Additional bills discussed included SB 1977, which would cap recoverable legal expenses in electric, water, and sewer rate cases; OPUC and some consumer advocates supported the idea as a way to reduce ratepayer costs, while utility representatives warned it could discourage participation and increase rate shock. The committee also heard SB 1762 clarifying that geothermal energy conservation wells are not battery resources, and SB 783 allowing SECO to proceed with future energy-code rulemaking for state-funded buildings.
