Supporters including the Attorney General’s Office, prosecutors, and sheriffs’ chiefs said the bill is needed to address AI and other technology that can evade current law and to keep pace with rapidly changing digital abuse material. Opponents from the defense bar and the Sentencing Guidelines Commission argued the bill may still be overbroad and raise First Amendment problems under Ashcroft v. Free Speech Coalition, especially where no actual minor is identified.
