Regulation of child care centers. Allows a provider to remain eligible to receive a voucher payment until a final determination is made that the provider's license or eligibility is no longer in good standing. Provides that a child care center is exempt from licensure if the child care center complies with all of the requirements for child care ministries, including registration. Makes conforming changes.

PFAS chemicals. Requires the department of environmental management to publish a registry of persons that discharge PFAS chemicals into waters of the state.

Funding for breast cancer research. Requires the Indiana department of health (state department) to establish a program to provide grants to cancer centers in Indiana to increase breast cancer research projects or breast cancer clinical trials. Sets forth the state department's duties under the program. Establishes the breast cancer research fund. Makes an appropriation.

Artificial intelligence inventory and policies. Requires the department of education (department) to establish the following: (1) Guidelines and a model policy regarding school artificial intelligence policies. (2) An inventory of artificial intelligence platforms that includes certain information. (3) A process and review by which teachers and school administrators may submit an artificial intelligence platform for inclusion on the inventory. Requires the department to: (1) conduct a survey of teachers and students regarding artificial intelligence platforms; and (2) submit a report regarding the results of the survey to the governor, legislative council, and members of the artificial intelligence task force. Requires school corporations and charter schools to adopt, post, and communicate to students a school policy regarding artificial intelligence. Prohibits school corporations, charter schools, and employees of a school corporation or charter school from penalizing a student based solely on evidence provided by an artificial intelligence detector.

DNR study of ground water resources. Requires the department of natural resources (department) to study certain information pertaining to ground water and water withdrawals. Provides that the department shall, not later than October 1, 2025, provide the legislative council a report of its findings.

Statute of limitations. Allows for the prosecution of: (1) child molesting to be commenced before the date the alleged victim reaches 51 years of age; and (2) rape to be commenced within 15 years after the commission of the offense.

Nondisclosure agreements in economic development. Provides that the Indiana economic development corporation, the state, any instrumentality of the state, or any other public authority, or any party negotiating on behalf of any of those entities, may not, after June 30, 2025, enter into an economic development agreement or contract that contains any provision, clause, or language that provides that the agreement or contract, or any of its terms, is confidential, or that the parties to the agreement or contract are prohibited from disclosing, discussing, describing, or commenting upon the terms of the agreement or contract.

U.S.S. Indianapolis CA-35 Day. Establishes July 30 each year as "U.S.S. Indianapolis CA-35 Day".

Urging the Indiana Department of Transportation to rename that portion of U.S. Highway 31 from Smith Valley Road to County Line Road the "State Trooper Aaron Smith Memorial Highway". A CONCURRENT RESOLUTION urging the Indiana Department of Transportation to rename that portion of U.S. Highway 31 from Smith Valley Road to County Line Road the "State Trooper Aaron Smith Memorial Highway".

Water quality. Establishes the water protection and restoration trust fund (fund). Provides that the state comptroller shall transfer each year to the fund from the money appropriated to certain state agencies an amount equal to $1,660,000. Establishes the water quality board (board) to manage and develop the fund. Sets out the membership, terms, and compensation of the board. Provides that the board shall establish a surface water quality financial assistance program for the purpose of assessing and reducing nutrients that are negatively affecting surface waters within the state. Makes conforming changes.

Education matters. Requires the department of education (department) to grant an initial practitioner license to an individual who: (1) holds a bachelor's degree with a major in any combination of science, technology, engineering, or mathematics; (2) successfully completes a total of at least nine academic credits regarding certain instruction in teaching; and (3) meets other specified requirements. Provides that the department may grant a license to teach a high school level course or grades 5 through 9 to an individual who completes a licensure pathway established by the department. Requires a principal to allow a student who is enrolled in a public secondary school to receive religious instruction for a period or periods that do not exceed the amount of time that is equivalent to attending one elective course at the public secondary school during the week. (Current law provides for a period or periods of not more than 120 minutes in total in any week.) Provides that a public secondary school may award academic credit to a student who attends religious instruction if: (1) the religious entity providing the instruction agrees to certain conditions; and (2) the governing body of the school corporation adopts a policy that allows the awarding of credit (current law only provides that a public secondary school may award academic credit to a student who attends religious instruction if the governing body of the school corporation adopts a policy that allows the awarding of credit). Changes certain requirements regarding the reporting of a bullying "incident" to the reporting of a bullying "investigation". Requires discipline rules to include a provision to make a reasonable attempt to notify both the parent of a targeted student and the parent of an alleged perpetrator that the school is investigating a possible incident of bullying or similar misconduct before the end of the next school day after the school becomes aware of the possible incident.

Hysterectomy and oophorectomy informed consent. Requires a physician to provide certain information to a patient and obtain oral and written consent before a hysterectomy or an oophorectomy may be performed. Allows for an exception in an emergency. Allows for the modification of an informed consent form by the patient and specifies requirements for the modification.

Weather control. Prohibits a person who has the intent of affecting the intensity of sunlight, temperature, or weather from discharging a chemical or apparatus into the atmosphere, except in certain circumstances. Establishes that a violation is a Class B misdemeanor.
