Veterinary medicine. Amends the licensure applicability provision for veterinarians to include registration and permits for veterinary technicians. Requires certain individuals to submit to both a state and national background check. Allows the state police department to release the results of a national criminal history background check to an authorized employee of the board of animal health. Makes a technical correction.

Driving knowledge test. Requires the bureau of motor vehicles to include a question regarding the requirements for yielding the right-of-way for: (1) an authorized emergency vehicle; (2) a stationary recovery vehicle; or (3) a disabled stationary vehicle with active flashing signals; in the knowledge test for a learner's permit or a driver's license. Provides that an applicant who incorrectly answers the question automatically fails the test.

Coverage of prescription pain medications. Provides that the office of the secretary of family and social services may not place greater coverage restrictions on a non-opioid drug prescribed for the treatment or management of pain than the coverage restrictions placed on an opioid drug prescribed to treat or manage pain with respect to the Medicaid program or the children's health insurance program. Provides that a policy of accident and sickness insurance and a health maintenance organization contract may not place greater coverage restrictions on a non-opioid drug prescribed for the treatment or management of pain than the coverage restrictions placed on an opioid drug prescribed to treat or manage pain.

Bed bug remediation in rental units. Requires the tenant of a dwelling unit to notify the tenant's landlord if the tenant knows or reasonably suspects that the tenant's dwelling unit contains bed bugs. Requires the landlord, upon receiving the tenant's notice, to have the dwelling unit inspected by a qualified inspector. Requires the landlord, after receiving the inspection report, to provide to the tenant written notice indicating whether the dwelling unit contains bed bugs. Requires the landlord to begin taking reasonable measures to treat the bed bug presence if an inspection indicates the presence of bed bugs. Establishes responsibilities for the tenant and landlord concerning: (1) notice; (2) access to the dwelling unit; and (3) the payment of costs; associated with the inspection for, and treatment of, bed bugs. Authorizes the state chemist to adopt rules to implement these provisions. Requires the state chemist to establish requirements for the certification of a bed bug inspector.

Masks at public assemblies. Makes wearing a mask at a public assembly a Class C misdemeanor, and increases the penalty to a Class A misdemeanor for a second or subsequent offense. Increases the penalty for rioting and disorderly conduct to a Level 6 felony if the offense is committed while wearing a mask.

Vehicle Bill. None

Daylight saving time. Exempts Indiana from daylight saving time.

Boone County innkeeper's tax. Authorizes Boone County to impose its innkeeper's tax at a rate of 8% under the uniform innkeeper's tax statute (instead of 5% under current law) and provides that the increase to the tax rate expires January 1, 2047.

Vehicle Bill. None

Library governance. Eliminates the authority of public libraries to impose an ad valorem property tax as a "taxing unit". Requires a public library to prepare and submit a recommended annual budget to the fiscal body of the county in which the territory of the public library is located to provide the revenues necessary for the operation and maintenance of the public library by a special tax levy, a specific appropriation, or both. Provides that a special tax levy for public library purposes is included in the calculation of the maximum permissible property tax levy for the county.

Required physician ownership of medical practices. Requires that the majority ownership of a physician group practice be licensed physicians in Indiana.

Juvenile justice matters. Amends the duties of the statewide juvenile justice oversight body established by the commission on improving the status of children in Indiana (oversight body). Requires the Indiana criminal justice institute (institute) to consider the recommendations of the oversight body (rather than consider only a single, specified plan developed by the oversight body as provided under current law) in adopting a funding formula for the juvenile diversion grant program, juvenile community alternatives grant program, and juvenile behavioral health competitive grant program. Requires a recipient of a grant under the juvenile diversion grant program, juvenile community alternatives grant program, or juvenile behavioral health competitive grant program to engage in collaborative service planning with specified entities, and sets out the characteristics of collaborative service planning. Makes the following changes with regard to the juvenile behavioral health competitive grant program (program): (1) Provides that the institute may use available funds to strengthen the institute's capacity to manage grants under the program. (2) Requires the institute to submit an annual report to specified recipients regarding the program. (3) Removes references to pilot program from the juvenile behavioral health competitive grant pilot program. Amends comparable provisions regarding: (1) the juvenile diversion grant program and juvenile community alternatives grant program; and (2) the program; to bring the provisions into closer conformity with one another. Amends certain deadlines concerning funds.

Office of school safety. Establishes the office of school safety (office) within the department of homeland security. Requires the office to: (1) function as a central repository for best practices regarding school safety; (2) establish certain school safety guidelines and standards; and (3) monitor the implementation of school safety legislation. Allows the office, at the request of a county school safety commission, to: (1) review school safety plans; (2) provide onsite safety reviews; and (3) provide guidance or assistance relating to school safety matters. Requires the office to maintain a public website containing certain information. Provides that the secured school safety board must review school safety grant expenditures and submit an annual report to the office. Creates certain responsibilities for multi-disciplinary threat assessment teams upon receipt of a report of a threat or threatening behavior. Repeals the division of school building physical security and safety established within the department of education.

Battery charged fences. Prohibits a county, city, or town from adopting or enforcing an ordinance or resolution that prohibits or imposes requirements on certain battery charged fences.

Property tax deduction for water conservation. Provides a property tax deduction for the use of permeable pavement in new construction projects.
