The cabinet responded that budget office policy generally allows only one reauthorization before a project must be resubmitted, and said many delays are due to acquisition or other project issues. Members also questioned the basis for increased-cost line items and the $5 million request for commercial truck parking; cabinet staff said they could provide original project cost details and that many increases are inflationary, while the truck parking project is expected to use federal funds and is a cabinet priority. The committee also discussed the decline in road fund receipts, which the cabinet attributed largely to lower motor fuels tax revenue. The presentation then shifted to the 2026 recommended highway plan. Officials said the plan covers more than 1,300 projects over six years and anticipates about $9.5 billion in federal and state funding.
