Summary:
The committee met with quorum, approved the September meeting minutes, and received a set of information reports on capital projects, debt, school district bond issues, UK and KCTCS asset preservation projects, and the Louisville Arena Authority’s financial report, with the latter noted as lengthy and expected to be discussed further in person in December. The committee also heard a Finance and Administration Cabinet lease report covering three leases: a temporary lease for the Cabinet for Health and Family Services in Louisville due to ongoing maintenance and safety issues at its current site, a Department of Juvenile Justice lease in Hardin County for a day-treatment/alternative school program, and a Warren County lease renewal. Members questioned the Hardin County lease about the higher rate and limited competition; agency staff explained the specialized school setting, transportation and program requirements, and the difficulty of attracting bidders for alternative-school space. The lease package was approved after roll call.
The committee then considered seven economic development grants: four EDF grants and three KPDI grants. The projects included infrastructure for Allen County’s industrial park, flood-related repairs for Weddington Plaza in the Big Sandy area, an Owensboro manufacturing expansion for Mscan America, a new Louisville manufacturing facility for Anthro Energy, a Henderson due-diligence study, a Paducah spec building, and utility extensions for the Riverbend site in Carrollton. Staff said the projects had been approved by KEFA and recommended by the relevant cabinet leadership, and the committee approved them by roll call.
Finally, the committee reviewed a new Kentucky Housing Corporation conduit bond issue for about $43 million for 233 Louisville housing units, which was approved. It then took up five SFCC debt issues together: new money for an Edmonson County elementary school and Knox County middle school gym improvements, plus refundings for Callaway, Hardin, and McCracken counties. Members raised concerns that the refundings were bundled together and that some did not appear to meet a newly referenced 3% net present value savings guideline, but the package was still approved on a 5-2 vote. The meeting ended with calendar updates, including a November 20 meeting at noon and a December 16 meeting featuring the Yum Arena presentation, followed by adjournment.

Summary:
The Local Government Committee met in work session and heard a series of presentations on SEPA, permitting reforms, and building code implementation. Department of Ecology staff gave an overview of the State Environmental Policy Act, explaining its role in state and local decision-making, common exemptions, planned actions, and recent housing-related statutory changes such as transit-oriented development exemptions and SEPA appeals protections for certain local ordinances. Committee members asked about repeated SEPA reviews, cultural and historic resource review, and how SEPA relates to NEPA; Ecology responded that repeated reviews usually occur when proposals change and that programmatic EISs can help front-load analysis. Seattle’s Department of Construction and Inspections described how recent SEPA exemptions reduced residential review volume and supported more housing permits, and said the city is considering raising thresholds further.
The State Building Code Council provided an update on code adoption timelines and legislative tasks tied to the 2024 codes, including single-stair housing, multiplex housing, dwelling unit size, and temporary emergency shelter standards. Council staff said the content of the codes is largely set, but administrative timelines have been delayed, prompting a motion to postpone final adoption while pursuing ways to preserve the planned implementation schedule. Members asked about the timing of code changes and the impact on housing costs, and staff said the legislative topics remain on track for inclusion in the 2024 code package.
Committee staff then reviewed recent permitting legislation, including SB 5290’s permit decision deadlines and fee-refund provisions, later bills limiting pre-application meetings and clarifying that building permits are excluded from those timelines, and project-specific changes affecting middle housing, ADUs, lot splits, passive house projects, self-certification, transit-oriented development, and parking requirements. Commerce’s Dave Anderson reported on SB 5290 implementation, including guidance on permit fees, studies on staffing and statewide permitting systems, grants to local governments, and the first annual performance report, which showed mixed results and highlighted the importance of digital tools, clear checklists, staff training, and coordination across departments. Local officials from Issaquah and Kitsap County described their own process improvements, including code updates, optional pre-application meetings, new staffing, reporting systems, and a phased “Two by Six” review model in Kitsap, while also noting challenges from staffing shortages, agency coordination, and the burden of implementing multiple new mandates.

Summary:
The State Affairs Committee met with a quorum present and took up several measures. It first considered HJR 1215, an ad valorem tax exemption for farmers and agricultural lands. The committee adopted an amendment making technical changes and removing a requirement that implementing language be set by general law. Several agricultural and business groups supported the measure, and it was reported favorably by a vote of 22-4.
The committee then heard CS for CS for HB 1169, a bill revising water management district planning, budgeting, reporting, and business practices, including restrictions on lobbyist expenditures and additional budget disclosures. An amendment removing the statutory section on management review teams was adopted after debate over whether those teams were still useful. The bill was reported favorably 19-8-7. Members then debated PCS for CS for HB 1221, which would redirect local option tourist development tax revenues toward property tax relief and give counties more control over certain local taxes. County, tourism, beach preservation, and hospitality groups opposed the bill, warning it would weaken tourism marketing, beach renourishment, and local services, while supporters argued it would provide property tax relief and accountability. The bill passed 14-12.
Finally, the committee considered HB 4079, which would dissolve the town of White Springs. The sponsor and supporters described years of mismanagement, intimidation, and illegal conduct, while opponents argued dissolution was an extreme step and pointed to the ongoing election and other remedies. After extensive public testimony and debate, the bill was reported favorably 19-6. The committee then adjourned.

Summary:
The committee heard testimony on a series of land use, housing, and local government bills. House Bill 447, relating to TIA requirements for certain MUD bond issuances, drew opposition from a witness who argued it would duplicate work already done, strain agency resources, and delay development; after the author’s closing, the committee substitute was withdrawn and the bill was left pending. The committee then voted out Senate Bill 1202 (third-party review of home backup power installations), House Bill 2494 (disannexation for failure to provide services), House Bill 1835 (removing barriers to HUD co-manufactured homes), and Senate Bill 15 (lot size and density limits in certain municipalities), with House Bill 1835 receiving one no vote and the others passing unanimously. House Bill 897, authorizing sale or lease of two state-owned Austin properties, was laid out and left pending after brief questions and no public testimony. The committee also heard and left pending several MUD creation bills for Montgomery and Fort Bend counties, including House Bills 5652, 5654, 5661, and 5656, each presented as template district bills with local support and no opposition recorded at the table.
A major portion of the meeting focused on House Bill 2673, which would restore prior restrictions on new cemeteries near growing urban areas by repealing changes made last session. Representative Lujan and supporters argued the current law created unintended consequences, including loss of developable land, tax-exempt property in urban cores, and conflicts with infrastructure planning; they said cities already have authority to establish their own cemeteries if needed. Opponents, including a funeral services industry representative, argued the 2023 change was intended to let communities decide and that the bill would take local decision-making backward. After extensive testimony from both sides, the bill was left pending.
The committee also heard House Bill 3680, which would create a Cameron County-specific process allowing local discretion under the model subdivision rules. Supporters said the bill would preserve colonia protections while reducing costly platting and replatting burdens on families trying to sell or pass down land; county officials and realtors testified in favor. The bill was left pending after closing. House Bill 4812, a clarification to the Texas Uniform Condominium Act to prevent counties from imposing subdivision platting requirements on condominiums, received support from builders and a condominium attorney who said current county practices create duplicative hurdles and higher costs; it too was left pending.
Finally, House Bill 5148, which would allow certain single-stair apartment buildings up to six stories, generated the most detailed policy debate. Supporters, including housing advocates and architects, said the bill would lower costs, improve unit design, and expand affordable, family-friendly housing while maintaining safety through sprinklers and other safeguards. Fire officials from Corpus Christi opposed the bill, warning that a single stairwell could hinder firefighting and occupant evacuation, especially if sprinklers fail or smoke spreads. The author said the bill was aimed at new construction only and was part of a broader effort to reduce outdated housing regulations; the committee substitute was withdrawn and the bill was left pending at adjournment.

Summary:
The Senate Committee on Business and Commerce heard Senate Bill 2021 by Senator Johnson, as substituted, on distributed energy resources (DERs). Johnson said the bill was intended to create a regulatory framework for DERs and virtual power plants, address interconnection and registration issues, and prevent regulatory capture as the industry grows. Testimony was split: Texas Electric Cooperatives asked for clarification so co-ops would not be unintentionally excluded from owning or operating DERs; AECT supported the bill as providing needed rules and customer protections; TABA, Texas Solar and Storage Association, Sierra Club, Texas Solar Energy Society, and several others opposed it or raised concerns that it was too utility-centric, imposed red tape, and could burden homeowners and small businesses with registration and interconnection requirements. Johnson repeatedly said the bill was not meant to stop rooftop solar or backup systems and that he was open to specific redlines and further changes. SB 2021 was left pending after testimony.
The committee then took up Senate Bill 2330 by Senator Parker, which would end government payroll deduction for dues to certain public employee organizations, while exempting first responders under Chapters 143 and 147 and making other conforming changes in a committee substitute. Parker argued the bill was about government neutrality, transparency, and employee freedom from coercion, and said organizations can collect dues directly using modern payment methods. Supporters from Texas Public Policy Foundation, Texas Business Coalition, Freedom Foundation, ABC Texas, and Texans for Fiscal Responsibility said taxpayer-funded payroll systems should not be used to collect dues for private organizations, especially ones involved in political activity. Opponents, including ATPE, Texas Classroom Teachers Association, Texas Public Employees Association, and correctional employees, said payroll deduction is a convenient, secure service that helps professional associations and employee groups, and argued the bill would burden teachers and other public employees.
Several witnesses and senators focused on the bill’s exemptions and whether it treated teachers differently from first responders. Senator Menendez questioned why some public employees were excluded while others were not, and a Houston police union representative said he moved from opposing to supporting the bill after being told the substitute would preserve meet-and-confer deductions under Chapters 143 and 147. Senator Parker closed by saying the bill was not meant to eliminate associations or payroll deduction entirely, only to remove the state as a middleman. SB 2330 was left pending, and the committee then recessed subject to call.

Summary:
The Transportation and Economic Development Budget Subcommittee heard an overview from FDOT Secretary Jared Perdue on the state’s transportation work program, with emphasis on the Moving Florida Forward initiative, major roadway projects, workforce needs, seaports, airports, spaceport infrastructure, and the role of MPOs/TPOs in planning. He said the $4 billion general revenue investment in Moving Florida Forward has been leveraged into a roughly $7 billion-plus program, with 20 projects underway and about 70% of the initiative expected to be under construction by year’s end. He highlighted I-4 as the centerpiece, describing a new procurement approach, phased delivery, and added lanes intended to provide congestion relief during construction. He also discussed a projected 38% growth in transportation workforce needs and proposed a Florida Transportation Academy and a research institute to support training and innovation.
Tiffany King of the Florida Airports Council said Florida’s 128 public-use airports have about $5.7 billion in unfunded projects through 2029, and stressed that airport priorities include not only terminals and passenger capacity but also safety, security, gates, and environmental work. Michael Rubin of the Florida Ports Council said Florida’s 16 deepwater seaports now have a $195.9 billion economic impact, support about 1.2 million jobs, and generate $7.4 billion in state and local taxes; he noted that ports still have about $4 billion in project needs, including dredging and intermodal connections. Jeff Sheffield of the North Florida TPO described the value of regional, community-based planning and said his four-county TPO has helped align local priorities with FDOT funding.
Members asked about whether the state is planning for advanced air mobility and “flying cars,” whether Moving Florida Forward bypassed MPOs, how long major projects take, cost escalation, regionalization of MPOs, port governance, airport governance, and the contractor qualification system. FDOT and the witnesses said the state is working on policy and planning for advanced air mobility, that Moving Florida Forward did not bypass MPOs because the projects were already locally prioritized, and that the main delay is funding rather than the planning process. They said long-range plans are updated regularly and can be amended when priorities change, and that regional MPO structures can improve coordination. The committee took no formal vote; the meeting concluded after questions and comments, including discussion of workforce training opportunities for incarcerated individuals and a motion to adjourn by the ranking member.

Summary:
The committee received an overview from Agriculture Commissioner Wilton Simpson on the Department of Agriculture and Consumer Services, including staffing, licensing, forestry, law enforcement, and consumer services. He emphasized agriculture as a major economic driver and a national security issue, arguing that Florida should protect farmland, aquifer recharge areas, and the wildlife corridor through the Rural and Family Lands program. He said the program is cost-effective because the state buys development rights rather than land outright, keeps land on local tax rolls, and helps preserve farmland in perpetuity. He also highlighted the Fresh From Florida marketing program, increased social media reach, and the department’s efforts to reduce vacancies and improve pay and efficiency.
Members asked about nutrient management, citrus disease, housing, disaster recovery, wildfire prevention, interdiction stations, and concealed carry permitting. Simpson said SB 1000 and updated best management practice manuals, informed by University of Florida research, are helping agriculture use less water and fertilizer, and he described citrus greening as having devastated the industry while noting research, replanting programs, and CUPS as possible paths to recovery. On housing, he argued that allowing H-2A farmworker housing on farms would ease pressure on the broader housing market, and on disasters he described a zero-interest loan program for farmers affected by hurricanes and other events. He also detailed wildfire preparedness improvements, including upgraded helicopters, dozers, drones, and prescribed burns.
The commissioner said ag interdiction stations are catching stolen semis, drugs, human trafficking, and other illegal activity, and that the department wants more technology, including X-ray scanning, to inspect more trucks. He also discussed concealed carry administration, saying the department cleared a large backlog and that constitutional carry reduced but did not eliminate permit demand because permits still provide reciprocity and other benefits. Members generally praised the department’s work, expressed support for rural land protection, Fresh From Florida, water-quality improvements, and foreign-interference concerns, and the meeting ended with no formal votes or other committee action beyond adjournment.
