Members asked about grant backlogs, fire truck procurement delays, memorial repairs, and whether affiliate transfers were occurring in insurer liquidations.
Secretary Griffin then updated the committee on DBPR’s implementation of House Bill 1021 on community associations. Most measures passed overwhelmingly, including the trust code bill, school reporting, debt collection, service of process, lien waivers, public records, foreign-country business interest restrictions, diabetes management in schools, platting, fentanyl testing, third-party reservation platforms, electronic landlord-tenant notices, leaving-the-scene restitution, athletic coach background screening, surrendered infants, and affordable housing. The day’s most divided vote was on the Department of Agriculture and Consumer Services bill, which drew extended debate over fluoride policy and other provisions; it passed 27-9. House Bill 2899 drew support from the Association of Social Work Boards for social work field placement grants, incentives for supervisors, and expanded retirement benefits for DCF social workers. The committee also heard Senate Bill 2613, a local retirement bill for Salem police officer Kathleen Roachville, who described a severe line-of-duty injury during an arrest involving a combative person in a mental health crisis. Finally, Susan Smith Campbell testified for reclassifying certain DYS administrative officers into Group 2 because of their direct involvement in restraints, assaults, and crisis management. After testimony concluded, the committee adjourned without taking any votes.

Members asked about the balance between flexibility and accountability, the role of employers versus postsecondary institutions, rural “training deserts,” state waivers, and data systems such as Mississippi Spark and Arkansas Launch. Moore said states should use technology and integrated intake to co-enroll eligible participants in multiple programs and better match people to jobs.
In response to questions, Moore said some federal rules cannot be waived, but many reporting and administrative requirements can be streamlined, and he encouraged Arkansas to propose ideas for waivers or state-level integration. He also discussed the need for enhanced wage records and state longitudinal data systems to improve workforce planning and economic development. After Moore’s presentation, DHS Secretary Janet Mann and Director Jay Hill gave a brief update on reimbursement rates, saying the department had compiled more than 100 public comments, recommended holding the current rate, and was awaiting executive review; they estimated the process could take 30 to 60 days. The committee then adjourned, noting a later audit presentation scheduled for the afternoon.

SB 1167, authored by Senator Blakespear, would tighten consumer protections in the e-bike market by distinguishing legal e-bikes from higher-powered e-motos, requiring clearer labeling and disclosures, and improving incident reporting. It drew broad support from bicycle, medical, local government, auto club, and safety groups, with no opposition. SB 1034 by Senator McNerney would make it easier for disabled veterans rated permanently and totally disabled by the VA to obtain disabled parking placards, aligning state procedures with federal disability determinations; veterans groups strongly supported it and no opposition was heard.
The committee then heard SB 1279, which would add Long Beach’s Pacific Coast Highway corridor to the city’s existing speed safety camera pilot. Supporters said PCH accounts for a disproportionate share of fatalities and crashes, especially involving pedestrians, while opponents from the highway patrol and business groups said the issue should be handled under existing or upcoming rules. The California Highway Patrol Association later moved to neutral after discussions about amendments. Finally, the chair presented SB 1177, to require the High-Speed Rail Project Update report to continue including additional information such as revenue options and comparative project history, and SB 1246, a bill to impose stronger remote-operations, response-time, training, reporting, and manual override requirements on autonomous vehicle operators. SB 1177 drew support from the U.S. High-Speed Rail Association and opposition from the City of Burbank, while SB 1246 drew strong support from firefighters, labor, and many drivers and cyclists, but opposition from the AV industry, Chamber of Commerce groups, and a retired CHP official who argued the bill was too prescriptive and conflicted with new DMV rules. Members debated safety, data reporting, first responder access, and whether the bill should wait for rulemaking; the hearing ended with motions and discussion, but the transcript does not show final votes being taken on these measures.
