Commerce and Consumer Protection

Bills: SB3275
Summary: The Senate Committee on Commerce and Consumer Protection met in decision-making on SB 2760, which had previously been heard jointly with the Agriculture and the Environment Committee. The committee recommended passage with amendments, including language authorizing suspension of certain regulations as needed to enable quarantine treatments and changing the effective date. No members objected, and the recommendation was adopted by unanimous aye votes from the chair, vice chair, and other senators present. The committee then reconvened on SB 3275 relating to cannabis. The chair explained the bill was being kept moving so the Legislature could continue discussing the impacts of recent federal actions on the hemp industry, especially cultivation and processing of CBD products in Hawaii. The proposed amendments would strike several sections and pages of the bill, remove references to the Department of Commerce and Consumer Affairs, and substitute the Office of Medical Cannabis Control and Regulation, along with technical non-substantive changes. During discussion, several senators raised concerns about CBD purveyors and the effect on the 329 program, and noted constituent communications on both sides of the issue. One senator said they would vote with reservations, and others said they would vote no. Despite the concerns, the committee voted to pass SB 3275 with amendments, and the recommendation was adopted.

  • They've told us repeatedly of the dangers of law enforcement being used against political enemies.
Summary: The committee meeting was focused on the nominations of Brett Shumate and John Eisenberg for significant positions within the Department of Justice. Notable discussions arose over recent public disclosures that questioned the integrity of the nomination process, particularly surrounding Mr. Martin, a candidate whose past comments and associations have raised concerns among committee members. Tensions flared as members addressed potential biases and the implications of Martin’s statements regarding law enforcement and political groups. The meeting concluded with several committee members advocating for more thorough scrutiny of nominations to ensure the integrity of the process.

Education Postsecondary

Bills: S0176 , S0372 , S0720 , S0816
Summary: The Committee on Education Postsecondary met with a quorum present and considered several bills and one confirmation. Senate Bill 720, relating to resident status for tuition purposes for previously incarcerated Floridians, was presented by Senator Osgood and supported by testimony from Eddie Fordham, who described his own reentry and college experience and the difficulty of proving residency after long incarceration. Senators Jones and Rodriguez spoke in favor, emphasizing rehabilitation and access to education. The bill was reported favorably by roll call vote. The committee then approved Senate Bill 372, which would extend the state employee tuition waiver program to sheriff’s office employees on a space-available basis, with support noted from the Florida Sheriffs Association. Senate Bill 176, dealing with campus emergency management, conduct, and workplace violence policies, was also reported favorably after discussion focused on clearer reporting protocols, protective measures, and timely updates for students, faculty, and staff; several groups waved in support. Members also voted to recommend confirmation of Douglas Broxton to the Board of Governors of the State University System. Finally, Senate Bill 816, establishing the University of Florida Diabetes Institute in statute to advance research, prevention, care, education, collaboration, and outreach on diabetes, received supportive testimony from medical and university representatives and favorable comments from senators, including remarks about research, federal funding, and improved outcomes. The bill was reported favorably, and the committee adjourned without objection.

Summary: The Judiciary Committee heard and acted on several measures related to human trafficking, criminal procedure, and child protection. It first took up House Concurrent Resolution 3028, which would direct a legislative study of human trafficking victim services and re-entry programs. The sponsor and supporters emphasized helping victims rebuild basic life and workforce skills and better understanding existing services; YouthWorks and the North Dakota Catholic Conference described current programs and the trauma victims face. The committee discussed overlap with other interim studies, then voted unanimously to give the resolution a due pass, with Senator Braunberger designated to carry it. The committee then considered House Bill 1263, concerning sealing criminal records, and moved it forward without changing the House version after members noted the House had removed presumption language and reduced the waiting period. That bill also received a due pass recommendation. Next, House Bill 1226, which revises the state’s mask law for public places, drew testimony from the sponsor and an expert witness who argued that masking to conceal identity during group criminal conduct undermines public safety and law enforcement. Members debated the House-added requirement that law enforcement request unmasking; the committee adopted an amendment to remove that language, then passed the bill as amended, with Senator Luick to carry it. Finally, the committee heard House Bill 1410, a study resolution on criminal conduct against children, including child sexual abuse, physical abuse, neglect, and the use of artificial intelligence in exploitation crimes. Supporters from the Child Sexual Assault Prevention Task Force, YouthWorks, and the Children’s Advocacy Centers of North Dakota said the study would help update outdated terminology, review AI-related issues, and improve investigation and prosecution tools. The committee approved the resolution with a due pass recommendation, and Senator Cory was assigned to carry it. The committee also received a brief report that, in a quick review, there were 82 active studies introduced, including 10 shall studies and 35 shall-consider studies, with limited overlap identified beyond the trafficking-related measures.
