Summary: The Senate opened with prayer, the Pledge, a quorum call, and approval of journal corrections. It then handled several House messages, appointing conference committees on Senate Bills 2004 and 2006 and House Bills 1018, 1019, and 1363, and re-referring House Bill 1216 to Appropriations. The chamber also adopted amendments to House Bill 1601, which would have expanded special assistant attorney general authority for certain offices, but the bill failed on final passage after strong opposition centered on preserving the Attorney General’s control and avoiding a solution in search of a problem. A major portion of the day focused on education funding. House Bill 1369 was amended to raise per-pupil aid from 2% and 2% to 3% and 3% and to increase the school construction loan transfer from $75 million to $100 million; supporters said this would help local schools and military base projects, while opponents raised questions about special education placement language and state coordination. The bill passed 44-3. House Bill 1013, the DPI budget, was also amended extensively to adjust staffing, funding sources, grants, meal assistance, teacher training, and other education programs; it passed 45-2. House Bill 2234, dealing with Choice Ready grants, was amended to shift funding away from general funds and toward federal or other sources, but then failed on final passage after the sponsor urged a red vote. The Senate also approved House Bill 1482, restricting bond and indebtedness elections for counties, cities, school districts, and park districts to primary or general election days, and House Bill 1332, creating a value-added agriculture facility incentive program with an emergency clause. House Bill 1010, the Insurance Department budget, passed unanimously after amendments reflecting the merger of the Securities Department into Insurance and adding staff and fee changes, while House Bill 1011, the separate Securities Department budget, failed because its funding was already included in HB 1010. House Bill 1584, a major pharmacy benefit manager reform bill, passed with an enforcement fund and new licensing/enforcement structure despite debate over ERISA and market transparency. In other action, the Senate concurred in House amendments and passed Senate Bills 2226, 2230, 2069, 2082, 2387, 2385, and 2186, with SB 2186 on parenting time interference and a child custody task force passing 27-20 after debate over whether the issue should be left to the courts. Senate Bill 2234, on Choice Ready grants, and Senate Bill 2243, on driver’s license points and traffic penalties, both failed after concurrence motions were adopted but final passage votes were overwhelmingly negative. The chamber also advanced Senate Bill 2291 to conference committee consideration near the end of the transcript.

Summary: The committee held an informational briefing on federal and state authority over National Guard deployment in response to civil protest or unrest, prompted by recent federal actions and the California litigation in Newsom v. Trump. The chair explained the purpose was to help lawmakers and the public understand the legal background, the status of the California case, and possible Hawaii policy responses. David Day of the Attorney General’s office outlined several recent federal immigration-related executive actions and enforcement directives, then described Hawaii’s participation in multiple lawsuits challenging federal funding conditions, data-sharing demands, and the birthright citizenship order. A major portion of the briefing focused on Newsom v. Trump. Day summarized the June 2025 Los Angeles protests and the president’s memorandum federalizing National Guard units under 10 U.S.C. 12406, which California challenged as ultra vires, procedurally improper, and violative of the Posse Comitatus Act, the Tenth Amendment, and the APA. He said the district court initially granted relief, but the Ninth Circuit stayed the TRO and held, in a published decision, that review under section 12406 is highly deferential and that the president lawfully exercised authority under paragraph 3. He also noted California-law issues about orders being issued through the governor, and said Hawaii had supported California through amicus briefs and would continue to do so; the bench trial was scheduled for August 11-13. Members then asked how Hawaii law differs from California’s and whether the Ninth Circuit ruling would control here. Day said the standard-of-review aspects would likely apply, but the California-specific procedural language about orders issued in the governor’s name does not appear in Hawaii law. The committee also heard from Colonel Lloyd C. Phelps of the Hawaii Department of Defense, who explained that National Guard activations generally occur under Title 10 federal orders, state orders, or other statuses, and said the June 2025 federalization mechanism was a Title 10 call-up. He began addressing the president’s authority, the Posse Comitatus Act, and Hawaii’s own preparedness, but the discussion was cut short and members indicated they would return to the topic later. No votes were taken.

  • You can still pass an emergency.
  • I move SB 1054 receive a due-pass recommendation.
  • Pass. Senator Diaz? Mr.
  • You've given SB 1002 a due pass recommendation.
Summary: The committee first heard SB 1036, which would tighten unemployment insurance eligibility by requiring five weekly work-search actions, weekly reporting, cross-checks against data sources for fraud or ineligibility, and employer reporting of refusals to return to work or accept suitable work. The sponsor argued the bill would reduce fraud and improve program integrity, while DES said it was neutral but warned of system-update costs, added workload, and more appeals; some members raised concerns about apprenticeship programs and administrative burden. The committee adopted a technical amendment and then recommended the bill do pass as amended on a 4-3 vote. Next, the committee considered SB 1054, a strike-everything amendment to make city and town emergency measures subject to referendum. Supporters, including Payson’s mayor, former mayor, and council members, said local governments had abused emergency clauses to push through tax increases and bond measures without voter input. The League of Arizona Cities and Towns opposed the measure, arguing it would undermine true emergency powers and slow city responses. The committee adopted the amendment and then recommended the bill do pass as amended on a 4-2 vote. The committee then heard SCR 1022, which would increase the House from 60 to 90 members beginning in 2033, with a later amendment delaying implementation to 2043. Senator Mesnard said the change would improve representation by reducing the number of constituents per member and nesting three House districts within each Senate district; some members and a public witness supported the idea, while others questioned cost, feasibility, and the effect on legislative power. The committee adopted the amendment and recommended the resolution do pass as amended on a 5-2 vote. Finally, the committee quickly passed SB 1271, barring municipalities from penalizing businesses based on the number of emergency calls or the value of stolen/damaged property, with exceptions for malicious or false calls, and SB 1437, requiring public records to be provided in the least expensive electronic format with fees limited to material costs. Both measures received unanimous or near-unanimous support after brief testimony, and the committee also began hearing SB 1439, a strike-everything amendment creating a Conservative Grassroots Network specialty plate, but the transcript cuts off before any action on that bill.

  • I declare H.J.R. 1024 to have passed.
  • For example, last year we passed legislation regarding the smelter in eastern Oklahoma.
  • I declare the same to have passed.
  • I declare the special-election provision to have passed. Mr. Leader, thank you, Mr. President.
Summary: The Senate convened with a quorum, prayer, and several introductions recognizing the Doctor and Nurse of the Day, visiting school groups, and other guests in the galleries. Members also heard a personal privilege statement from Senator Peterson marking the 100th anniversary of his father’s immigration to the United States, followed by a reception announcement in the lounge. The chamber then took up H.J.R. 1024, a proposed constitutional amendment revising the Judicial Nominating Commission by removing political affiliation restrictions, changing term rules, and allowing consecutive service. An amendment was adopted to move the special election date to August 25, 2026, but the special-election provision later failed on a 27-17 vote. After extended debate over judicial independence, transparency, and political influence, the resolution itself passed 35-8. The Senate next considered H.J.R. 1087, which would place before voters a constitutional amendment on the five-year ad valorem tax exemption for qualified manufacturing facilities and allow the Legislature to set reimbursement levels for local entities. Supporters said it would give the state more control over costly reimbursements; the measure passed 38-7, and the special-election provision also passed 38-7. The Senate then laid over two agenda items, made committee and event announcements, and adjourned until Monday, April 13 at 1:30 p.m.

  • All right, committee, before us is the motion to send House Bill 918 to the floor with a due pass, and
  • Well, the motion fails on a tie. Thank you, committee.
Committee: House Education
Summary: The committee discussed House Bill 918, with Representative Doug Pickett explaining that the measure had been worked on throughout the session in collaboration with other legislators, the Senate, and the Department of Education. He addressed questions about fees, saying the bill allows State Board of Education-approved fees and that the listed $40 and $100 amounts apply to public schools for graduation-related fees, while fees for private schools or outside users could differ. After discussion, Representative Mindy moved to send HB 918 to the floor with a due pass recommendation. Several members spoke in support, noting the bill reflected extensive compromise and ongoing meetings to reach a workable version, though some concerns remained about whether it cut enough or too much and about confusion related to recent JFAC action. The committee then took a roll call vote on the motion. The vote ended in a tie, so the motion failed. The chair announced that future proceedings would proceed by call of the chair.

Commerce officials said the plan would replace the current structure of 10 local workforce boards and more than 200 board members with a single statewide board and one administrative entity, while keeping local offices open and using regional business councils to preserve employer and local input. They said the state has already reduced Commerce headcount and operating costs, and that the changes would improve coordination with higher education, adult education, vocational rehabilitation, DHS, and Arkansas Industry Connect. Much of the discussion centered on the waiver package, especially the proposal to make the state board function as the local board, allow more flexible movement of funds across regions, eliminate the WIOA “last dollar” requirement for training and supportive services, create affiliate sites instead of requiring every area to maintain a comprehensive center, and relax the 14 youth program element requirement. Officials said the State Board of Workforce Development approved the waiver package 11-3 before it was submitted to the U.S. Department of Labor, and that implementation would begin only after federal approval and a closeout process, likely taking up to a year. They also described plans to streamline referrals and data sharing, expand mobile and virtual services, and use a more centralized model to improve customer service and employer engagement. Members raised repeated concerns about rural representation, local control, board composition, and whether jobs and relationships would be lost if local boards were eliminated. Commerce officials responded that local offices would remain open, some current staff could be rehired by the state, and regional business councils would help ensure local employer voice. Several members also questioned how the funding was being used, citing audit findings that only about $1.8 million to $1.9 million of roughly $14 million to $15 million in federal workforce funds had gone to training and supportive services. Officials said the reorganization could increase annual training spending to roughly $6 million to $7 million by reducing overhead, one-stop operator contracts, and board administration. The committee also discussed how the changes might support workforce training facilities, apprenticeships, child care and transportation assistance, and employer-driven training in fields such as manufacturing, health care, technology, and welding. The Division of Higher Education also briefed members on Workforce Pell. Officials explained that the new federal program would extend Pell eligibility to short-term programs, but only within narrow limits, such as 150 to 599 clock hours and 8 to 15 weeks of instruction, with additional completion and employment benchmarks. They said Arkansas is working with colleges and universities to identify programs that fit the criteria and that the governor has designated the Division of Higher Education to lead implementation. No votes were taken by the committee during this portion of the meeting.
