  • Thank you, committee members.
Summary: The committee heard and advanced several criminal justice bills, with most of the discussion focused on oilfield theft, DWI enforcement, juvenile justice, reentry licensing, jail transparency, and court/judicial standards. SB 1320 would create a DPS oilfield theft unit headquartered in the Permian Basin; supporters from industry, law enforcement, and a district attorney described increasingly sophisticated, organized theft tied to cartels and multi-jurisdictional criminal networks, while DPS said it currently has only two officers working the issue. The committee voted SB 1320 out unanimously and placed it on the local and uncontested calendar. SB 826, which would enhance DWI committed in a school zone to a state jail felony, also passed unanimously after brief explanation and no testimony. SB 1171, adding juvenile justice OIG peace officers to Schedule C salary, was reported favorably on a committee substitute, and SB 1080, which would allow incarcerated people to obtain occupational licenses effective upon release, also passed on a committee substitute after testimony from formerly incarcerated advocates and reentry supporters. The committee also considered several bills aimed at tougher DWI penalties. SB 476 would increase intoxication manslaughter penalties when the offender violates an ignition interlock restriction; the bill was supported by the author, victims’ family members, Galveston officials, and law enforcement, but opposed by the Texas Civil Rights Project, which argued treatment and prevention would be more effective. After discussion about possible amendments, the bill was left pending. SB 745 would create a new first-degree felony option for intoxication manslaughter involving multiple deaths, and it was reported favorably after testimony from a prosecutor supporting the need for a stronger sentencing option. SB 2320 would broadly increase penalties for DWI offenses, including first-time DWI, DWI with an open container, high-BAC DWI, and repeat offenses; it was supported by a grieving family member and a sheriff, and the committee voted it out favorably. On juvenile justice, SB 1727 would expand tools to address assaults on staff at Texas Juvenile Justice Department facilities by lowering the age for transfer to adult prison in some cases, allowing earlier transfer of determinate-sentence youth, and restricting release when a criminal case is pending. Juvenile probation officials supported the bill as a public safety and victim-rights measure, while the Texas Civil Rights Project opposed it, arguing it would send children to inappropriate adult facilities and conflict with juvenile justice principles; the bill was left pending. SB 1437 would expand the juvenile justice do-not-hire registry to include non-certified positions, and it passed unanimously after supporters said it would help close loopholes that allow predators to move between child-serving jobs. SB 2289, requiring counties that house inmates out of state to report that information and any deaths to the Texas Commission on Jail Standards, also passed unanimously. Finally, SB 989, requiring criminal background checks for court personnel who determine bail, and SB 664, establishing statewide qualifications and oversight for magistrates and associate judges, were explained and discussed as transparency and public-safety measures, with SB 989 reported favorably and SB 664 under committee consideration at the end of the transcript.

Summary: The Senate considered and passed several House bills. Substitute House Bill 2152, known as Ryan’s Law, would allow limited medical cannabis use for qualifying end-of-life patients in hospitals, nursing homes, and hospice facilities; supporters said it would improve quality of life, and it passed 46-2. Engrossed Substitute House Bill 1604, dealing with search procedures for transgender and intersex individuals confined in local jails and codifying federal Prison Rape Elimination Act-related standards, drew debate over whether amendments were needed and whether the bill would burden or protect staff and inmates; two amendments were rejected, and the bill passed 30-19. Second Substitute House Bill 1906, as amended, increased transparency and consumer protections for water system rates, especially for older or smaller systems, and passed unanimously 49-0. Engrossed Substitute House Bill 1916 tightened voter registration challenge procedures and gave county auditors more discretion in handling challenges; an amendment to broaden who could challenge voters statewide was rejected, and the bill passed 49-0. Engrossed Substitute House Bill 2110, as amended, allowed registered nurses without EMT certification to staff certain inter-facility ambulance transports under specified conditions to reduce delays, and it also passed 49-0. The Senate also passed Second Substitute House Bill 2429, which extends and updates the Children and Youth Behavioral Health Work Group and aligns agency planning with the Washington Thriving Strategic Plan; a committee striker was adopted despite concerns about added government structure, and the bill passed 49-0. Second Substitute House Bill 2384, increasing oversight of continuing care retirement communities through actuarial review and Office of Insurance Commissioner oversight, passed 37-12 after the chamber rejected the committee striker and adopted a revised striking amendment. The session ended with a point of personal privilege from Senator Lovick and an adjournment motion, and the Senate adjourned until March 4, 2026.

Summary: The House of Representatives held an African-American Day celebration recognizing the second Friday in February as required by state statute and honoring the contributions of African Americans in New Mexico and nationally. The program included the national anthem, “Lift Every Voice and Sing,” the Pledge of Allegiance, an invocation, and remarks from Representative Janelle Anyanoru and others. A central feature was recognition of the “Talented 10,” ten African American women leaders in New Mexico, including officials and community leaders in city government, education, the judiciary, business, and public service. The chamber also recognized numerous guests and community leaders, including Senator Harold Pope, the first African American elected to the New Mexico Senate, and concluded the celebration with a musical performance and closing remarks about diversity and inclusion. After the celebration, the House moved into announcements and then messages and committee reports. Members recognized guests and community efforts, including organ donation awareness, the New Mexico Community Foundation, and a Beclavito Chapter House delegation. The House received a Senate message transmitting Senate Finance Committee substitute for Senate Bill 241, the Child Care Assistance Program Act, which was referred to the House Appropriations and Finance Committee. Several committee reports were adopted, including House Bill 132, House Bill 199 via a committee substitute, Senate Bills 38, 101, and 58 as amended, House Bill 38 via a committee substitute, House Memorial 59, House Bill 256, House Memorial 43, Senate Bill 64 as amended, House Bill 93, House Bill 254 as amended, and House Memorial 29. The chamber then began third reading debate on House Joint Resolution 5, a proposed constitutional amendment to provide legislative compensation tied to New Mexico’s median household income. Supporters argued it would modernize the legislature, broaden access to working people, and improve accountability; opponents questioned the timing, amount, and fairness of paying legislators while many constituents struggle economically. The debate continued with no final vote shown in the transcript excerpt.

Summary: The Senate convened with a quorum, heard a guest prayer by Pastor Lee Shipp, and conducted routine opening business including journal adoption, receipt of confirmation appointments, and House messages naming conferees on several Senate bill disagreements. The chamber also adopted or recognized several personal privilege resolutions and commendations, including honors for Grady Hazel, the Acadiana Veterans Hockey of Louisiana national championship team, Grambling State University’s 125th anniversary and related athletics/band centennials, the 2026 Governor’s Fellows, and a brief address by special guest Ms. Benson. Members then acted on a series of resolutions and concurrent resolutions. The Senate adopted measures creating or requesting study task forces on child permanency, medical malpractice review panels, driving school fees, the Minimum Foundation Program, and earthquake activity in north Louisiana, and it concurred in House resolutions on illegal dumping, gaming board review, behavioral health crisis center reimbursement, Medicaid incentive payment reporting, and a physician review panel study. Several condolence and commendation resolutions also passed, including those honoring Lewis Thomas Nelson and Josephine Ruth Kennedy, and the Senate adopted a resolution urging local governments to consider generator requirements for unlicensed senior and disability residential facilities. The chamber also took up House Bill 723, a motorcycle traffic-signal bill allowing certain two- and three-wheeled vehicles to proceed through malfunctioning vehicle-actuated signals under specified circumstances; after debate about safety and enforcement, it passed 33-3. The Senate then considered numerous House amendments to Senate bills, concurring in most, including bills on fluoridation/local opt-out, public assistance, nutrition, human trafficking training, bulletproof vests, adult residential care generators, cell-cultured food products, public benefits eligibility, attorney-fee limits in disciplinary proceedings, critical infrastructure protections, debit card surcharges, bank stock certificates, child welfare proceedings, digital student IDs, watershed restoration funding, innovation hubs, sports agent registration, and manufactured housing regulation. It rejected House amendments to SB 283 and SB 408 for further negotiation. The session ended with announcements for committee meetings and a recess until 2 p.m.
