Requires a unit to amend its zoning ordinance to specify the use, development standards, and findings of fact required to approve, deny, or make a recommendation on a special exception, special use, contingent use, conditional use, or use variance from the zoning ordinance with regard to a short term rental property. Provides that a property rented once during each of two consecutive years becomes ineligible for the standard homestead deduction.

Grain indemnity. Defines "revocation of a license". Creates a process in which the director of the Indiana grain buyers and warehouse licensing agency (agency) determines whether a building or other protected enclosure constitutes a single warehouse that requires one or more licenses. Specifies the documents a person who desires to conduct business as a grain buyer, warehouse operator, or buyer-warehouse (licensee) must submit to the agency to renew a license to operate. Specifies how a business as a licensee may renew its license. Specifies the types of licenses the agency shall issue and how a license may be relinquished. Establishes what information must be included in a financial statement submitted by a licensee to the agency. Removes the ability of the agency to temporarily suspend a licensee's license. Specifies various matters related to on-premises inspections. Permits the director of the agency (director) to call an informal meeting with a licensee. Provides how the director may begin an enforcement action and what information the director must send to the licensee. Provides when the director may revoke a licensee's license and what information the director must share with the licensee. Establishes various notice requirements. Permits the agency to adopt rules. Requires the director to inspect and test all equipment used to test the moisture content of grain purchased from producers once per year. Requires the Indiana grain indemnity corporation board to elect a chairperson and vice chairperson and take on various new responsibilities. Addresses various issues with producer premiums. Provides that a grain buyer shall keep accurate and correct records of grain purchased from producers documenting the producer premiums paid by producers. Establishes storage fees to determine storage loss.

ABA therapy. Requires the office of the secretary of family and social services (office of the secretary) to: (1) study and prepare a report on applied behavior analysis (ABA) therapy services; and (2) not later than August 1, 2025, submit the report to specified entities, including the Indiana behavioral health commission (commission) and the general assembly. Specifies the information that must be in the report. Requires the commission to hold a public meeting to discuss the contents of the report and submit recommendations to the general assembly. Prohibits the office of the secretary from amending any Medicaid waiver or the Medicaid state plan to reduce or limit applied behavior analysis therapy services until the general assembly has reviewed the report and the commission's recommendations.

Public defender participation in PARF. Adds a person who serves in one of the following positions on or after January 1, 2016, to the prosecuting attorneys retirement fund (PARF): (1) The state public defender or chief deputy state public defender employed by the state public defender. (2) The executive director of the public defender council of Indiana or the second highest paid staff person or a full-time staff attorney employed by the public defender council of Indiana. (3) The highest paid or the second highest paid staff person employed by the Indiana commission on court appointed attorneys. (4) A chief public defender or chief deputy public defender. Allows staff attorneys of the prosecuting attorneys council of Indiana employed on or after January 1, 2012, to participate in PARF. Changes the name of the prosecuting attorneys retirement fund to the prosecuting attorneys and public defenders retirement fund. Provides that after a participant has contributed to PARF for 22 years, the state or county shall pay the contributions to the fund for the participant. Provides that the computation of benefits is based in part on the highest salary that was paid to the participant before separation from service. Provides that 1% shall be added to the percentage used to calculate benefits for each year of service after 22 years. Provides that a reduced annual retirement benefit equals the benefit that would be payable if the participant were 65 years of age reduced by 0.10% for each month before the participant's sixty-fifth birthday. Provides for a cost of living adjustment for participants of PARF based on increases to judge salaries. Allows a participant to receive service credit in PARF for more than one year and less than 10 years of service received by the participant in the public employees' retirement fund under certain conditions. Provides for the calculation of an offset of PARF benefits payable to a participant from a participant's public employees' retirement fund benefits based on the concurrent service and wages the participant earned in both the public employees' retirement fund and PARF. Makes corresponding changes.

Health finance matters. Adds capital projects, technology upgrades, and operational expenses for certain county hospitals to the definition of "public safety" for purposes of local income tax revenue use. Increases the maximum local income tax that may be imposed in certain counties if a tax rate is adopted for purposes related to certain hospitals located in the county. Establishes the rural hospital clinically integrated network grant program to provide grants to rural hospital clinically integrated networks. Establishes the Indiana rural hospital and critical health care services fund (rural health care services fund) for the purpose of awarding grants to certain rural hospitals. Provides that the Indiana department of health (state department) administers the rural health care services fund. Establishes the following: (1) The health workforce student loan repayment program (program). (2) The health workforce advisory board (advisory board). (3) The health workforce student loan repayment program fund (repayment program fund) for the purpose of providing funds to repay outstanding student loans of certain health providers who meet the program requirements. Provides that the state department shall administer the program and repayment program fund. Establishes: (1) the imposition of fees at the time a license is issued or renewed for certain health profession licenses; and (2) qualifications to receive a student loan repayment award under the program. Provides that, beginning July 1, 2025, the state department and each board included in the program may award a student loan repayment to an eligible applicant who is a provider licensed by the board. Provides that money in the repayment program fund is continuously appropriated. Repeals provisions concerning the following: (1) The primary care physician loan forgiveness program. (2) The mental health services development programs. (3) The dental underserved area and minority recruitment program. Urges the legislative council to assign to an appropriate interim study committee the task of studying topics related to the rural health care services fund. Urges the legislative council to assign to an appropriate study committee the task of studying certain topics related to health care services.

Natural gas and electric utility infrastructure. Provides that an applicant that seeks: (1) the installation or extension of electric or natural gas utility infrastructure; (2) electric or natural gas utility service; or (3) both; in connection with certain development projects is entitled to request and convene, before commencing construction on the project, at least one technical advisory meeting with each utility whose service area includes the project site. Defines a "technical advisory meeting" as a meeting that: (1) includes as participants the applicant and one or more utilities: (A) whose service area includes the project site; and (B) from whom utility infrastructure, utility service, or both, will be required for the project; and (2) is held: (A) in preparation for, or in connection with, certain advance planning activities related to the project; and (B) for the purpose of: (i) sharing planning documents and drawings; (ii) determining the utility infrastructure, utility service, or both, required to serve the project; and (iii) discussing the terms of a potential extension agreement between the utility and the applicant. Sets forth the procedures and time frame for requesting and holding a technical advisory meeting. Requires an applicant and a utility to enter into an extension agreement before construction commences on a project, regardless of whether a technical advisory meeting is requested or held. Defines an "extension agreement" as an agreement that: (1) is entered into between an applicant and a utility whose service area includes the project site of the applicant's project; and (2) sets forth the obligations and commitments of: (A) the utility and the applicant with respect to the extension of utility infrastructure to the project site; and (B) the utility and the customers to be initially served by the extension upon its installation. Sets forth the required elements of an extension agreement. Provides that before agreeing to extend utility infrastructure to a project site in connection with the project, a natural gas utility must provide the applicant with a written summary that explains the obligations and commitments that apply to: (1) the utility; (2) the applicant; and (3) the customers to be initially served by the extension of the utility infrastructure upon its installation; under the Indiana utility regulatory commission's (IURC) rule on the extension of gas distribution mains. Sets forth the information required to be included in the summary. Provides that an applicant or a utility may submit an informal complaint to the IURC's consumer affairs division in connection with the bill's provisions concerning technical advisory meetings and extension agreements. Provides that if the IURC determines that it requires additional staff to handle the volume of informal complaints submitted, the IURC may impose a fee on a party against whom a decision is rendered. Provides that the fee may not exceed the lesser of: (1) the IURC's actual costs in handling the informal complaint; or (2) $750. Authorizes the IURC to adopt rules to implement the bill's provisions.
