  • It started simply in that we already have a GRT exemption for co-payments and deductibles.
  • Medicaid payments, and they have to pay GRT on medical supplies and certain types of insurance payments
  • And those are organized by six-digit. NAICS codes. So it goes down pretty specific.
  • It's not always drilled down to the six-digit. So this analysis was done.
  • Does it mean there's a direct payment from the state?

Summary: The Joint Finance-Appropriations Committee first approved a technical correction to the Health and Welfare Division of Licensing and Certification budget, restoring 2 FTP that had been cut in error while leaving funding intact. The committee then adopted language extending the deadline for Medicaid’s state plan amendments and waivers related to the move to comprehensive managed care, after discussion of delays tied to the MMIS procurement and litigation. Both items received do-pass recommendations. The committee next considered Public School Support, beginning with a FY 2026 supplemental for the Division of Student Support to add $7.8 million in federal spending authority so schools can access full federal grant allocations. That supplemental passed. For FY 2027, members debated several competing motions on the Student Support Division budget, including proposals to reduce classified staff funding, add health insurance funding, and cut virtual school-related funding. After multiple failed motions, the committee ultimately approved a motion reducing the general fund by $14,751,600, including a $3 million reduction to virtual school discretionary funding, and adopted related language. Additional language was also approved to require reporting on virtual enrollments, shift English learner funding from central services to direct LEA distribution, modify technology curriculum contract requirements, require special education expenditure reporting, and reduce transportation funding by $7.5 million by undoing a prior statutory change. The committee then turned to the Idaho Digital Learning Academy. After extensive debate over alleged double-funding, rural access, and the absence of a policy bill, members rejected a larger $15 million reduction and then approved a smaller $13,500 reduction tied to the pending policy bill’s fiscal note. They also adopted language restricting PCIF access, requiring compliance reporting on DEI-related courses, and requesting a detailed report on IDLA expenditures, enrollments, and usage, including synchronous versus asynchronous instruction and course-level data by LEA. The meeting ended with notice that the committee would next take up the Secretary of State budget and trailer bills, with an additional 7:30 a.m. meeting before the Monday session.

Summary: The hearing began with a stakeholder presentation from Let California Kids Hear urging coverage of pediatric hearing aids for children in the large group market. Advocates described the issue as a long-running developmental emergency, argued that existing state efforts have been inefficient, and said the new proposal would cover about 70% to 80% of affected children without new spending by redirecting existing dollars. Public commenters, including parents, audiologists, and children’s advocates, strongly supported the proposal and emphasized the need for timely access to sound. The chair thanked the group and noted hope for a future fix, including continued work on the exchange market. The Department of Finance then gave a broad budget warning about the state’s more than $20 billion structural deficit and said new investments must be weighed against out-year shortfalls. HCAI followed with an overview of its programs, including CalRx insulin and naloxone, reproductive health grants, the Office of Health Care Affordability, seismic hospital compliance, workforce programs, and the Data Exchange Framework. Members asked about geographic targeting of workforce funds, behavioral health pipeline programs, the status of the 21st Century Nursing Initiative, and future CalRx products such as EpiPens and GLP-1s. HCAI also described its enforcement approach for health care spending targets, saying the board would not change the targets in response to H.R. 1, and outlined the diaper access initiative, which will distribute diapers through hospitals in higher-need areas. Several HCAI budget items were discussed and held open, including additional expenditure authority, the transfer of the Data Exchange Framework and Office of the Patient Advocate, long-term care payment transparency staffing, and reporting on health care worker waiting periods. The department also presented its Behavioral Health Services Act workforce initiative and a proposed $100 million General Fund offset, which both the LAO and the chair questioned as unclear and potentially one-time in nature. HCAI said the final workforce plan would be adjusted after stakeholder consultation if the offset proceeds. The department also described the Rural Health Transformation Program, saying California received $233.6 million in federal funds, had to revise its proposal to satisfy CMS, and must obligate the money by October 30; the program will fund rural care models, workforce development, and technology, with grants rolled out on a phased basis. The Department of Managed Health Care then presented its budget and three legislative implementation requests: SB 41 on PBM reform, SB 306 on prior authorization transparency, and AB 1041 on provider credentialing timelines. Finally, the administration outlined a menopause care proposal requiring coverage and education for menopause-related services, provider training, and an outreach campaign, with DMHC requesting staffing and funding to implement and enforce the new requirements. Throughout the hearing, most items were held open for later action, and no final votes were taken in the portion provided.

Summary: The committee heard testimony on SB 2433 SD1 relating to condominiums, which would direct the condominium education trust fund toward educational resources for unit owners and require the Real Estate Commission to ensure owners’ interests are represented in funded activities and related rulemaking. Supporters, including the Hawaii Real Estate Commission and a condominium owner advocate, said owners need a seat at the table in condo governance and education efforts. Committee discussion focused on whether the bill was necessary, with the Real Estate Commission indicating it could already use the trust fund for owner education and that owners are already considered stakeholders, though not through a specific commission seat. No vote was taken during the excerpted discussion. The committee then took up SB 2047 SD2 HD1 on pharmacy benefit managers, which would set requirements for maximum allowable cost reimbursement, allow reverse-and-rebill claims after successful appeals, and authorize fines for violations. The Insurance Division offered comments, the Hawaii Pharmacists Association supported the measure with amendments and suggested future PBM reform funding, and Kaiser Permanente requested a technical amendment. A committee question raised whether the staffing and resource request for implementation was too large for a bill focused only on MAC pricing, and the witness said he would provide more data to the next committee. No final action was shown. Next was SB 2425 SD2 HD1 on health insurance and substance use disorder treatment, requiring insurers to honor written assignments of benefits to SUD providers and prohibiting anti-assignment clauses. Supporters described patients being unable to access treatment because of high out-of-pocket costs and said direct payment would reduce harm for people in recovery. HMSA opposed the bill but said it would begin direct payments to non-participating SUD facilities effective March 27, while continuing to object to the assignment-of-benefits portion because of fraud and balance-billing concerns; the Hawaii Association of Health Plans also opposed. Members questioned HMSA about reimbursement mechanics and why the bill was needed if coverage policies were already changing. Finally, the committee heard SB 3045 SD1 HD1, which would require coverage of continuous glucose monitors and related supplies, including for Medicaid managed care, under certain conditions. DHS and the Insurance Division offered comments, while SHPDA, Hilo Benioff Medical Center Foundation, and others supported the bill, citing inconsistent access and a case in which a woman allegedly died after being denied a CGM. HMSA said it already covers medically necessary CGMs and had updated its policy in 2025 for type 1 and insulin-dependent patients, but it raised concerns about expanding mandated coverage to type 2 and gestational diabetes and about supply impacts. The committee also discussed whether the bill duplicated existing coverage standards and why it had been introduced repeatedly. No votes or final dispositions were included in the excerpt.

Summary: The Assembly Appropriations Committee held its August 13, 2026 suspense-file hearing on Senate bills, with the chair opening by thanking staff and recognizing consultant Jennifer Swenson’s retirement after 30 years in the Legislature. The committee explained that it was weighing the fiscal impact of 293 bills and that some would move forward while others would be held because of cost, duplication, or competing budget priorities. The committee then took up the suspense file in alphabetical order and acted on a large number of measures, sending many to the Assembly floor as due pass or due pass with amendments. Examples included bills on battery recycling, wildfire resilience loans, mobile home park disaster assistance, price gouging, veterans’ property tax exemptions, housing and insurance issues, energy and utility regulation, election procedures, criminal justice, health care, education, housing, environmental protection, and artificial intelligence. Many bills were amended to narrow scope, delay implementation, add reporting requirements, clarify definitions, or reduce costs; others were held in committee. Among the notable actions, several bills were advanced on roll calls while others were held, including measures related to water quality, utility rate information, juvenile detention, CARE Court, and various housing and energy proposals. The committee also moved a number of sunset and technical cleanup bills, and several members requested to be added as principal or joint authors on amended measures. At the end of the hearing, the chair noted that the committee had moved a large number of bills to the Assembly floor, usually with amended language, and that the amended versions would be posted online. The hearing then adjourned.

Summary: The Assembly Budget Subcommittee 5 on State Administration held an informational hearing on budget issues for the Department of Veterans Affairs, the Department of Cannabis Control, the Department of Consumer Affairs, the Commission on the Status of Women and Girls, and the California Arts Council. The chair noted there would be no votes. CalVet gave an overview of its programs serving veterans and families, including transition assistance, county veterans service officers, education approvals, housing and homelessness programs, home loans, long-term care homes, and state veterans cemeteries. Members asked about future long-term care needs for aging veterans, staffing and recruitment challenges at veterans homes, and the Yountville steam infrastructure replacement project, for which CalVet sought a $38.8 million reappropriation and said federal reimbursement was expected. CalVet also discussed the role of county veterans service officers in helping veterans file claims and avoid predatory unaccredited representatives. The Department of Cannabis Control described its regulatory role from seed to sale and requested one position to implement SB 1064’s combined activities license. Members and public witnesses focused heavily on the illicit cannabis market, enforcement staffing, and the impact of taxes and fees on the legal market. DCC said it had roughly 87 enforcement positions with about a 15% vacancy rate and more than 200 compliance staff. Its economist presented the 2024 cannabis market report, which found licensed production and retail quantity were up, but retail value and prices were down, with an estimated 11.4 million pounds of illicit production and about 60% of California consumption still coming from the illicit market. Industry witnesses argued the legal market is in crisis, urged repeal of the scheduled excise tax increase, stronger enforcement against illicit cannabis and hemp-derived intoxicants, and expanded retail access. The Department of Consumer Affairs briefly presented nine budget proposals, including a $2.6 million ongoing request to maintain a business modernization system for several boards and bureaus. The Commission on the Status of Women and Girls described its work on economic and educational equity, health care, violence prevention, student rights, and archival and outreach projects, and said its budget request would convert limited-term positions to permanent. A member urged the commission to narrow its priorities toward current issues such as affordability, child care, and women’s health. The California Arts Council outlined its role as the state’s only statewide arts funder and requested restoration of $5 million in local assistance; supporters testified that the funding would leverage additional local investment and help sustain arts access, especially in rural communities. The hearing ended after the non-presentation items were noted and no further public comment was offered.

Summary: The Senate opened with roll call, a prayer by campus pastor Anthony Brown, and the Pledge of Allegiance. After the journal was read, the chamber took up a series of resolutions and bills, beginning with measures directing studies on mineral servitudes, student non-enrollment determinations, autism services, school nurse orientation, declining school enrollment, behavioral health and homelessness, floodplain map updates, opioid treatment in correctional facilities, oversized vehicle permits, rural economic development, hunting education in schools, and fraud prevention for seniors. Several local and commemorative resolutions were also adopted, including Tangipahoa Parish Fair Day, recognition of Lane Frenchy Boudreau’s military service, and a memorial resolution honoring Bob Bowman. Personal privilege remarks also recognized festival royalty, the Westlake High School baseball team, Dr. E. Joseph Savoy, and 101-year-old Thelma Smith Williams. The Senate concurred in or adopted numerous House concurrent resolutions, often after brief explanations and, in some cases, amendments. These included measures on criminal history background checks for ambulance personnel, autism support services, school nurse orientation, acute care access for individuals with developmental disabilities, child abuse reporting training, physical therapy student loan eligibility, migratory waterfowl research, and a task force on senior fraud prevention. The chamber also adopted resolutions related to seafood competitiveness, bridge backup motors, I-12 improvements, and a Louisiana Energy Protection Act-style climate litigation measure, along with a resolution supporting Preeclampsia Day and a new Woman’s Hospital initiative. The Senate then moved through a long calendar of House bills on third reading and final passage. Bills passed included measures on Safe Haven Law postings in schools, official journal pricing, the Governor’s Task Force on Impaired Driving, the Bayou Growth Opportunity Workforce Program, sexual assault survivor rights, intercollegiate athletics revenue-sharing records, renewable energy recycling, school emergency operations plans, the Louisiana FIRST data system, oilfield site restoration fees, inmate programming, automatic reinstatement of suspended driver’s licenses, special vehicle permits, climate-change damages, the Louisiana Center for State Schools, the Sexual Assault Survivor Empowerment Task Force, fire limits, police chief appointment in Folsom, digitized credentials, Sewage and Water Board procurement, behavioral health crisis insurance coverage, the Louisiana Talent Accelerator Office, indigent defender fee thresholds, prestige license plates, public license tag agent fees, highway naming, public defender terminology cleanup, an improvement district in Orleans Parish, a Democratic Party license plate, DWI-related substance definitions, commercial driver’s license rules, and a Shreveport demolition/local property bill. Several measures drew debate, especially HB 608 on athletics revenue-sharing transparency, which passed 32-13 after concerns about public records and taxpayer transparency. The final bill mentioned, HB 1059 on TOPS math requirements, was introduced at the end of the transcript but its disposition was not shown.
