Summary: The Ways and Means Committee met on April 8, 2025, and first took up several local bills that were presented briefly and then approved without public opposition. HB 4035 would merge the Fort Myers Beach Mosquito Control District and the Lee County Mosquito Control District, contingent on approval by voters in both districts at the 2026 election; it passed 15-0. HB 307 would extend to county property appraisers the same authority tax collectors already have to use salary savings for employee bonuses or incentives, and it passed 17-0 after testimony from property appraisers and their associations in support. HB 4047 and HB 4049 would adjust assessment caps for the Fort Pierce Farms Water Control District and the North St. Lucie River Water Control District, respectively, with inflation indexing, annual increase limits, and referendum approval requirements; both passed unanimously. The committee also adopted an amendment to the committee substitute for HB 1169, a broader water management district bill covering quorum and meeting rules, lobbying restrictions, ad valorem taxing authority for certain capital projects by referendum, budget reporting, bidding preferences, and additional oversight and funding information; the amended bill passed 16-0 and was reported favorably with committee substitute. The final and most heavily debated item was HB 4079, which would dissolve the Town of White Springs and return it to unincorporated Hamilton County. The sponsor argued the town had a pattern of mismanagement, including financial problems, audit findings, canceled elections, and public safety concerns, and said dissolution would lower taxes and preserve services through the county. Committee members asked about the town’s finances, audits, law enforcement, fire protection, debt, and whether the county could absorb services and liabilities. Public testimony was sharply divided. Supporters of dissolution cited audit findings, alleged illegal gambling operations, double taxation for law enforcement, high administrative costs, and intimidation at meetings. Opponents, including current and former town officials and residents, said the town had made progress, had corrected audit issues, maintained reserves, and was working to restore services and governance; they asked for more time and pointed to an upcoming election. No vote was taken on HB 4079 in the portion provided.

Summary: The Senate Committee on Local Government met with a quorum and took up a series of pending bills, mostly local-government measures. Early action included final committee approval of Senate Bill 1633 and S.J.R. 60, followed by Senate Bill 3038 and Senate Bill 3045, both reported favorably and placed on the local and uncontested calendar. The committee also considered House Bill 24, adopted a committee substitute, and reported the substitute version favorably; House Bill 2025 was likewise reported favorably and sent to the local and uncontested calendar. Members then handled several companion and local bills, including House Bill 2713 as the companion to Senate Bill 1331, which was reported favorably and placed on the local and uncontested calendar. House Bill 3348, House Bill 3370, House Bill 3505, and House Bill 4506 were each reported favorably, with no objections to local-and-uncontested placement. House Bill 5424 passed on a 6-1 vote, and House Bill 5652 passed with one present-not-voting, both also sent to the local and uncontested calendar. The committee also adopted substitutes and reported House Bill 3687 and House Bill 4205, though both were later reconsidered because the wrong script had been read. After reconsideration, House Bill 3687 and House Bill 4205 were each re-voted and reported favorably to the full Senate, with both placed on the local and uncontested calendar. Senate Bill 3071 was also reported out on a 5-2 vote after adoption of a committee substitute. The meeting ended with no further business and the committee standing at recess subject to the call of the chair.

Summary: The Public Property Committee met for its second meeting and considered one bill presented by Senator Dupre on behalf of the University of Southern Mississippi. The bill would streamline the sale of a USM-owned parcel in North Mississippi by allowing the Department of Finance and Administration to continue reviewing the transaction and ultimately approve it without having to open the property up through the usual process, while still requiring the standard due diligence and two appraisals. Senator Dupre said the change would speed development of the property, which has a master plan involving local governments and the city of Hattiesburg, and could help attract complementary industry for the existing innovation park. Committee members noted that the proposal was double-referred to Public Property and Universities and Colleges and that it was similar to a prior Mississippi State University arrangement, suggesting it was not new precedent. The chair emphasized that DFA would not be removed from the process, only allowed to review and then step back once the transaction could proceed. After no further questions, the committee adopted a motion for title sufficient and do pass, with no opposition recorded. The bill was then referred out, and the committee subsequently approved a motion to rise and report.

Summary: The Senate Committee on Local Government heard several bills, most of them left pending after brief public testimony. House Bill 331, by Rep. Patterson and sponsored by Sen. Hinojosa, would create a presumption that firefighters, police officers, and EMTs who suffer a heart attack or stroke within eight hours after a strenuous shift were injured in the line of duty for workers’ compensation purposes; testimony from a firefighters’ association supported the bill, and it was left pending. Senate Bill 2655, by Sen. Flores, would authorize Burnet County to establish a local provider participation fund to help support local hospital services; a hospital administrator testified in support, and the committee substitute was left pending. Senate Bill 1443, by Sen. Hughes, would extend the Northeast Healthcare Provider Participation District in three counties, and House Bill 3307, by Rep. Noble, would allow property tax arbitrators to complete required continuing education online; both were left pending without opposition. Senate Bill 3048, by Sen. Birdwell, would create the Bluebonnet Hills Municipal Management District in Midlothian and was also left pending. The committee then took up House Bill 9 and HJR 1, sponsored by Sen. Bettencourt, which would raise the business personal property tax exemption from $2,500 to $125,000 and place the constitutional amendment on the November 4, 2025 ballot. Business groups, realtors, and taxpayers’ advocates testified in strong support, saying the change would provide meaningful relief to small businesses and help balance earlier homeowner tax relief. The City of Fort Worth testified in opposition, warning of a revenue shift to homeowners and budget impacts, but the committee adopted the committee substitutes and reported both measures to the full Senate on 6-0 votes. The committee also heard House Bill 1399 and HJR 99, by Sen. Nichols, to exempt animal feed from property tax when it is already sales-tax exempt; no one testified against them, and both were left pending. Senate Bill 2553, by Sen. West, would let owners of historic archaeological sites protest land and structure appraisals separately, and it was left pending after supportive testimony. Senate Bill 2907 and SJR 78, also by Sen. West, would exempt certain perishable inventory, including food and some prescription drugs, from property tax if approved by voters; pharmacists, business groups, a researcher, and a coalition of retailers and food/medicine advocates supported the bill, and it was left pending. Finally, Senate Bill 1331, by Sen. Hancock and explained by Sen. Middleton, would lower the population threshold for certain municipal civil-service-related petition restrictions from 950,000 to 70,000; law enforcement representatives and a San Marcos police association supported it, and it was left pending. The committee then recessed until 15 to 30 minutes after adjournment.

Despite the lack of documented debates or acknowledgments, it was noted that committee members were present, and there may have been attempts to address crucial legislative matters. The dynamics of the meeting suggested a standard procedural gathering where routine insights were likely shared among the attendees.

Summary: The Senate convened with an invocation, confirmed a quorum, and welcomed several guests and groups, including Maryland Library Association members, Stephen Decatur High School’s boys soccer team, Clarksburg High School’s girls flag football team, NAMI representatives, Baltimore Promise, local soil conservation district representatives, and a 911 center leader. The chamber also journalized the invocation and prepared for the Governor’s upcoming State of the State address by exchanging messages with the House and appointing Senate members to escort the Governor and Lieutenant Governor. The body then took up a series of Finance Committee bills, most of them receiving favorable reports and being ordered to third reading without objection. Measures discussed included SB 14 on small business health insurance SHOP enrollment effective dates; SB 22 on Department of Disabilities housing programs and affiliated foundations; SB 134 on Medicare supplement policy enrollment periods; SB 139 on third-party administrator enforcement; SB 199 on the Individuals with Disabilities and Service-Disabled Veterans Voting Fund; SB 205 codifying federal mental health parity requirements; SB 216 on unemployment insurance confidentiality; SB 43 on the Maryland Community Investment Venture Fund; SB 46 on state veterans cemeteries interment provisions; and SB 226 on the Maryland Heritage Area Authority. Several bills had brief amendments or procedural issues. SB 22 received a technical amendment changing “Attorney General” to “Office of the Attorney General.” SB 199 received an amendment adding a co-sponsor, and SB 46 was briefly set to lie over under the rule after a senator requested time to review a technical clarification. The chamber also received House Bill 1, which was referred to committee, and SB 624 was reassigned to the Education, Energy, and the Environment Committee. Most committee reports were adopted unanimously or without objection, and the Senate repeatedly congratulated the honored school teams and library advocates.

Summary: The Senate convened with a quorum, offered an invocation, approved the previous day’s journal, and received a House message announcing passage of HB 4 on public school accountability and assessment. The chamber also recognized the Doctor of the Day, adopted SR 520 honoring Rosser Coke-Newton Sr. for his biography of former Governor Richard Coke, and adopted SR 518 recognizing Texas Moral Injury Awareness Day, with remarks focused on the impact of moral injury on veterans and first responders. The Senate later adopted SR 395 honoring the ninth class of Governor William P. Clements, Jr. Scholars, and several other resolutions were adopted by voice vote, including college savings awareness recognition and other member-sponsored recognitions. The body then took up several bills and resolutions on the floor. HB 3307, allowing online continuing education for arbitrators in property tax appeals, passed unanimously after suspension of the rules and the three-day rule. HB 913, renaming and reorganizing certain state hospitals, and HB 2970, governing the Gulf Coast Protection District and coastal barrier design, also passed unanimously. HJR 1 and HB 9 advanced a proposed constitutional amendment and statutory change to raise the business personal property tax exemption from $2,500 to $125,000; both measures passed, with HJR 1 receiving one no vote and HB 9 passing unanimously after a clarifying amendment. The Senate also passed HB 1151, which limits child removals and termination of parental rights based solely on parental medical treatment decisions, and HB 116, which revises grounds for involuntary termination of the parent-child relationship by removing the “O grounds” and requiring support from financially able parents whose rights were terminated. HB 1899 lowered the age for pyrotechnic operator licenses and fireworks display permits from 21 to 18. SB 1285, as amended, passed to protect bats by prohibiting entombment while preserving removal options from unoccupied spaces, and SB 2847 passed to promote innovations in core curriculum for faster bachelor’s degrees. On criminal justice, SJR 87, a proposed constitutional amendment requiring denial of bail for certain repeat violent felony offenders, passed after two floor amendments clarifying due process and representation language; Senator Eckhardt spoke against it on final passage, arguing it lacked judicial discretion and a clear-and-convincing standard. SB 3073, requiring magistrates to make written findings in certain criminal proceedings, also passed. Later, SB 128, requiring hospitals to report suspected child abuse-related information to HHSC, advanced on a divided vote, and SB 2619 and SB 2972 passed on public school accountability and expressive activities at public colleges, respectively, with Senator Eckhardt opposing SB 2972 as too restrictive on campus protest rights. The chamber also heard extended debate on HB 21, targeting “traveling” housing finance corporations and their use of tax exemptions for apartment projects, with supporters arguing it curbs abuse of the tax code and critics warning about unintended effects on affordable housing; the discussion continued with questions but no final action shown in the excerpt.
