Summary: The House Children and Family Law Committee opened with a brief prayer for Representative Grossman’s son, Oscar, who was reported to be in critical condition after a traumatic fall. The committee then took up House Bill 430, which would reduce DHHS retention of unfounded abuse and neglect reports from 10 years to 3 years. Prime sponsor Chairman James Spain argued that 10 years is excessive and burdens families with a long-lasting stigma, while emphasizing that founded reports and reports with reasonable concern would still be retained indefinitely. Committee members questioned whether longer retention helps identify malicious reporting or patterns of abuse, and whether parents understand the distinction between unfounded and unfounded with reasonable concern. The Office of the Child Advocate and DCF opposed the bill. Child Advocate Cassandra Sanchez said historical reports are important for identifying patterns, reviewing critical incidents, and understanding family dynamics, and that screened-out and unfounded reports can be essential context when later reports arise. She also noted that the records are highly confidential and not publicly accessible. DCF General Counsel Susan Larabe added that the bill could create inconsistencies by retaining screened-out reports longer than unfounded reports, and explained that unfounded reports can be used in court and in administrative reviews when there are multiple prior reports. The committee discussed how other states handle retention, with testimony that some keep records indefinitely and others for long periods. The hearing on HB 430 concluded, and the chair said the bill would not be executed until early March, leaving time for amendments. The committee then opened House Bill 187, concerning restraining orders sought by a parent on behalf of a minor child. Prime sponsor Representative Mike Belcher said the bill is intended to correct a gap in the law so children can access the same restraining-order protections adults can, through a parent or guardian, and framed it as an equal-protection issue. Members questioned why the proposal was placed in the child abuse and neglect statute rather than the civil restraining-order statutes, and whether it should instead be handled as a broader civil-law fix. Alanda Peterson, who said she created Jade’s Law, testified that the original wording was meant to protect all children, not just those harmed by family members, and supported expanding the language. The hearing continued with additional discussion of the bill’s scope and purpose.

  • Nickerson, Sr., on the occasion of his 100th birthday.
Summary: The House took up several committee reports and adopted a series of resolutions recognizing local residents and achievements, including Virginia Ann Conley for more than 50 years of service to Beaverbrook Steppe, Inc., New Betancourt for a Portuguese heritage award, Joseph P. Nickerson, Sr. on his 100th birthday, and Andrew Labovitz for earning Eagle Scout. The chamber also suspended Joint Rule 12 to allow a petition from Stephen Altrino on cleft palate and cleft lip treatment to be sent to the Committee on Financial Services. The House then considered local bills scheduled by the Steering, Policy and Scheduling Committee. After suspending Rule 7A, it gave second reading and ordered to third reading a bill increasing the local hotel excise tax limit in Franklin and a bill amending the Falmouth Home Rule Charter to create a Licensing Commission. The House later passed to be enacted bills amending the Tewksbury town manager residency requirement and exempting Nick Santos and Anthony Morales from the maximum age requirement for Haverhill police officer positions. In third reading, the House passed to be engrossed a bill authorizing the town of Berkeley to recall elected officials and another authorizing the town of Rainham to grant an additional liquor license. The House welcomed student guests from Arlington High School and Wampatuck School, adopted an order to meet again Wednesday at 11 a.m., and approved a special adjournment in memory of former Representative Benjamin Swan of Springfield. The House then adjourned to meet Wednesday next at 11 a.m. in formal session.

  • Nickerson, Sr., on the occasion of his 100th birthday.
Summary: The Senate opened with the Pledge of Allegiance and adopted two congratulatory resolutions, one honoring Andrew Labovitz for attaining Eagle Scout and another congratulating Joseph P. Nickerson, Sr. on his 100th birthday. The chamber also acted on a report from the Committee on Rules suspending Joint Rule 12 for several petitions, which were then referred to their respective committees. On local legislation, the Senate passed to be engrossed a Scituate bill further regulating parking fines. It also considered a Cambridge parking enforcement bill, where Senator Brownsberger offered and the Senate adopted an amendment replacing the bill text with the language of Senate No. 3105; the bill as amended was then passed to be engrossed. The Senate Ways and Means Committee reported favorably, with new drafts, on the Toxic Free Medical Devices Act and on legislation advancing the profession of commercial interior design; in both cases the Senate suspended rules, adopted the committee amendments, and ordered the bills to a third reading. The Senate then enacted three bills: a Tewksbury charter amendment changing the residency requirement for the town manager, and two Haverhill bills exempting Nick Santos and Anthony Morales from the maximum wage requirement for police officers. Finally, the Senate adopted an order to meet again on Thursday at 11:00 a.m. in formal session and adjourned.

  • And excited to say, happy birthday to Beckham Belota, my grandson, his very first birthday today.
Summary: The House convened with prayer, a moment of silence for former Senator Don Childers, the Pledge of Allegiance, and recognition of Officer Antonio Richardson as law enforcement officer of the day. The chamber announced it would take up 11 budget conference committee reports, with no third-reading bills or special-order calendar items. Members were reminded that conference reports were subject to debate but not amendment, and that the required review periods had been satisfied. The first major action was on HB 7031E, the tax package. Representative Duggan explained that the conference report included a mix of retained, modified, and new tax provisions, including sales tax holidays, property tax and homestead-related changes, reductions in certain gaming and carbon-related taxes, changes to child care and documentary stamp tax credits, a new refund process for public works construction tax paid by universities and colleges, and other tax administration changes. Debate focused on the bill’s consumer impact, the reduction of the child tax credit from three years to one, the inclusion of firearm accessories in a sales tax holiday, the absence of gas tax relief and combined reporting, and the homestead exemption provision for certain deployed diplomatic and foreign service personnel. Critics argued the package favored niche or corporate interests over broad affordability relief, while supporters said it provided targeted tax relief and reflected conference negotiations. The House adopted the conference report and passed HB 7031E by a vote of 88-11. The House then began presenting the conference report for HB 501E, the state budget, which totaled $114.5 billion for fiscal year 2026-27 and was described as below the prior year’s spending level while maintaining reserves. Subcommittee chairs outlined major budget areas: pre-K-12 funding included an increase in FEFP, salary increases for veteran teachers, stabilization funding, and support for declining enrollment; higher education included full Bright Futures funding, workforce programs, college operating support, university initiatives, and school guardian expansion; IT funding focused on Palm, ACCESS, APD’s I-Connect replacement, corrections systems, emergency management systems, and cybersecurity grants; health care funding covered Medicaid, nursing home rates, waiver provider increases, ADAP funding and restructuring, child welfare, and behavioral health; transportation and economic development included housing, cultural grants, jobs and rural infrastructure, Visit Florida, Space Florida, highway patrol equipment, and local transportation projects; justice funding included correctional construction, juvenile justice facilities, law enforcement grants, and clerk and due process reimbursements; state administration included fire stations, constrained counties, building maintenance, and Safe Florida Home; and agriculture/natural resources funding emphasized Everglades restoration, water quality, land acquisition, Florida Forever, state parks, and citrus research. Members then began questioning the budget details, including school voucher accountability, school funding formulas, public defender parity, prison technology, wastewater monitoring in prisons, ADAP policy, SNAP fraud controls and AI-assisted verification, Florida Forever funding, school lunch funding, and coral reef restoration. No final vote on HB 501E appears in the transcript excerpt.

  • Can someone please stand up if it was your birthday yesterday? Oh, there you are.
Summary: The House convened with a prayer, pledge, quorum call, and recognition of Officer Cody Popple of the FSU Police Department for his actions during the April campus shooting. Members also observed a moment of silence for former Lee County Judge John Carlin. The Rules and Ethics Committee report setting the special order calendar was adopted, and the Speaker outlined the final week of session, noting that budget negotiations were still ongoing and that the House would continue taking up Senate bills and returning messages. The chamber then considered a series of mostly technical or sunset-review bills, including SB 100, SB 104, and SB 102 on the Florida Statutes, all of which passed unanimously. Several Open Government Sunset Review bills were also approved, extending or preserving public records and meeting exemptions for the Public Service Commission, the Department of Military Affairs, the Department of Highway Safety and Motor Vehicles, cybersecurity records, emergency shelter information, conviction integrity units, the Florida Gaming Control Commission, and school testing materials; most passed with little opposition, though SB 7006, SB 7026, and SB 7022 drew some dissenting votes. The House also passed SB 7016 on small business loan records, SB 7008 on gaming commission records, SB 7000 on emergency shelter information, and SB 7004 on conviction integrity unit records. Members then moved into farewell remarks and recognitions, including an extended farewell speech by Representative Hart-Lowman reflecting on her service, family, district, and policy priorities such as criminal justice, housing, health care, and labor issues. The House also recognized visiting students from Osceola County and other guests in the galleries. Later, the House took up more substantive measures. SB 7040 recreated the emergency preparedness and response trust fund; after a lengthy debate over an amendment to let the fund expire and a strike-all restoring the House position, the bill passed 82-25. The chamber then passed CS/CS/SB 302 on coastal resiliency, CS/CS/SB 984 on firefighter cancer benefits, and CS/SB 474 on military affairs, all with broad support. The final portion of the transcript shifted to SB 488 on Department of Highway Safety and Motor Vehicles, where members debated vehicle registration requirements, license plate frames, and related amendments, including provisions for disabled veterans and dealer allocation rules, before the transcript ended mid-debate.

Summary: The House convened with prayer, a moment of silence for former Judge John Carlin, the Pledge of Allegiance, and a recognition of FSU Police Officer Cody Popple for his actions during the April campus shooting. The Speaker also outlined the final week of session, noting the House would focus on Senate bills and returning messages, and that the 2026-27 budget would not be completed by the end of the week. The chamber then adopted the special order calendar for the day. The House passed several technical and open-government bills, mostly on strong bipartisan votes. These included SB 100, SB 104, and SB 102 on the Florida Statutes and reviser changes; SB 7006, SB 7014, SB 7002, SB 7012, SB 7024, SB 7016, SB 7026, SB 7008, SB 7000, and SB 7004, which extended or preserved various public records or meeting exemptions involving the Public Service Commission, social media investigations, military affairs, highway safety investigations, cybersecurity, small business loan records, trade secrets, emergency shelter locations, and conviction integrity units. Members asked questions on several of these bills, especially about the scope and purpose of the exemptions, but the bills generally advanced with little opposition. The chamber also took up more substantive measures. SB 7040 recreated the emergency preparedness and response trust fund and drew extended debate over whether the fund had been misused for the Everglades detention facility; an Escamani amendment to let the fund expire failed, while a Griffiths amendment adding limits and oversight was adopted, and the bill ultimately passed 82-25. CS/CS/SB 302 on coastal resiliency passed unanimously after supporters highlighted nature-based shoreline protection and a Biscayne Bay provision. CS/CS/SB 984 on firefighter cancer benefits passed after a House amendment aligned it with the House version. CS/SB 474 on military affairs passed unanimously after an amendment allowing local governments to extend Guard leave. SB 488 on the Department of Highway Safety and Motor Vehicles was debated extensively over vehicle registration requirements, license plate frames, and I-94 documentation, with amendments including one for disabled veterans and another on dealer allocation; the transcript cuts off before final disposition of that bill.
