debated a committee substitute that shortened the study timeline from five years to three years and added a phased rollback of land application. Supporters said the study was needed because of unresolved questions about PFOS, pharmaceuticals, heavy metals, and other contaminants, while critics argued the timelines conflicted and the bill could be hard to implement. The committee substitute was adopted, an amendment to delete key rollback provisions failed, and the bill ultimately passed 8-2 after testimony from Oklahoma City utilities officials and multiple rounds of questions about testing, health risks, and disposal practices. The committee then passed HB 3175 to establish the Oklahoma Advanced Nuclear Energy Office, with members noting it would have minimal fiscal impact and could help Oklahoma build nuclear expertise and jobs. It also passed HB 3986, expanding a gross production tax exemption for wells completed with recycled water, and HB 3466, which removes the statutory requirement that the Corporation Commission maintain a petty cash fund. Finally, HB 3411, another biosolids-related bill to buy testing equipment and provide information to landowners, and HB 4246, a rural water transparency/lowest-bid bill, both passed unanimously or near-unanimously. The meeting ended with the chair thanking members and adjourning.

Summary: The committee heard testimony on several bills. Second Substitute House Bill 2479 would create a wage recovery program within L&I to advance part of unpaid wages to low-wage workers facing immediate hardship, funded by civil penalties, while also increasing and restructuring wage theft penalties and complaint prioritization. Supporters, including the prime sponsor, labor advocates, and employer representatives from the work group, said it would help workers get paid faster and was a consensus proposal; questions focused on how the current complaint process works and whether general fund money would be needed. Engrossed House Bill 1941, as amended, would allow licensed cannabis producers to form agricultural cooperatives, with the striking amendment limiting any cooperative to three producer licenses; supporters said cannabis producers should have the same cooperative tools as other agricultural sectors, while some testimony urged future changes for interstate commerce and warned against consolidation. Engrossed Substitute House Bill 2476 would expand the spirits, beer, and wine theater license from 120 to 200 seats per screen and add stronger alcohol-control measures when minors are present; theater operators and LCB supported the change, and committee questions focused on youth access and enforcement. House Bill 1526 would allow snack bar licensees to sell wine by the glass in addition to beer; the sponsor said it simply modernizes the license, and LCB noted a likely fee alignment issue and a small revenue impact. Engrossed Substitute House Bill 1155 would void non-compete agreements and expand related notice and non-solicitation rules, with testimony split between labor and worker advocates supporting broader worker mobility and business and health care groups seeking narrower exemptions for executives, physicians, and financial institutions. Engrossed Substitute House Bill 2303 would prohibit employers from requesting or coercing employees to accept microchip implants, with no testimony offered. Substitute House Bill 2405 would create a three-year pilot for earlier PTSD treatment coverage in workers’ compensation for eligible occupational disease claims, with L&I supporting it as a way to improve outcomes and reduce long-term costs. The committee also took public testimony on these bills, with strong pro and con positions noted on the wage recovery, cannabis cooperative, and non-compete measures. In executive action, the committee adopted a striking amendment and passed House Bill 1069, narrowing it to Department of Corrections employees and making supplemental retirement bargaining mandatory, despite concerns from one member about the change. The committee also adopted a striking amendment on House Bill 1347 concerning cannabis testing labs, then passed it to Rules; passed Second Substitute House Bill 1701 on liquor licensees sharing property; passed House Bill 291 on employee information for public employers to Ways and Means; passed Engrossed Substitute House Bill 2229 updating engineer registration provisions; passed House Bill 2264 on unemployment eligibility for workers in employer-initiated layoffs; passed Substitute House Bill 2472 adding enforcement for sprinkler contractors and fitters; and passed Second Substitute House Bill 2345 on paid family and medical leave premium allocation. A striking amendment to Second Substitute House Bill 1128 creating a child care workforce standards board was not adopted, and the bill then passed to Rules. The committee also announced it would hold House Bill 1066 for later action and planned to return the next day for its final executive session.

Summary: The House State Government & Tribal Relations Committee heard testimony on House Bill 2514, which would create a work group to plan a Global War on Terror Memorial on the Capitol campus. The prime sponsor and supporters, including veterans, Gold Star family members, and military advocates, said the memorial would honor Washingtonians who died in Iraq and Afghanistan and those who later died by suicide, while helping secure private fundraising and a concrete plan for the project. No opposition was recorded during the hearing, and the bill was later closed without a vote in the transcript excerpt. The committee also heard House Bill 2661, which would create a temporary task force to study public records request abuse, including frivolous, retaliatory, or harassing requests, and consider possible reforms. Supporters from cities and school-related organizations said some agencies face heavy costs, legal review burdens, and repeated or overly broad requests, especially in schools. Opponents from open-government and media groups argued the bill misdiagnoses the problem, could restrict access, and should instead focus on better staffing, training, technology, and compliance. The hearing ended without a vote in the excerpt. In executive session, the committee voted to advance several bills. It reported out proposed substitute House Bill 2637, which expands Public Records Act exemptions for certain personal information, on a 4-3 vote; House Bill 2632, which updates terminology for noncitizens, on a 4-3 vote; proposed substitute House Bill 2499, on conservation district governance and disclosure rules, on a 4-3 vote after rejecting two amendments; House Bill 2198, concerning the statewide credential catalog and online repository, on a 6-1 vote; and House Bill 2520, allowing emergency meetings outside a county seat and clarifying Open Public Meetings Act procedures, on a 7-0 vote.

  • Senate Bill 1361 has passed the Senate.
  • House Bill 511 has passed the Senate.
  • House Bill 610 has failed to pass the Senate and will be returned to the House of Representatives.
Summary: The Senate convened with a quorum, prayer, pledge, and approval of the prior day’s journal, then moved through committee reports, House messages, and bill introductions. Several measures were referred to committees or held on the calendar, including new Senate bills and a number of House bills and resolutions. The chamber also received enrolled bills and transmitted others between the House, Senate, and governor’s office. The main floor action centered on Senate Bill 1363, the natural resources maintenance appropriation. The bill funded maintenance budgets for the Department of Environmental Quality, Fish and Game, Lands, Parks and Recreation, Water Resources, and the Endowment Fund Investment Board, with reductions tied to statewide adjustments and removal of one-time funding. Supporters described it as a responsible “tightening of the belt,” while opponents argued the cuts would harm firefighting, water management, park staffing, permitting, and other services. After debate, the Senate passed SB 1363 on a roll call vote of 28-7. The Senate then considered and passed House Bill 558, protecting federal survivor and dependent benefits for children in state custody; House Bill 500, clarifying e-bike and bicycle traffic protections; House Bill 577, eliminating mandatory 10-year license plate replacement; House Bill 636, allowing school districts to use facilities funds for lease purchases; House Bill 539, limiting temporary administrative rules; House Bill 511, raising the cap on the fire suppression surcharge for structures on forest land; House Bill 639, updating midwifery medication authority; and House Bill 628, expanding parent-taught driver education options. House Bill 620, giving county commissioners special-expertise status in federal land management planning, also passed. House Bill 610, which would have extended the homestead tax exemption to homeowners absent for religious missionary service, failed on a 16-17 vote. The Senate then returned to miscellaneous business, made announcements, and adjourned until the next day.

Summary: The Committee on Licensing and Administrative Procedures met with a quorum present, corrected the minutes from April 8, and then took up a long list of pending bills, most of which were reported favorably or left pending after hearing testimony. Early action included HB 1764 (accounting practice for certain out-of-state CPAs), HB 1788 (continuing education for barbers and cosmetologists on recognizing and assisting victims of sexual assault, domestic violence, and human trafficking), HB 2204 (land surveyor regulation), HB 2885 (local option elections on alcohol sales), HB 2996 (gambling offense definitions and prosecution), HB 3250 (real estate appraisals and appraisal management companies), HB 3352 (driver education on work zones), HB 3385 (farm winery permit), HB 3756 (powers of certain nonresident sellers’ permit holders who also hold a winery permit), HB 3816 (cruelty to livestock animals), HB 3913 (real estate licensing), and HB 3928 (electronic notice of towed vehicles), all of which were advanced with unanimous or near-unanimous votes. Several of these bills were reported with committee substitutes, and some were also sent to the Committee on Local and Consent Calendars. The committee then heard testimony on HB 2278, which would legalize limited home distilling of spirits for personal or family use and add honey as an approved ingredient; supporters framed it as a consistency and freedom issue, and the bill was left pending. HB 3920, a TDLR workforce/CTE bill, and HB 1301, which would allow beer or malt beverages to be sold at certain wineries with on-site restaurants, were also laid out and left pending after discussion. HB 2776, aimed at tightening massage therapy licensing restrictions for people convicted of sexual and trafficking-related offenses and strengthening TDLR enforcement, and HB 3848, which would allow electronic filing of elevator and escalator inspection reports, were both heard and left pending as well. A major portion of the meeting focused on alcohol-related bills. HB 4215 would place delivery network companies under a statewide TDLR regulatory framework; Favor Delivery supported it, and it was left pending after the committee substitute was withdrawn. HB 4172 and HB 2820 would raise bingo reserve limits and update charitable bingo rules; supporters from veterans and nonprofit groups argued the changes would help charities, but both bills were left pending after the substitutes were withdrawn. HB 4463, a broadly supported bill allowing contract brewing and alternating brewery proprietorships, was also left pending. HB 4284 would remove the “excessive discount” prohibition in alcohol sales, HB 4285 would allow airlines to store alcohol within five miles of an airport in the same county, HB 4517 would create a complaint process for Texas distillers not paid by wholesalers, and HB 4773 would let breweries and brewpubs transport their own beer between facilities; HB 4773 drew the most debate, with supporters citing efficiency and opponents warning about unintended consequences and possible effects on the three-tier system, but it too was left pending. The committee also heard and left pending a series of TDLR cleanup bills and other measures, including HB 4765 through HB 4769, HB 4830 on service contracts for lease vehicles, HB 5506 giving civil immunity to ringside physicians at combative sports events, and HB 4690 on gasoline vapor pressure compliance. The meeting ended after all business was completed and the committee adjourned.
