Enforcement of trespassing laws. Provides that a person who: (1) has previously been removed by a law enforcement officer from a property for trespassing; or (2) has a prior conviction for trespassing on the same property; commits criminal trespass if the person enters the property or refuses to leave the property after having been prohibited from entering or asked to leave the property by a law enforcement officer.

Time observance in Indiana. Exempts Indiana from daylight saving time.

Income tax replacement. Eliminates the state adjusted gross income tax by reducing the rate to zero. Provides that the reduction in revenue resulting from the elimination of the state adjusted gross income tax must be offset by adjustments to the state gross retail tax. Provides that in calculating the local income tax (LIT), which is imposed based on a local taxpayer's state adjusted gross income, the calculation of a taxpayer's state adjusted gross income for LIT purposes shall be calculated under the adjusted gross income tax provisions as if those provisions, and the most recent adjusted gross income tax rate before its elimination, were still in effect.

Vehicle Bill. None

Civics education. Requires certain instruction or discussion to: (1) incorporate the universal principles of the Declaration of Independence, the Bill of Rights, and the Constitution of the United States; and (2) foster a national identity, heritage, and culture established by an aspiration to certain shared principles (shared principles). Prohibits certain instruction or discussion from fostering a national identity, heritage, or culture that is contrary to shared principles. Creates a process for a parent or community member to request that a governing body investigate instruction or discussion that the person believes is not aligned to shared principles.

Vehicle Bill. None

Human immunodeficiency virus. Removes enhancements for battery by body waste and malicious mischief with food based on HIV contamination. Repeals offenses relating to semen or blood containing HIV antibodies. Makes conforming amendments.

Regulation of transportation network drivers. Provides that a transportation network company (TNC) must suspend a TNC driver's ability to connect to the TNC's digital network for a period of not less than 90 days after the TNC receives notice from the bureau of motor vehicles of the TNC driver's conviction for operating while intoxicated. Requires a TNC driver to display a placard in the TNC driver's personal vehicle that includes: (1) a photograph of the TNC driver; and (2) the license plate number of the TNC driver's personal vehicle. Requires a TNC to provide a TNC rider with a unique identification code to provide to a TNC driver to begin a prearranged ride.

Annexation. With certain exceptions, requires a municipality that initiates an annexation to file with the court an annexation petition approved by the signatures of: (1) at least 51% of the owners of land not exempt from property taxes in the annexation territory; or (2) the owners of at least 75% in assessed valuation of land not exempt from property taxes in the annexation territory. Requires the court to hold a hearing if the petition has the necessary signatures. Adds provisions for determining the validity of signatures. Provides that a landowner may enter into an agreement to consent to a future annexation in certain circumstances. Eliminates the following: (1) Remonstrances and remonstrance waivers. (2) Reimbursement of remonstrator's attorney's fees and costs. (3) Adoption of a fiscal plan for voluntary annexations requested by 100% of landowners in the annexation territory. (4) Settlement agreements in lieu of annexation. (5) Provisions regarding contiguity of a public highway.

PFAS water safety standards. Requires the Indiana department of health (state department) to establish state maximum contaminant levels for PFAS in water provided by public water systems. Provides that maximum contaminant levels established by the state department: (1) must be protective of public health, including the health of vulnerable subpopulations; and (2) may not be less stringent than any maximum contaminant level or health advisory promulgated by the United States Environmental Protection Agency.

Supplemental structured family care distribution. Requires the office of the secretary of family and social services to distribute $6,000 to an individual if the individual's child or dependent received structured family caregiving services for at least three months during the 2024 calendar year. Makes an appropriation.

Public works projects. Provides that a contractor that employs 10 or more employees on a design-build public works project must provide its employees access to a training program applicable to the tasks to be performed in the normal course of the employee's employment with the contractor on the public project. Provides that a tier 1 or tier 2 contractor that employs 50 or more journeymen must participate in an apprenticeship or training program that meets certain standards. Requires design-builders and any member of a team working on a design-build public works project to comply with certain statutes. Provides that a public agency awarding a contract for a construction manager as constructor project may not take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Exclusion of discharged student loans as income. Provides that the Indiana adjusted gross income add back of forgiven federal student loan debt that is excluded under the Internal Revenue Code applies only to the 2021 taxable year and does not apply to forgiven federal student loan debt forgiven in subsequent taxable years.

Mental health care for first responders. Establishes the Indiana first responders mental health wellness fund and program (fund and program). Provides that the division of mental health and addiction of the office of the secretary of family and social services (division) shall administer the fund and program. Provides that a first responder who meets certain requirements may apply to the division for: (1) costs associated with the first responder's active participation in a mental health treatment plan as determined by a psychologist or physician treating the first responder; and (2) compensation if the first responder is unable to work. Establishes requirements for obtaining compensation. Makes a continuous appropriation.

Judicial immunity concerning electronic monitoring. Adds judges to the list of persons immune from civil liability for certain acts or omissions that occur in connection with the statute establishing electronic monitoring standards. (Current law provides that immunity does not apply to gross negligence or willful or wanton misconduct.)
