<p><b>Grant's Law</b></p> <p>This bill requires the Department of Justice to detain any alien found to be unlawfully present in the United States and arrested for various crimes that would render the alien deportable or inadmissible. </p> <p> The Department of Homeland Security (DHS) may release the alien to an appropriate authority for proceedings related to the arrest, but DHS must resume custody for any period that the alien is not in such authority's custody. </p> <p>If the alien is not convicted of crimes for which the alien was arrested, DHS must continue to detain the alien until removal proceedings are completed. DHS must complete such removal proceedings within 90 days.</p>

<p><b>Stamp Out Invasive Species Act</b></p> <p>This bill directs the U.S. Postal Service to issue and sell a Combating Invasive Species Semipostal Stamp.</p> <p>Proceeds from the sale of the stamp must be transferred in equal proportion to the Department of the Interior and the Department of Agriculture for combating invasive species. (Invasive species are nonnative species whose introduction poses a serious threat to natural ecosystems and causes detrimental economic damage to local communities.)</p> <p>The stamp must be made available to the public for two years.</p>

<p><b>Forest Information Reform Act or the FIR Act</b></p> <p>This bill specifies that neither the Department of Agriculture nor the Department of the Interior may be required to reinitiate consultation on a land management plan when a species is listed as threatened or endangered, critical habitat is designated, or new information concerning a listed species or critical habitat becomes available.</p>

<p><strong>Secure America's Borders First Act</strong></p> <p>This bill prohibits using federal funds to provide certain military assistance to Ukraine until a border wall system along the U.S.-Mexico border is completed and operation control of such border is achieved.</p> <p>Specifically, this prohibition shall apply to funds made available to the Department of Defense and funds made available for security assistance or security cooperation. </p>

<p><b>Less Imprecision in Species Treatment Act of 2023 or the LIST Act of 2023</b></p> <p>This bill revises the process for removing a species from the endangered or threatened species lists.</p> <p>A species must be removed from the endangered or threatened species lists if the Department of the&nbsp;Interior produces or receives substantial scientific or commercial information demonstrating that the species is recovered or that recovery goals set for the species have been met.</p> <p>The publication and notice of a proposed regulation to remove a species from the lists must consist solely of a notice of the removal.</p> <p>The bill establishes a process for removing species from the lists if they were erroneously or wrongfully listed. The bill prohibits a person from submitting a petition to list a species as a threatened or endangered species for 10 years if the person knowingly submitted a petition with information that was inaccurate beyond scientifically reasonable margins of error, fraudulent, or misrepresentative.</p>

<p><strong>Teach Relevant Apprenticeships to Drive Economic Success Act or the TRADES Act</strong></p> <p>This bill provides statutory authority for federal regulations titled <i>Apprenticeship Programs, Labor Standards for Registration, Amendment of Regulations</i>, originally published by the Department of Labor on March 11, 2020, and later rescinded on November 25, 2022.</p> <p>The rules permit the Department of Labor's Office of Apprenticeship to recognize qualified third-party entities, known as Standards Recognition Entities (SREs), which then evaluate and recognize Industry-Recognized Apprenticeship Programs (IRAPs).</p>

<p><strong>World Deserves To Know Act</strong></p> <p>This bill requires sanctions on certain members of the Chinese Communist Party (CCP) and officials of Chinese health agencies. It also addresses related issues.</p> <p>The President must impose visa- and property-blocking sanctions on any foreign person who is a CCP official and who is knowingly responsible for or complicit in (1) the disappearances of whistleblowers and citizen journalists in China relating to COVID-19, or (2) limiting free speech and academic freedom in China relating to COVID-19. </p> <p>The President must also impose such sanctions on specified individuals who have leadership positions in China's Center for Disease Control and Prevention and China's National Health Commission (NHC).</p> <p>The authority to impose such sanctions shall end when the President certifies to Congress that an independent and unimpeded investigation into the potential origin of COVID-19 from the Wuhan Institute of Virology has taken place.</p> <p>The bill also bars federal funds and certain federal student assistance from going to institutions of higher education that enter into a contract with any element or China-based affiliate of the NHC.</p> <p>Federal funding to the National Academy of Sciences may not be used to enter into a contract with any element or China-based affiliate of the NHC.</p> <p>The Government Accountability Office must report to Congress a review of all funds that the National Institutes of Health have made available to the NHC since FY2010. This report must also be publicly available.</p>

<p><b>Rural Telehealth Expansion Act</b></p> <p>This bill expands coverage of telehealth services under Medicare to include store-and-forward technologies (in which information is sent to providers and reviewed at a later time, rather than through a real-time interaction). Currently, coverage is limited to federal demonstration programs in Alaska and Hawaii.</p>

<p><strong>Nullify Occupational Safety and Health Administration Act or the NOSHA Act</strong></p> <p>This bill abolishes the Occupational Safety and Health Administration (OSHA). OSHA, which is part of the Department of Labor, sets and enforces workplace safety and health standards and provides related training, outreach, education, and assistance.</p>

<p><b>Return to Work Act</b></p> <p>This bill requires the head of each executive agency to reinstate the telework policies in use by that agency on December 31, 2019.</p>

Proposing an amendment to the Constitution of the United States to provide for balanced budgets for the Government.

<p>This bill prohibits an individual who is not a U.S. citizen from voting in any elections in the District of Columbia (DC).</p> <p>Federal law bars noncitizens from voting in federal elections; however, the DC Council passed a bill on October 18, 2022, that allows noncitizens who meet residency and other requirements to vote in local elections.</p>

<p><strong>Travel Mask Mandate Repeal Act of 202</strong><b>3</b></p> <p>This bill prohibits federal agencies from mandating the use of masks or face coverings on planes, trains, buses, and other public conveyances and at transportation hubs to prevent the transmission of COVID-19.</p> <p>Specifically, the bill nullifies (1) the rule issued by the Centers for Disease Control and Prevention (CDC) on January 29, 2021, that mandates such use of masks or face coverings; and (2) orders and directives of the Transportation Security Administration that relate to the CDC rule.</p>

<p><strong>National Digital Reserve Corps Act</strong></p> <p>This bill establishes a National Digital Reserve Corps in the General Services Administration (GSA) to address the digital and cybersecurity needs of executive agencies.</p> <p>The GSA must establish standards for reservist eligibility and must ensure reservists have the necessary resources and security credentials for service. Reservists must agree to serve for three years and for at least 30 days per year as an active reservist, with up to $10,000 in annual compensation; reservists who fail to accept an offered appointment or complete required duties are subject to fines. The GSA may cover the costs of continuing education for reservists to support their service.</p> <p>The Department of Labor must issue regulations that ensure the reemployment, continuation of benefits, and nondiscrimination in reemployment of active reservists.</p> <p>In August 2021, President Joe Biden established the U.S. Digital Corps within the GSA to support the technological needs of executive agencies, including cybersecurity needs. The corps offers entry-level positions through two-year fellowships, with the option to convert to full-time career positions after completion of the fellowship. </p>

<p><b>Leading Against White Supremacy Act of 2023</b></p> <p>This bill expands federal hate crime offenses to include acts motivated by white supremacy.</p> <p>The bill also establishes a standard for determining whether a person engaged in a white supremacy inspired hate crime, sets forth the elements of related conspiracies, and authorizes the Department of Justice to investigate, prosecute, and maintain records of white supremacy inspired hate crimes and related conspiracies.</p>
