Summary: The committee first heard May Revision child care and human services items. The Department of Child Support Services described two technical adjustments, which the analyst supported. The Department of Social Services then walked through child care proposals, including a reduction in federal and Proposition 64 funding absorbed through a shift from General Child Care to the Alternative Payment program, a 2.01% child care COLA, disaster-related infrastructure grants, a new administrative support cost structure for Alternative Payment agencies, the removal of prospective pay funding after a federal rule change, a reappropriation for existing infrastructure grants, and estimates of unspent child care funds. The Legislative Analyst’s Office recommended asking for more justification for shifting reductions to CAP, supported the COLA reduction but wanted consistency across programs, recommended removing prospective pay funding, opposed the administrative cost shift, and suggested further review of disaster grant alignment. Members pressed the administration on why more slots would be cut for the same savings, why the COLA was reduced, and whether the administrative percentage would grow over time. The administration said the changes were intended to avoid disrupting currently enrolled families, reflect point-in-time relinquishments and unspent funds, and stabilize contractor operations. Public commenters, including providers, advocates, and county representatives, urged full COLA funding, rejection of child care slot reductions, preservation of prospective pay, and continued investment in child care infrastructure and access. The subcommittee then recessed before moving to health items. In Part B, the Department of State Hospitals presented its May Revision proposals, including a central utility plant replacement project at Metropolitan State Hospital, funding for a continuum electronic health record system, reduced county bed billing authority to reflect phase-in of additional LPS beds, limited contract exemption authority for online clinical subscription services, reversion of prior-year unspent operating funds, and a workforce development proposal to use Behavioral Health Services Act funds instead of General Fund for training programs. The department said the EHR would modernize records and improve continuity of care, and that the contract exemption would prevent delays in essential clinical information services. No votes were taken in the excerpt provided.

  • answer to Representative Price's question would have been more accurate if it was that this bill dilutes
  • Would you agree that that does dilute or diminish the authority of the library board?
Summary: The committee first approved the minutes from February 10, 12, and 16, 2026, and welcomed a new page, Allie Silvers, who introduced herself as a 17-year-old from Twin Falls. The committee then took up three bills. House Bill 661, a solid waste measure, would make a one-word change from “county” to “city” so a contractor working for a city could choose its temporary waste container service; it was moved and sent to the floor with a due pass recommendation without opposition. House Bill 715 would change the process for hiring and firing directors of city-owned libraries by requiring city council approval in addition to the library board’s recommendation. Representative Cornilles said the bill was prompted by a problem in one city and would affect 55 cities. Testimony in opposition came from library supporters Heather Stout and Vicki Fadness, who argued the current system has worked for decades, that library boards have the expertise to manage directors, and that the bill would create two bosses and amount to government overreach. The bill’s supporters said elected officials should have oversight of city-paid employees, and the committee voted to send the bill to the floor with a due pass recommendation. House Bill 658 addressed vacancies on cemetery maintenance district boards when a quorum is lost through resignation, death, or other causes. The bill would let county commissioners fill vacancies, require appointees to be qualified electors and property taxpayers in the district, and allow counties to temporarily handle essential district functions until a board is restored. Sponsors described it as a fix for a gap in current law after a cemetery district board became defunct, and said the measure had support from counties and cities. After brief discussion, the committee voted to send HB 658 to the floor with a due pass recommendation.

Summary: The House convened with a roll call, prayer, and the Pledge of Allegiance, then proceeded through routine opening business. The speaker outlined the day’s order of business and the clerk noted measures considered read for the second time and referred accordingly. A large group of 14 pages was introduced, with members recognizing their academic, athletic, and extracurricular achievements and future college plans. Most of the remaining time was spent on announcements and introductions. Members highlighted committee meetings, including Insurance Committee being canceled for the week, Judicial Criminal, GenGov, Admin Rules, Public Health, and Energy-related scheduling reminders. Other announcements included a blood drive to replace canceled donor drives after snow, National School Counselor Week recognition, an Oklahoma Academy event, an OSBI Citizens Academy, and a request for members to meet with committee chairs about assigned bills. There was no substantive floor debate or vote on legislation in the transcript. The only formal action recorded was a motion by the floor leader to adjourn, and the House adjourned until Wednesday, February 4, 2026, at 1:30 p.m.
