Public contracts for local units. Provides that a political subdivision must upload a digital copy of every contract entered into after December 31, 2025, to the Indiana transparency website (website). Changes the individual responsible for submitting a statement attesting that a political subdivision uploaded a contract entered into in the preceding year to the website from the executive of the political subdivision to the fiscal officer of the political subdivision. Requires the department of local government finance to develop and implement an application programming interface that would allow a political subdivision to upload multiple contracts at once directly from the political subdivision's network to the website.

Membership of the general assembly. Increases the membership of the Indiana senate to 100 members and the membership of the Indiana house of representatives to 200 members. This proposed amendment has not been previously agreed to by a general assembly.

Anatomical gift inquiries. Requires a state agency to offer a state employee an opportunity to register as a donor of an anatomical gift: (1) during the state employee's onboarding process; and (2) on an annual basis, during the state agency's employee benefits enrollment period. Requires certain information to be provided to the state employee concerning the donation of an anatomical gift.

Study of beer and wine distributors. Urges the legislative council to assign to the interim study committee on public policy the tasks of: (1) studying beer and wine distribution in Indiana; and (2) making recommendations to provide parity in the laws and administrative rules applicable to beer and wine distributors.

Autonomous vehicles. Provides that an automated tractor-trailer may not be operated on a highway to transport passengers or goods unless a human operator who meets all state and federal qualifications to operate a tractor-trailer is physically present in the automated tractor-trailer to monitor the performance of the automated tractor-trailer and to take control of all or part of the automated tractor-trailer's operation if necessary. Provides that an automated tractor-trailer operated in Indiana must meet federal motor vehicle standards and regulations.

Repeal of right to work law. Repeals the chapter prohibiting a person from requiring: (1) labor organization membership; (2) payment of dues or fees to a labor organization; or (3) payment to a charity or third party of an amount equivalent to dues or fees required by a labor organization; as a condition of employment. Makes corresponding changes.

Relocation of riverboat gambling operation. Provides that the licensed owner of the riverboat located in the city of Rising Sun (licensed owner) may relocate gaming operations to a casino in the city of New Haven if certain conditions are met. Requires the licensed owner to pay a fee of $50,000,000 if the licensed owner sells or transfers the licensed owner's interest in the licensed owner's license within five years of the approval of relocation. Provides for distribution of supplemental wagering tax revenue and wagering tax revenue after the relocation of gaming operations. Establishes the together for tomorrow commission (commission). Specifies members to the commission. Specifies the purposes of the commission.

Initiatives and referendums. Provides that the people of Indiana may propose and adopt amendments to the Constitution of the State of Indiana and propose and enact statutes independent of the general assembly through initiative. Provides that the people of Indiana may approve or reject through referendum any statute or part of any statute enacted by the general assembly. This proposed amendment has not been previously agreed to by a general assembly.

Urging the Indiana Department of Transportation to rename a portion of State Road 56 near French Lick, Indiana, the "Chief Vern Ervin Memorial Mile". A CONCURRENT RESOLUTION urging the Indiana Department of Transportation to rename a portion of State Road 56 near French Lick, Indiana, the "Chief Vern Ervin Memorial Mile".

Dealer services division. Provides that certain licensing requirements relating to vehicle merchandising do not apply to distributors or manufacturers that are not located in Indiana. Provides that if certain persons engage in the business of buying, selling, or trading motor vehicles on a Sunday, those persons commit a Class B misdemeanor. Amends current law that establishes a mandatory training program that applicants for a used motor vehicle dealer license must complete. Provides that except as part of a change in dealer business entity type, a holder of a dealer license or endorsement may not take certain actions with respect to the dealer license or endorsement. Makes conforming changes.

Film and media production tax credit. Provides that a taxpayer may assign all or part of the taxpayer's film and media production tax credit.

Water safety curricula and drowning reporting. Requires the Indiana department of health to collect and publish certain information concerning drowning deaths in Indiana. Requires the department of education to develop curricula regarding water safety. Requires a school corporation to provide instruction on water safety as a part of the health education curriculum for students enrolled in kindergarten through grade 12.

Medical cannabis. After marijuana is removed as a federal schedule I controlled substance, permits the use of medical cannabis by a person with a serious medical condition if certified by the person's physician and establishes a procedure for the production and distribution of medical cannabis. Makes conforming amendments.

Eligibility for benefits. Provides that, beginning January 1, 2026, in determining the Medicaid eligibility of an individual who has a community spouse, the office of the secretary of family and social services (the office of the secretary) may not consider the following as a countable resource if held by the individual's community spouse: (1) An individual retirement account. (2) A work related pension plan. Requires the office of the secretary to apply, before January 1, 2026, for any state plan amendment necessary to implement this provision.

Thirteenth check. Provides for a thirteenth check for certain members, participants, or beneficiaries of the: (1) Indiana state teachers' retirement fund; (2) Indiana public employees' retirement fund; (3) state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan; (4) state police pre-1987 benefit system; and (5) state police 1987 benefit system. Provides for a $50 payment to members of the Indiana state teachers' retirement fund and Indiana public employees' retirement fund, and to participants of the state excise police, gaming agent, gaming control officer, and conservation enforcement officers' retirement plan.
