A few measures prompted more substantial debate. Senate Bill 456 on workers’ compensation generated extended discussion over whether employers should be allowed to file actions to investigate questionable claims without first cutting off benefits; supporters framed it as a transparency measure, while opponents argued it would increase litigation and disadvantage injured workers. Summary: The Senate convened with a quorum, heard a prayer and pledge, and then moved through a long calendar of House and Senate measures.
