Stillbirth prevention program. Establishes the stillbirth prevention through fetal movement pilot program (program) for the purpose of providing evidence based information on the importance of tracking fetal movement in the third trimester of pregnancy to prevent stillbirths, to be administered by the Indiana department of health (state department). Allows the state department to award grants to increase education and the distribution of materials on tracking fetal movement in the third trimester of pregnancy. Requires grantees to report specified information on a quarterly and annual basis. Creates a fund and appropriates $250,000 for the program. Expires the program December 31, 2027.

Home and community based services waivers. Requires the office of the secretary of family and social services to apply to the United States Department of Health and Human Services for an amendment to each home and community based services Medicaid waiver to exclude the income and resources of a spouse when determining an individual's eligibility for the waiver.

School based health services and report. Requires the office of the secretary of family and social services (office) to submit a Medicaid state plan amendment to the United States Department of Health and Human Services to allow school corporations to seek Medicaid reimbursement for medically necessary school based Medicaid covered services (program). (Current law allows for the state plan amendment.) Sets forth requirements of the state plan amendment and program. Removes language that would have allowed for offsetting reductions to distributions of state tuition support or other state funds to school corporations in the amount of certain nonfederal reimbursements. Specifies how school corporations can expend the funds. Requires the office and the department of education (department) to each employ one employee for the program and to train school corporations concerning the program. Requires the department to conduct a study concerning workload levels for school based health providers who are licensed occupational therapists and licensed physical therapists. Specifies components to consider in determining a methodology and requirements of the study. Requires the department to submit a report of the study to the legislative council before November 1, 2025, and to post the report on the department's website.

Child welfare task force. Establishes the child welfare task force (task force) to study specified topics regarding child welfare services in Indiana. Requires the task force to submit a report not later than October 15, 2026, and not later than October 15, 2027, for review by the interim study committee on child services.

Indiana welcome signs. Requires the Indiana department of transportation to include the state motto or slogan, "The Crossroads of America", or the variation "Crossroads of America", on the face of a welcome sign installed at an entry point to Indiana on an interstate, a highway, a street, or a road.

Child care. Provides that a granted waiver or variance expires three years after the date that the waiver or variance becomes effective. Removes the requirement that a child receiving child care from a school must be the child of a student or employee of the school. Provides that, not later than June 30, 2026, the division of family resources (division) shall establish an organizational license category for multi-site child care centers operating under one owner, and specifies obligations of the division with regard to the new license category. Provides that, subject to exceptions, certain properties may not be required to comply with a new or different set of building, fire safety, or equipment laws than were originally enforced by the department: (1) before July 1, 2025; or (2) two years after the earlier of the date of the: (A) initial inspection; or (B) plan review. Allows a child care home that was licensed to operate a Class 2 structure before July 1, 2025, to continue operating in the structure notwithstanding the building, fire safety, or equipment laws and regulations.

Tourism development projects. Establishes a program administered by the Indiana destination development corporation (IDDC) to provide an incentive for tourism development projects in the form of a sales tax rebate available to businesses that are able to satisfy the requirements needed to enter into an agreement with the IDDC with respect to specified tourism development projects. Sets forth the: (1) types of tourism development projects that may qualify for the incentive; (2) approval process to receive the incentive; and (3) required elements of the agreement between the board of the IDDC and a business approved for the incentive. Specifies the manner in which a business may claim the incentive. Requires the board of the IDDC, in negotiating the approved costs in a tourism development project agreement with an approved company, to collaborate with the executive of a county, city, or town to establish a maximum amount of approved costs. Provides that a person may circulate a petition to create a tourism improvement district (district) within the territory of a county, city, or town. Specifies the contents of the tourism improvement district plan that must be filed with a petition to establish a district. Provides that the legislative body of the county, city, or town may require in the district plan of a tourism development district that the boundaries of the district be drawn to: (1) exclude businesses; or (2) prevent overlap of the district with another area or district in which a special assessment is imposed. Excludes from inclusion within a district: (1) property that receives a homestead standard deduction; (2) property used for single family residential housing; and (3) property used for multi-unit residential housing. Provides that owners of businesses located within a district may be charged a special assessment to fund improvements and other district activities. Provides that, after a hearing on a petition to establish a district, a county, city, or town legislative body may adopt the ordinance establishing the district only if it determines that the petition has been signed by: (1) at least 50% of the owners of businesses within the proposed district; or (2) the owners of businesses within the proposed district that constitute more than 50% of the revenue to be collected from the assessments. Specifies the contents of the ordinance establishing a district and the length of time for which a district may exist. Allows a district to issue bonds. Requires the county, city, or town legislative body to contract with a nonprofit district management association to administer and implement the district's activities and improvements.

Cigarette taxes. Increases the cigarette tax by $1 to $1.995 per pack of regular size cigarettes and makes a corresponding increase for larger cigarettes.

Investor ownership of single family residences. Establishes the housing down payment assistance fund. Establishes a transfer tax equal to 50% of the fair market value of a single family residence for each single family residence acquired by an applicable taxpayer after the applicable date. Establishes a maximum number of single family residences that may be owned by an applicable taxpayer after the applicable date for purposes of calculating an annual excise tax on any excess single family residences.

Various alcoholic beverage matters. Allows a craft manufacturer to participate in a farmers' market, subject to certain conditions. Allows a liquor retailer and a liquor dealer to serve samples of mixed beverages. Increases, from 45 to 75 days, the number of days in a calendar year the alcohol and tobacco commission (commission) may approve for a craft manufacturer to participate in a trade show or exposition. Repeals a provision prohibiting a beer dealer from selling and delivering beer for carry-out, or for delivery to a customer's residence or office, in a quantity that exceeds 864 ounces in a single transaction. Repeals a limitation on the maximum quantity of liquor that a liquor dealer may deliver to a customer's residence or office at any one time. Repeals a provision that allows the holder of a farm winery permit to sell the winery's wine to consumers by the bottle at a farmers' market that is operated on a nonprofit basis. Repeals a limitation on the maximum quantity of wine that a wine dealer may sell in a single transaction. Provides that the commission may issue a three way permit: (1) to a theater within the historic district of a city with a certain population; and (2) that is not subject to the quota. Requires a permittee to obtain written permission from the appropriate local or state agency to locate a restaurant or hotel patio or terrace in the public right-of-way. Allows the commission to issue a food hall master permit to a food hall that meets certain requirements.

Rape kits. Requires the superintendent of the state police department to: (1) obtain data from law enforcement agencies concerning medical forensic examination kits in the agencies' possession; and (2) report a summary of the data to the legislative council.

Professional sports development commission. Establishes the northwest Indiana professional sports development commission. Authorizes the commission to study various plans and recommendations that are proposed with respect to attracting a professional sports franchise to northwest Indiana. Authorizes the commission to prepare a comprehensive master plan for building the facilities and other infrastructure necessary for attracting and developing one or more professional sports franchises in northwest Indiana. Creates the professional sports development fund.

Motor vehicle medical information program. Establishes the yellow dot motor vehicle medical information program.

Child Care and Development Fund. Provides that a household is eligible for assistance under the Child Care and Development Fund (CCDF) program if the household includes a foster parent at the time of the office of the secretary of family and social services' initial determination regarding the household's CCDF eligibility. Requires the office of the secretary of family and social services to allocate 200 CCDF vouchers to be used for a child who is placed with a licensed foster parent.

Cognitive training grant program. Establishes the cognitive training grant program (program) to provide grants to public and charter schools (eligible schools) to adopt and implement a cognitive training program designed to build skills in areas important to learning. Establishes the cognitive training grant program fund (fund). Provides that the department of education (department) shall develop and publish on the department's website: (1) criteria that vendors must meet to be eligible for use by eligible schools; and (2) guidelines to award grants to eligible schools. Requires the department to prepare and submit an annual report regarding the program to the governor and legislative council.
